MINUTES
1. Call to Order—Meeting was called to order at 6:30 pm by Mr.Winter.
2. Roll Call—Members Present:Mr.Dufresne,Mr.Benson,Mr.Felder,Mr.Moraes,Mr.Winter,Mr.Joel Hicks,Mr.Melvin
Hicks and Mr.Gibbs;Members Absent:Ms.Hale.Alternate#1,Mr.Melvin Hicks will be sitting at the dais tonight as Ms.
Hale is not present this evening. Mr.Moraes made a motion to excuse Ms.Hale's absence. Motion was seconded by Mr.
Melvin Hicks. For:All;Against:None. Motion carried 7 to 0.Staff/Council Present:Mr.Klein,Ms.Gonzalez,Mr.Dale,City
Secretary Cimics,City Manager Herrera,Councilman Hogue,Councilman Russell,Councilman Garrett and Councilman
Dunn.
3. Moment of Silence—Mr.Winter asked all those in attendance for a Moment of Silence.
4. Pledge of Allegiance—All those in attendance recited the Pledge of Allegiance.
5. Citizens to be Heard:
This is the opportunity for visitors and guests to address the Planning and Zoning Commission on any issue.Planning and
Zoning Commission may not debate any non-agenda issue,nor may any action be taken on any non-agenda issue at this time
however the Planning and Zoning Commission may present any factual response to items brought up by citizens.
The following citizens signed up to be heard:Rachel Helms spoke to council that she has property that abuts the 162.2 acres
with an easement that goes thru that property. Without that easement she has no way to reach her property. Beatrice
Robertson lives adjacent to the 3.54 acres requesting rezoning. She wanted to know what was going to be developed on this
property and if a wall or fence would be required to separate the commercial from the residential area.There were a few others
that had signed up but did not want to speak at this time.
6. Public Hearings
A. The City of Cibolo Planning and Zoning Commission will hold a Public Hearing to hear testimony regarding the rezoning
of approximately 3.54 acres located southwest of the intersection of F.M. 1103 and Wiedner Road currently zoned Public
Facilities(PF)to Neighborhood Commercial(C-1).
Mr.Winter opened the Public Hearing at 6:36 pm. Ms.Gonzales the City Planner explained the proposed rezoning of
approximately 3.54 acres from Public Facilities(PF)to Neighborhood Commercial(C-1).Ms.Gonzalez also explained that the
UDC does require a buffering and this will be addressed during the Site Plan Process. Mr.Luft the Economics Development
Director also spoke in favor of this project.Mr.Winter closed the Public Hearing at 6:42 pm.
B. The City of Cibolo Planning and Zoning Commission will hold a Public Hearing to hear testimony regarding the rezoning
of approximately 162.2 acres fronting Wiedner Road to the south,immediately north of Buffalo Crossing and west of
Gatewood subdivisions currently zoned Medium Density-Single Family Residential(SF-2)to Planned Unit Development
(PUD)to allow mixed density single-family residential.
Mr.Winter Opened the Public Hearing at 6:42 pm.Item was briefed by Mr.Klein the Engineer and Planning Director. Mr.
Denham the engineer on the project showed a power point presentation that showed the lot size per acre and setbacks of nearby
developments of Buffalo Crossing and Gatewood compared to the projected lot size and setbacks requested by the PUD. Mr.
Denham also went over the development of a thoroughfare from FM 1103 to Weidner Road with a 100 year crossing over East
Town Creek.Ms.Johnson was concerned about changing to a PUD would allow the developer to make changes to that PUD
without the home owners knowing about it.Mr.Harper agreed with Ms.Johnson and the concern that the developer could
make changes.He felt that the developer could do what they wanted now with just a couple variances. Mr.Klein did state if
changes were too made with the PUD the whole procedure would need to be re-done(notifications,public hearings,etc). Mr.
Harper was concerned about the roadway on Weidner Road also. Public Hearing was closed by Mr.Winter at 7:06 pm.
C. The City of Cibolo Planning and Zoning Commission will hold a Public Hearing to hear public testimony concerning a
Comprehensive Sign Program application for certain real property located southwest of the intersection of Cibolo Valley Drive
and North Main Street.
Mr.Winter opened the Public Hearing at 7:06 pm. Mr.Dale from the Planning Department briefed the commission on this
item. No citizens addressed the commission. Mr.Winter closed the Public Hearing at 7:08 pm.
7. Approve or disapprove of the minutes from the April 8,2015 meeting.
Mr.Joel Hicks made the motion to approve the minutes of the April 8,2015 meeting. Motion was seconded by Mr.Moraes.
