RES 1294 11/23/2004 RESOLUTION NO.IM4
A RESOLUTION AUTHORIZING THE MAYOR TO REPRESENT THE
CITY OF CIBOLO IN ITS APPLICATION FOR A GRANT FROM THE
TEXAS WATER DEVELOPMENT BOARD FOR FLOOD PROTECTION
PLANNING; TO ENTER INTO A CONTRACT WITH THE TEXAS
WATER DEVELOPMENT BOARD IF AWARDED; COMMITTING
FUNDS FROM THE ADOPTED FY2004-05 CITY BUDGET;
COMMITTING LOCAL IN-KIND SERVICES TO THE STUDY; AND,
REQUESTING THE PARTICIPATION OF GUADALUPE COUNTY.
WHEREAS, The City of Cibolo is a home-rule municipality with all powers enabled to it
by the State Legislature under Chapter 51 of the Local Government Code; AND,
WHEREAS, the City of Cibolo is a member of the National Flood Insurance Program;
AND,
WHEREAS, Town Creek is a source of flooding problems which adversely affect the
public health and safety of the Citizens of Cibolo; AND,
WHEREAS, the City Council and citizens of the City of Cibolo have expressed a desire
to take a comprehensive approach to managing floodprone areas inside the City's
jurisdiction,recognizing both downstream and upstream impacts, AND,
WHEREAS, the Texas Water Development Board offers grants to political subdivisions
of the State of Texas for the evaluation of structural and nonstructural solutions to
flooding problems with consideration of flood protection needs of the entire watershed;
AND,
WHEREAS, the Town Creek Watershed encompasses an area that extends beyond the
jurisdiction of the City of Cibolo and into Guadalupe County; AND
WHEREAS, the City of Cibolo recognizes the need to offer Guadalupe County a
participating role in the grant application; AND,
WHEREAS, the City of Cibolo's Adopted FY 2004-05 Budget includes funds which are
dedicated for the purposes of flood protection planning; NOW THEREFORE:
BE IT RESOLVED by the City of Cibolo that:
1) The Mayor is authorized to apply for a Flood Protection Planning Grant from the
Texas Water Development Board;
2) If awarded, the City may enter into a contract with the Texas Water Development
Board;
3) Funds in an amount not-to-exceed $60,000 from the adopted FY04-05 Budget are
hereby committed as local matching funds; and,
4) In-kind services of the City, representing staff time to develop, review and
administer the proposed study of Town Creek, are hereby committed.
5) The City requests the participation of Guadalupe County in the project.
