Minutes
1. Call to Order -Meeting was called to order by Chairman Ms.Hale at 6:30 pm.
2. Roll Call—Members Present: Ms. Hale,Mr. Carlton,Mr.J.Hicks,Mr.Benson,Mr.M.Hicks,Mr. Dufresne
(arrived at 6:38pm), and Mr.Tounsel(arrived at 7:05 pm.); Members Absent: Mr.Felder and Mr.Moraes. Mr.
Moraes had sent an email in for his absence and Mr.J.Hicks made the motion to excuse his absence. Motion was
seconded by Mr. Carlton. Motion carried 5 to 0. Staff/Council Present: Ms. Gonzalez,Ms. Cimics,Mr.Dale,
Councilman Russell, Councilman Gibbs and Councilman Weber.
3. Moment of Silence—Ms.Hale requested a Moment of Silence.
4. Pledge of Allegiance—All in attendance recited the Pledge of Allegiance.
5. Citizens to be Heard
This is the opportunity for visitors and guests to address the Planning and Zoning Commission on any issue.
Planning and Zoning Commission may not debate any non-agenda issue,nor may any action be taken on any non-
agenda issue at this time however the Planning and Zoning Commission may present any factual response to
items brought up by citizens.
The following individuals signed up to be heard: Jason Bratton stated that he was happy with the new businesses
that have come to Cibolo. Mr. Bratton also would like zoning to be extension of the existing neighborhoods.
Amber Montanio lives on Main St. and wanted to know what type of business was planned for Main St. She also
felt her home value would be effective by this plan development. Deana Hunt also lives on Main St. and was
concerned about the type of business that would build on the Gilbert tract.Jonathan O'Connor stated that the
Gilbert Tract would cause more congestion on FM 1103 and possible that more schools would be required. He
also stated that the city needs to work on infrastructure before we build anymore and that development is taking
away the Old Town feel of Cibolo. He wants Cibolo to slow down. Steve Lumen was concerned about what
development would do to his property value.
6. Consent Agenda
A. Approval of the minutes from February 8,2017.
Mr.J.Hicks made the motion to approve the minutes of the February 8,2017 minutes. Motion was seconded
by Mr.Dufresne. For: All;Against:None. Motion carried 6 to 0.
7. Public Hearings
A. The City of Cibolo Planning and Zoning Commission will hold a public hearing to hear public testimony
regarding the rezoning of 311 acres of real property, known as the Gilbert Tract, located east of N. Main St,
north of FM 78, abutting the southern property lines of Town Creek Subdivision and Steele High School,
from the Mixed Use Old Town/Town Center District(C-2) to Planned Unit development(PUD), to enable a
mix of residential densities and commercial.
Ms. Gonzalez briefed the commission on this item. Mr. Cude the applicant also gave a presentation prior to
opening the public hearing. Ms. Hale opened the public hearing at 7:12 pm. The following individuals
spoke to the commission. Mr. Steve Luman opposes the zoning change. He lives on 18 acres and does not
want a subdivision backing up to his property. He feels that it would cause more traffic congestion and
decrease property values. Amber Montanio opposes multi-family feels it will decrease the value of her
home. Steve Shlueter owns 64 acres south of the Gilbert Tract and he wanted to make sure he would not be
landlocked to his property. He does not oppose the zoning but needs access to his land. Jonathan O'Connor
is concerned about traffic and feels that development is taking away the Cibolo feel.No other citizen wish to
speak and Chairman Ms.Hale closed the public hearing at 7:28 pm.
B. The City of Cibolo Planning and Zoning Commission will hold a public hearing to hear public testimony
regarding the assignment of permanent zoning to properties annexed into Cibolo in 2016 & 2017, generally
located south of FM 78 on Haeckerville Road and along Green Valley Road west of FM 1103. Properties to
be considered are proposed to be zoned Agricultural Homestead (AG), Rural Residential (SF-1), Medium
Density Residential (SF-2), Multi-Family Residential (MF-2), Neighborhood Commercial (C-1),
Retail/Office(C-3), Mixed Use Regional Employment(MURE) and Public Facilities (PF).
This item was briefed to the P&Z by Assistant Planner Mr. Dale. Chairman Ms. Hale opened the public
hearing at 7:35 pm. Only one individual wish to speak and that was Scott Wilson. Mr. Wilson wanted to
know the zoning of a certain parcel of land. With no one else wishing to speak Chairman Ms. Hale closed
the public hearing at 7:37 pm.
8. Discussion/Action Items
A. Discussion/Action regarding the Preliminary/Final Plat of Borgfeld Manor.
Mr.M.Hicks made the motion to approve the Preliminary/Final Plat of Borgfeld Manor. Motion was
seconded by Mr.J.Hicks. For: All;Against:None. Motion carried 7 to 0.
B. Discussion/Action regarding a Planned Unit Development Plan for 311 acres,known as the Gilbert Tract
Development, located east of N. Main St,north of FM 78 and abutting the southern property lines of Town
Creek Subdivision and Steele High School.
Mr. Dufresne made the motion to continue this item to the next meeting. Motion was seconded by Mr.
Carlton. For: All;Against:None. Motion carried 7 to 0.

Staff is stilling waiting until we have a couple more member appointed to the UDC. Meeting should start in
the next month.
10. Items for future agendas
Commission would like to have a briefing the Schertz/Cibolo/Universal City Independent School District.
11. Adjournment
Mr.J.Hicks made the motion to adjourn the meeting at 9:19 pm. Motion was seconded by Mr. Carlton. For:
All;Against:None. Motion carried 7 to 0.
