1. Call to Order—Meeting was called to order by Mayor Hartman at 7:00 P.M.

A. The City of Cibolo City Council will hold a Public Hearing to hear public testimony concerning
the proposed annexation of approximately 2,151.53 acres of land, specifically properties within the
City of Cibolo's Extraterritorial Jurisdiction (ETJ), generally located south of Arizpe Road and
extends to Interstate Highway 10.
Mayor Hartman opened the Public Hearing at 7:02 P.M. The City Manager went over the service
plan for the annexation. The following individuals spoke to council during the hearing:
Ray Pfannstiel was not in favor of the annexation he felt it was just another harassment from the
City and did not feel it would added anything to his existing property.
William West opposed the annexation felt it would not change anything where he lives except that
he would now have to pay City taxes.

Joyce Urbanski— spoke to council on the annexation and was concern about the garbage pickup and
if she would have to change services.
Barbara Schmoeckel was concern that she would be double tax as part of her land would be in
Cibolo and part would be in Marion.
Romero Villanueva wanted to have information on if his address would stay the same.
Councilman Winn also spoke on the annexation and stated since the City has done several
annexations in the past several years that he found out that some individuals were able to save a
little money due to possible lower insurance rates and lower fees for garbage service.
Mayor Hartman closed the Public Hearing at 7:37 P.M.
6. Adjournment
Councilman Carlton moved to adjourn the meeting at 7:37 P.M. Motion was seconded by
Councilman Krasnai. For: Councilman Pedde, Krasnai,Wiederstein, Winn, Carlton, Liparoto and
Hetzel; Against: None. Motion carried 7 to 0.
PASSED AND APPROVED THIS 10'DAY OF AUGUST 2010.
