MINUTES
Call to Order Meeting was called to order at 6:31 pm by Chairman Ms. Hale.
2. Roll Call and Excused Absences — Members Present: Ms. Hale, Mr. Dufresne, Mr. Dabbs, Ms. Spencer,
Mr. Benson, Mr. Frias, Mr. Savoie and alternate members Mr. Hicks and Ms. Latimer (left at 8:15pm).
Staff Present: Mr. Klein, Ms. Gonzalez, Mr. Dale and Ms. Cimics.
Invocation / Moment of Silence — Ms. Hale ask for a Moment of Silence.
4. Pledge of Allegiance — All those in attendance recited the Pledge of Allegiance.
Citizens to be Heard
This is the only time during the Planning and Zoning Commission meeting that a citizen can address the
Planning and Zoning Commission. It is the opportunity for visitors and guests to address the
Commission on any issue to include agenda items. All visitors wishing to speak must fill out the Sign -In
Roster prior to the start of the meeting. Planning and Zoning Commission may not debate any non -
agenda issue, nor may any action be taken on any non -agenda issue at this time however the Planning
and Zoning Commission may present any factual response to items brought up by citizens. (Attorney
General Opinion — JC 0169) (Limit of three minutes each). All remarks shall be addressed to the
Commission as a body, and not to any individual member thereof. Any person making personal,
impertinent, or slanderous remarks while addressing the Commission may be requested to leave the
meeting.
No citizens spoke at this time.
6. Consent Agenda
A. Approval of the minutes from February 13, 2019.
Mr. Dufresne made the motion to approve the consent agenda. Motion was seconded by Mr. Dabbs.
For: All; Against: None. Motion carried 7 to 0.
7. Public Hearings
A. The City of Cibolo Planning and Zoning Commission will hold a public hearing to hear public
testimony regarding property located within the Old Town Mixed Use Overlay District at 205 South
Main Street for an appeal to UDC Section 8.3.2.13 - Building Colors.
This item was briefed to the Planning and Zoning members by Mr. Dale. Ms. Hale open the public
hearing at 6:35pm. Mr. Jackson the applicant and owner of the building at 205 South Main spoke to
the commission. Mr. Jackson stated he was unaware of having to acquire the permission of the city
to re -paint his business. He painted it purple to go with the name of the business (Purple Leef). Ms.
Hale closed the public hearing at 6:39pm.
B. The City of Cibolo Planning and Zoning Commission will hold a public hearing to hear public
testimony regarding the assignment of permanent zoning to properties annexed into Cibolo in 2017,
generally located south of FM 78 on Haeckerville Road, Lower Seguin Road, IH 10 and Santa Clara
Road. Properties to be considered are proposed to be zoned Agricultural Homestead (AG), Low
Density Single -Family Residential (SF -2), Medium -High Density Single -Family Residential (SF -5),
Retail/Office (C-3) and General Commercial (C-4).
Ms. Gonzalez briefed the Planning & Zoning Commission on this item. Ms. Hale opened the public
hearing at 6:44pm. Ms. Aguilar spoke to the commission on this item and stated that she lived near
Lower Seguin and Stolte Road and she wanted to know how this zoning would affect her. Mr. Garza
spoke and wanted to keep his property agricultural. Mr. Robb spoke in favor of the SF -5 zoning.
Mr. Wilson spoke in opposition of the zoning to residential SF -5. Ms. Hale closed the public hearing
at 6:54pm.
8. Discussion/Action Items
A. Discussion/Action regarding property located within the Old Town Mixed Use Overlay District at
205 South Main Street for an appeal to UDC Section 8.3.2.B - Building Colors.
Mr. Dufresne made the motion to deny the appeal of the UDC Section 8.3.2.B — Building Colors
regarding property located within the Old Town Mixed Use Overlay District at 205 South Main
Street. Motion was seconded by Ms. Spencer. For: Mr. Benson, Mr. Dabbs, Ms. Hale, Mr. Savoie,
Mr. Dufresne and Ms. Spencer; Against: Mr. Frias. Motion carried 6 to 1 to deny request.
B. Discussion/Action and Recommendation to the Mayor and City Council regarding the assignment
of permanent zoning to properties annexed into Cibolo in 2017, generally located south of FM 78

C. Discussion/Action regarding the Preliminary Plat of Cibolo Crossing Commercial Phase II.
Mr. Dufresne made the motion to approve the Preliminary Plat of Cibolo Crossing Commercial
Phase II. Motion was seconded by Mr. Dabbs. For: Mr. Benson, Ms. Spencer, Mr. Dabbs, Ms.
Hale, Mr. Frias, and Mr. Dufresne; Against: Mr. Savoie. Motion carried 6 to 1.
D. Discussion/Action and Recommendation to the Mayor and City Council regarding the Land Study
for the Grace Valley Ranch Subdivision, located within the City's Extra -Territorial Jurisdiction.
Mr. Frias made the motion to recommend to the City Council denial regarding the Land Study for
the Grace Valley Ranch Subdivision, located within the City's Extra -Territorial Jurisdiction. Motion
was seconded by Mr. Dabbs. For: Mr. Benson, Ms. Spencer, Mr. Dabbs, Ms. Hale, Mr. Dufresne,
and Mr. Frias; Against: Mr. Savoie. Motion carried to deny 6 to 1.
E. Discussion/Action regarding the Preliminary Plat & Replat of Ripps-Kreusler Cibolo Crossing
Subdivision.
Mr. Dufresne made the motion to approve the Preliminary Plat & Replat of Ripps-Kreusler Cibolo
Crossing Subdivision. Motion was seconded by Mr. Frias. For: All; Against: None. Motion
carried 7 to 0.
F. Discussion/Action regarding the Preliminary Plat of Venado Crossing Subdivision Unit 2.

G. Discussion/Action regarding the Preliminary Plat of Venado Crossing Subdivision Unit 3.
This item was pulled from the agenda.
H. Discussion/Presentation on City of Cibolo watersheds and drainage as reviewed by the City
Engineer.
Justin Murray gave a presentation on watersheds and drainage. He was able to answer questions the
Planning & Zoning Commission may have.
9. UDC, CIP, Master Plan and Staff Updates
Ms. Gonzalez briefed the commission that council approved a change to the UDC at their Council
Meeting that was held March 12. The CIP Joint Meeting updates will be sent out soon. The
Planning and Engineering Department and Building Permits & Inspection updates were sent to the
commission earlier and there were no additional items to add to that report.
10. Items for future agendas — Ms. Hale would like to see an item on walking quorum/open meeting act.
11. Adjournment — Mr. Benson made the motion to adjourn the meeting at 8:38pm. Motion was seconded
by Mr. Dabbs. For: All; Against: None. Motion carried 7 to 0.
