Min P&R 03/05/2019PARKS AND RECREATION COMMISSION MEETING City of Cibolo 200 S. Main Street March 5, 2019 6:30 PM Minutes Call to Order — Meeting was called to order by Mr. Hawkins at 6:33 p.m. 2. Roll Call — Members Present: Mr. Hawkins, Ms. Spencer, Ms. Herr, Mr. Vachon, Ms. Dodd and Mr. Hicks. Members Absent: Mr. Jones. Mr. Hicks made the motion to excuse the absence of Mr. Jones. Motion was seconded by Ms. Herr. For: All; Against: None. Motion carried 6 to 0. 3. Moment of Silence/Invocation — Mr. Hawkins requested a Moment of Silence. 4. Pledge of Allegiance — All in attendance recited the Pledge of Allegiance. Citizens to be Heard This is the only time during the meeting that a citizen can address the Parks and Recreation Commission. It is the opportunity for visitors and guests to address the Parks and Recreation Commission on any issue to include agenda items. All visitors wishing to speak must fill out the Sign - In Roster prior to the start of the meeting. The Parks and Recreation Commission may not debate any non -agenda issue, nor may any action be taken on any non -agenda issue at this time however the Parks and Recreation Commission may present any factual response to items brought up by citizens. (Attorney General Opinion — JC -0169) (Limit of three minutes each). All remarks shall be addressed to the Commission as a body, and not to any individual member thereof. Any person making personal, impertinent, or slanderous remarks while addressing the Commission may be requested to leave the meeting. None at this time. 6. Consent Agenda A. Approval of the minutes from February 5, 2019 Ms. Spencer made the motion to approve the consent agenda. Motion was seconded by Mr. Vachon. For: All; Against: None. Motion carried 6 to 0. Discussion/Action A. Discussion/Action of Kite Event. Mi•. Herr and Ms. Dodd briefed this event as they were the point of contact for the event. They talked about setup and for everyone to be in place at Ilam event starts at 1pm. Mr. Craighead will have some volunteers to help with tables and chairs. He will bring the speaker system. Ms. Cimics has the trophies and Mr. Craighead will pick up and bring to Niemietz Park. Ms. Herr briefed the kite's setup and ask for volunteers to work in certain areas. Talked about the food vendors and group decided not to charge a fee this year. Ms. Herr stated that Mayor Boyle, Councilman Gibbs and Councilwoman Schultes all volunteered to be judges. Ms. Cimics stated that she would purchase shirts for everyone for this event and received shirt sizes from everyone. Everything is looking good and wishing for a great weather day. B. Discussion/Action of Movie Night. Committee is looking at two dates in September (14`x' and 21"). Nothing set in stone as of yet. Will continue to keep this event on the agenda. C. Discussion/Action of Memorial Day Ceremony. Ms. Spencer is the point of contact for this event. Ms. Spencer would be contacting the Fire Department to see if they could use their facility in case of rain. She would also contact the Police Department Officer Clark to see if he could sign the National Anthem. Mr. Hawkins talked about the food that would be required. Ms. Cimics will purchase prior to the event. Ms. Spencer will look for a female speaker for the event. Ms. Dodd will check with the scouts and Mr. Vachon will check with the America Heritage Girls. Mr. Hicks will talk with his pastor about the invocation. Mr. Hawkins stated he would check on the ROTC. This item will be on the agenda for the next meeting for more details. D. Discussion/Action of quarterly events for FY 2019. Movie was briefly discussed for Niemietz Park for September. Disc Golf for August/September at Schlather Park discussed. Mr. Hawkins volunteered to by point of contact for this event. May Mi•. Craighead would be putting on a Bug Class. Ms. Herr stated July was Park Awareness Month and requested a proclamation for the council meeting the first meeting in July. 8. Adjournment Ms. Spencer made the motion to adjourn the meeting at 7:49 pm. Motion was seconded by Ms. Herr. For: All; Against: None. Motion carried 6 to 0.
