Minutes
1. Call to order— Meeting was called to order by Mayor Boyle at 9:05 a.m.
2. Roll call — Council Present: Mayor Boyle, Councilwoman Schultes, Councilman Garrett, Councilman Byrd, Councilman
Gibbs, Councilman Allen, Councilman Woliver and Councilman Hicks; Staff Present: City Manager Mr. Herrera, City
Secretary Ms. Cimics, Planning & Engineering Director Mr. Klein, Public Works Director Mr. Fousse, EDC Director Mr.
Luft (morning only), IT Director Mr. McDaniel, Administrative Assistant Ms. Rogers, Economic Development Ms. Lee
(morning only), Court Clerk Ms. Fullenwider (morning only) and Judge Ed Phillips (morning only).
3. Opening comments. (Mayor Boyle and City Manager Herrera)
Both Mayor Boyle and City Manager Mr. Herrera welcomed everyone and thank them for taking time out of their busy
schedules to be part of the Workshop Retreat. They also thanked the citizens that came to listen in on the information
being presented today.
4. Discuss and consider pursuing a Municipal Court of Record designation.
Judge Phillips briefed all those in attendance on the difference between a Court of Record and a Court of Non -Record.
Judge Phillips stated that he currently has some cities that he works in that are Court of Record and some that are not.
Some reasons to pursue going to a Court of Record are: It gives the city more power to enforce the ordinances that they
have for example: junk vehicles, animal cases, signs, and dilapidated buildings just to name a few. Cibolo must be able to
record the proceedings and we must pass an ordinances that will be sent to the state to become a Court of Record. The
Judge must be a license lawyer in the State of Texas for at least 2 years. The only thing Cibolo would have to do is write
the ordinance and have council approve the ordinance. We meet all the other requirements now. Council gave direction
to bring an ordinance back in 30-45 days for council to review.
5. Receive a briefing from Director of Economic Development concerning efforts to increase retail development within the
city.
Mr. Luft explained how EDC works and briefed permissible EDC Project. He went over priority areas for development
within the City of Cibolo. Mr. Luft went over retail initiatives and what businesses look for when looking for a city to
build a business. Mr. Luft showed the monthly sales tax history for the last five years. A list of new businesses that have
moved into Cibolo from 2015 to present where shown by EDC.
6. Discuss updating and changing the City's non -annexation agreements within Cibolo's ETJ to match Guadalupe County
adopted policies.
Annexation Sub -Committee gave an update on the meetings that they had and the meetings with the ETJ residents. They
briefly went over the agreement and terms but are waiting on the Attorney to furnish them the metric documents that were
requested. Any decision will come back to the council for a final decision.
7. Discuss and consider Cibolo's policy when addressing drainage within new developments including how the drainage
flows may impact downstream users in the City's review.
Justin Murray from Lockwood, Andrews, and Newnam briefed council and staff on stormwater hydraulics and hydrology.
Mr. Murray also went over detention, FEMA and the Texas Water Development Board. Council agreed that do to time
they would have an additional workshop to have Mr. Murray back to go over drainage and stormwater.
Council and staff took a break for Lunch at 12:41 p.m. Reconvened at 1:33 p.m.
8. Discuss Cibolo's "Summer Youth Alliance" program and anticipated future programs.
Mayor Boyle went over last year's program to include some of the sponsors and groups that participated in this event. He
encouraged all the council to come out this year. The council agreed that they thought that this was a good program for
the city especially the youth of the community.
9. Discuss and review efforts and timing associated with the "Cibolo Historical Committee."
Council briefly went over what they believe the goals of this committee will be. Appointments will be made at the
February 12'x' meeting and the first meeting will be in March. Council also talked about what they see this committee's
function will be in preserving the history of Cibolo.
10. Discuss and consider addressing and improving the City Council agenda process to be followed when individual Council
Members request to place an item on a City Council agenda.
Council agreed that they would like to see their council packet a couple days earlier. All items will now be due to the
City Secretary by close of business the Tuesday before the scheduled council meeting date. No items will be accepted
after that time to give enough time to get the packet prepared and out to council no later than Thursday the week before
the council meeting. No items will be passed out to council on the night of the agenda. If the item is not complete than it
should be considered at the next council meeting.
11. Discuss and consider a Council Policy to compensate the Mayor and City Council on actual expenses incurred in the
performance of official duties.
Council decided that all expenses would be signed off by either the Mayor or the Mayor Pro -Tem before sending to
(mance for payment. Council directed the City Secretary to bring a policy for council to approve.
12. Receive a briefing on major capital improvement projects which are underway and near completion.
Mr. Fousse, Public Works Director, gave an update on City Projects. He went over the following projects: FM 1103 and
Cibolo Valley Drive -Main Street Reconstruction Project, the Cibolo Family YMCA, the FM 78 Sanitary Sewer Gravity
Main, Force Main and Lift Station Project, Town Creek Drainage — Haeckerville Road Reconstruction Project, Deer
Creek Blvd. Partial Reconstruction Mill & Overlay Project and the TxDOT-Cibolo-Schertz FM 1103 Reconstruction

13. Adjournment — Councilman Hicks made the motion to adjourn the Workshop/Retreat at 4:35 p.m. Motion was seconded
by Councilman Woliver. For: All; Against: None. Motion carried 7 to 0.
