Min P&R 04/16/2019PARKS AND RECREATION COMMISSION MEETING City of Cibolo 200 S. Main Street April 16, 2019 6:30 PM MINUTES I . Call to Order — Meeting was called to order by Vice Chairman Ms. Herr at 6:33 p.m. 2. Roll Call —Members Present: Ms. Herr, Ms. Dodd, Mr. Jones, Mr. Vachon and Ms. Spencer; Members Absent: Mr. Hawkins and Mr. Hicks. Ms. Spencer made the motion to excuse the absence of both Mr. Hicks and Mr. Hawkins. Motion was seconded by Mr. Jones. For: All; Against: None. Motion carried 5 to 0. 3. Moment of Silence/Invocation — Ms. Herr requested a Moment of Silence 4. Pledge of Allegiance — All in attendance recited the Pledge of Allegiance. 5. Citizens to be Heard This is the only time during the meeting that a citizen can address the Parks and Recreation Commission. It is the opportunity for visitors and guests to address the Parks and Recreation Commission on any issue to include agenda items. All visitors wishing to speak must fill out the Sign - In Roster prior to the start of the meeting. The Parks and Recreation Commission may not debate any non -agenda issue, nor may any action be taken on any non -agenda issue at this time however the Parks and Recreation Commission may present any factual response to items brought up by citizens. (Attorney General Opinion — JC -0169) (Limit of three minutes each). All remarks shall be addressed to the Commission as a body, and not to any individual member thereof. Any person making personal, impertinent, or slanderous remarks while addressing the Commission may be requested to leave the meeting. Monroe Walker from Camp Gladiator spoke to the commission on Summer Nights. The committee informed him that that meeting was the next evening but he was more than welcome to stay and hear what the Parks Commission will be discussing this evening. Consent A eg nda A. Approval of the minutes from March 5, 2019 This item will be on the next agenda. 7. Discussion/Action A. Discussion of after action report and social media analytics for the Kite Festival. The committee discussed the Kite Event that was held at Niemietz. 325 people were in attendance. 75 kites were given out. The kids that participated came from numerous cities in the surrounding area. Next year might want to add another food vendor and charge a small fee. The committee thanks Mr. Craighead for all the extra help that he provided. B. Discussion/Action of Memorial Day Ceremony. Ms. Spencer the point of contact for this event briefed the committee that she had spoken with Chief Niemietz and he was fine with the Fire Department being used as a backup rain plan. Claudia Walker retired Air Force will be the guest speaker. Miss Freedom will sing the National Anthem. Ms. Spencer has spoken with the Mayor and lie will introduce the speaker. Councilman Gibbs has volunteered to read the history of Memorial Day. Councilwoman Schultes has volunteered Miss Cibolo to speak as to what Memorial Day means to a young person today. Mr. Hicks is working on getting his pastor for the invocation. Will check with him at the next meeting. Mr. Hawkins was assigned to check with the ROTC to see if they would be presenting the Flags. (ROTC usually brings there US and TX flags for the event). Will see at next meeting if Mr. Hawkins was able to firm up the ROTC. Ms. Dodd volunteered to check with Dixie Flags to see if they could provide small flags for the scouts to hand out before the event. Mr. Craighead will provide pop -ups in case of warm temperatures or a light rain. He will make sure that tables, chairs and PA system is in place. Ceremony starts at 9am and committee needs to be at Veterans Park by 8am for set-up. C. Discussion/Action of quarterly events for FY 2019. Mr. Craighead will be having a person come -in and give information on bugs. Class will be May 1st at City Hall from 6:30pm to 8:30pm. July is Parks and Recreation Month and committee ask if a proclamation could be done at City Council the first meeting in July. They talked about a movie in the park sometime in August. They gave Ms. Cimics dates to check if the parks were available (Aug 16, 17, 23 and 24). Mr. Vachon was assign as point of contact for information on the film and Ms. Spencer on the screen. 8. Adiournment Ms. Spencer made the motion to adjourn the meeting at 7:21 p.m. Motion was seconded by Mr. Jones. For: All; Against: None. Motion carried 5 to 0.
