RES 1113 07/18/1989 CITY OF CIBOLO RESOLUTION NO. 1113 A RESOLUTION URGING A CONSTITUTIONAL AMENDMENT TO PROTECT THE FLAG OF THE UNITED STATES FROM DESECRATION. WHEREAS, The Supreme Court of the United States recently ruled that the act of burning or otherwise desecrating the Flag of the United States as a means of protest was not an unlawful act but an acceptable method of voicing an opinion guaranteed under the First Amendment of the Constitution of the United States; and, WHEREAS, Political dissent is one thing and desecration is another. We believe that the right of dissent should be upheld but that desecration of our National Flag is an unlawful act and should be punished; and, WHEREAS, The Flag of the United States , known as "Old Glory" unifies our fifty (50) states as one and has long been known throughout the world to represent freedom and democracy; and, WHEREAS, This decision strikes at the very heart of the symbol of freedom that so many of our friends and relatives have sacrificed their lives in protecting that right ; and, WHEREAS, The City Council of the City of Cibolo, Texas believe, and that the majority of our citizens concur, that the Flag of the United States should be revered and held in the highest esteem. NOW, THEREFORE BE IT RESOLVED, that the City Council of the City of Cibolo, Texas does hereby call on our Federal Representatives to the Capitol of our country to initiate or join in the calling for a Constitutional Amendment to protect the Flag of the United States from acts of desecration and humiliation. We further urge the citizens of the City of Cibolo to display the Flag of the United States daily until such action takes place. PASSED AND ADOPTED this the 18th day fo July, 1989 .
