1. Call to Order - Meeting was called to order by Mayor Hartman at 7:01 P.M.

3. Invocation—Councilwoman Davis gave the invocation.
4. Pledgee of Allegiance—The Pledge of Allegiance was led by Councilman Winn.
5. Citizens to be Heard
This is the opportunity for visitors and guests to address the City Council on any issue. City
Council may not debate any non-agenda issue, nor may any action be taken on any non-agenda
issue at this time however City Council may present any factual response to items brought up by
citizens.
The following individuals spoke to council during Citizens to be Heard.
Melvin Hicks of 119 Apache Circle, Cibolo, Texas wanted to know about the red bricks be placed
on Main Street. Joel Hicks of 203 Lamar Street, Cibolo, Texas wanted to know if the City had a
confirmed date on when the Public Works Facility would be moving into the new building.
6. Public Hearinjz
Mayor Hartman opened the Public Hearing at 7:07 P.M. The following citizens spoke at the Public
Hearing: David Johnson of 2680 Haeckerville Road, Bernadette Haecker of 4185 Lower Seguin
Road who wanted an extension for signing the annexation agreement. Darrel Zucker wanted to
know why his property was not in the annexation. Paul Cole had questions on the annexation

process. Joel Hicks stated that if the City annexes all the area they were considering they would
need to add additional police officers to patrol the area. Jonette Ellis, City Planner went over the
annexation plan and map and answered most of the questions that citizens were concern about.
A The City of Cibolo City Council will hold Public Hearing to hear public testimony concerning
the proposed annexation of 523.19 Acres area of land into the City of Cibolo, Guadalupe County,
Texas; said 523.19 Acres of land is divided into nine areas: A=1.08, B=2.04, C=160.85, D=16.11,
E=14.42, F=2.43, G=53.80, H=270.46, I=1.00, J=1.00 and all are adjacent and/or surrounded by the
existing City Limits or ETJ of the City of Cibolo, Guadalupe County, Texas the properties described
below:
TRACT A - 1.08 Acres
Beginning at a point of access from Haeckerville Road traveling S 57° 53' 49"W, for a distance of
2,288.57'; thence, S 59° 42' 26"W, for a distance of 693.18' and following Southwest property line of
Abstract 271 Survey F. Rodriguez, S 86° 21' 35" W, for a distance of 670.71' to the point of
commencement of said 1.08 Acre tract.
THENCE: N 73° 06' 30"W, for a distance of 436.04' to a point;

Mayor Hartman notified those in attendance that there would be two additional Public Hearings on this
annexation set for July 6&7 at 7:00 P.M. at City Hall. The date for individuals to sign development
agreements were extended to Friday,June 25 at 5:00 P.M. Mayor Hartman closed the Public Hearing at
7:29 P.M.
7. Consent Agenda—Consent Items (General Items)
(All items listed below are considered to be routine and non-controversial by the Council and will
be approved by one motion. There will be no separate discussion of these items unless a council

member so requests, in which case the item will be removed from the consent agenda and will be
considered as part of the order of business.)
A. Approval of the minutes of the Regular City Council Meeting held on June 9, 2009.
B. Approval of the minutes of the City Council Budget Meeting held on June 13, 2009.
C. Acceptance of the Revenue & Expense Report for the Month of May 2009 pending final
acceptance of the City's financial audit for the 2009 Fiscal Year.
D. Acceptance of the May 2009 Check Register pending final acceptance of the City's financial
audit for the 2009 Fiscal Year.
Councilman Pedde moved to accept the consent agenda. Councilman Wiederstein seconded the
motion. For: Council Members: Pedde, Krasnai, Wiederstein, Winn, Davis, Liparoto and Hetzel;
Against: None. Motion carried 7 to 0.
8. Discussion/Action
A. Discussion/Action on the removal, appointments and re-appointments to Planning and Zoning
Commission, Parks Commission, Streets and Drainage Commission, Board of Adjustments
Commission and Cibolo Economic Development Corporation.
Councilman Winn moved to place Larry Carlton to the vacant position on Street & Drainage
Commission. Councilman Winn also place Arthur Cummins on the Street &Drainage Commission
in place of Bruce Winters who now is serving on the Board of Adjustments. Jason Casanova and
Angela Dodd were placed on the Board of Adjustments as alternates. Motion was seconded by
Councilman Pedde. For: Council Members: Pedde, Krasnai, Wiederstein, Winn, Davis, Liparoto
and Hetzel; Against: None. Motion carried 7 to 0.
B.Discussion/Action and direction to staff on accepting the preliminary Traffic Study on Cibolo
Valley Drive.
Traffic Study was briefed by City Manager Bruce Pearson. Councilman Winn moved to accept the
preliminary report from Kimley-Horn and direct Klein Engineering to work with the firm to
produce a final report for the Street and Drainage Commission. Motion was seconded by
Councilwoman Davis. For: Council Members: Pedde, Wiederstein, Winn, Davis and Hetzel;
Against: Council Members: Krasnai and Liparoto. Motion carried 5 to 2.
C. Discussion/Action regarding the appointment of a Municipal Judge as outlined in the City
Charter Section 4.03 Municipal Court.
Judge Carson spoke to council on his achievements as the City's Municipal Court Judge. Council
directed staff to look at all options available to the City on appointing a Municipal Court Judge and
to bring this item back to council in July.
D. Discussion/Action and direction to staff on revising the fees for the Peddlers Ordinance.
Staff is working on rewriting this ordinance and will bring back staff recommendations to council
in July.

E. Discussion/Action and direction to staff regarding the revisions to the Ordinance 786 Parks and
Recreation.
Council discussed the ordinance and directed staff to bring ordinance back to the next council
meeting scheduled for July 09.
F. Discussion/Action and direction to staff regarding the Development of a new Zoning
Ordinance.
Council received a presentation from Chris Stewart from Espey Consultants. Council directed the
City Manager to enter into a new agreement with Espey Consultants to design a zoning ordinance
with the input of an ad hoc group comprised of one City Council member, one member of Planning
&Zoning, and 5 residents of Cibolo.
G. Discussion/Action and direction to staff on Changing the Time for Council Meetings.
Councilman Winn moved to Change the Time for Council Meetings back to 7:00 P.M. Motion was
seconded by Councilman Pedde. For: Council Members: Pedde, Krasnai, Wiederstein, Winn,
Liparoto and Hetzel; Against: Council Member Davis. Motion carried 6 to 1.
H. Discussion/Action and direction to staff on the cost of street signs for Main Street.
Staff is still waiting on estimates for the cost of street signs for Main Street. This item will be
brought back to council at the next regular scheduled meeting in July.
I. Discussion/Action and direction to staff on Outfitting the Public Works/Public Utilities
Facility/Animal Control (PUW).
Councilman Liparoto moved to direct staff to purchase the items on the list and outfit both
facilities. Motion was seconded by Councilman Winn. For: Council Members: Pedde, Krasnai,
Wiederstein, Winn,Davis, Liparoto and Hetzel; Against: None. Motion carried 7 to 0.
J. Discussion/Action on the review and confirmation of all upcoming special meetings and
workshops and scheduling the time, date, and place of additional special meetings or
workshops.
Council went over the calendars for June and July 2009.

Councilman Winn requested a discussion/action and direction to staff on establishing a Drainage
District for Cibolo.

Councilman Winn moved to adjourn the meeting at 8:37 P.M. Motion was seconded by
Councilman Liparoto. For: Council Members: Pedde, Krasnai, Wiederstein, Winn, Davis, Liparoto
and Hetzel; Against: None. Motion carried 7 to 0.