For: Commissioners:Felder,J.Hicks,Dufresne,Benson,Moraes,Winter and M.Hicks;Against:None. Motion carried 7 to 0.
8. Discussion/Action and recommendation to the City Council regarding the rezoning of approximately 3.54 acres located

Motion was made by Commissioner Dufresne to recommend approval to the City Council regarding the rezoning of
approximately 3.54 acres located southwest of the intersection of F.M. 1103 and Wiedner Road currently zoned Public
Facilities(PF)to Neighborhood Commercial(C-1).Motion was seconded by Commissioner J.Hicks. For:Commissioners:
Felder,Winter,Benson,J.Hicks,Moraes,Dufresne and M.Hicks;Against:None. Motion carried 7 to 0.
9. Discussion/Action and recommendation to the City Council regarding the rezoning of approximately 162.2 acres fronting
Wiedner Road to the south,immediately north of Buffalo Crossing and west of Gatewood subdivisions currently zoned
Medium Density-Single Family Residential(SF-2)to Planned Unit Development(PUD)to allow mixed density single-family
residential.
This item was discussed in great detail by the commission. Mr.Dufresne made the motion to make the recommendation to
City Council to approve the rezoning of approximatelyl 62.2 acres fronting Wiedner Road to the south,immediately north of
Buffalo Crossing and west of Gatewood subdivisions currently zoned Medium Density-Single Family Residential(SF-2)to
Planned Unit Development(PUD)to allow mixed density single-family residential with the condition-a)that provisions are
made for the four lots that require access to their property.b)The Detail PUD Plan references the 480 total lots with the
maximum 50%at 60 ft lots and the minimum 50%with 70 ft lots.c)City approves a plan for ingress and egress for
construction traffic minimising city roads and traffic in the Buffalo Crossing Subdivision. The motion was seconded by Mr.
Benson. For:Commissioners Dufresne and Benson;Against:Commissioners Felder,Moraes,Winter,J Hicks and M.Hicks.
Motion was disapproved 2 to 5.
10. Discussion/Action regarding a Comprehensive Sign Program application for certain real property located southwest of the
intersection of Cibolo Valley Drive and North Main Street.
Mr.J.Hicks made the motion to approve a Comprehensive Sign Program application for certain real property located
southwest of the intersection of Cibolo Valley Drive and North Main Street.Motion was seconded by Mr.Benson. For:
Commissioners:Felder,Winter,Benson,Dufresne,J.Hicks,Moraes and M.Hicks;Against:None. Motion carried 7 to 0.
11. Discussion/Action regarding the Detail PUD Plan of the Red River Development per the Unified Development Code(UDC)
Section 4.7.4.
Mr.Dufresne made the motion to approve the Detail PUD Plan of the Red River Development per the Unified Development
Code(UDC)Section 4.7.4. Motion was seconded by Mr.J.Hicks. For: Commissioners:Felder,Benson,J.Hicks,Winter,
Moraes and Dufresne;Against:Commissioner M.Hicks. Motion carried 6 to 1.
12. Discussion/Action and recommendation to the City Council regarding the Preliminary/Final Replat of FM 1103 Industrial Park
Subdivision.
Mr.Dufresne made the motion and recommended to the City Council approval regarding the Preliminary/Final Replat of FM
1103 Industrial Park Subdivision. Motion was seconded by Mr.J.Hicks.For:Commissioners:Felder,Winter,Benson,
Dufresne,J.Hicks,Moraes and M.Hicks;Against:None. Motion carried 7 to 0.
13. Discussion/Action and recommendation to the City Council regarding the Final Plat of Mesa at Turning Stone Unit 6.
Mr.Dufresne made the motion to recommend to City Council approval regarding the Final Plat of Mesa at Turning Stone Unit

Hicks;Against:None. Motion carried 7 to 0.
14. Discussion/Action and recommendation to the City Council to award the contract for a professional certified planning
consultant to update the existing 2005 Comprehensive Master Plan for the City of Cibolo to Half Associates.
Mr.Moraes made the motion to recommend approval to the City Council on awarding the contract for a professional certified
planning consultant to update the existing 2005 Comprehensive Master Plan to Halff Associates. Motion was seconded by Mr.
M.Hicks. For: Commissioners:Felder,Winter,Benson,Dufresne,J.Hicks,Moraes and M.Hicks;Against:None. Motion
carried 7 to 0.
15. UDC,CIP and Staff Updates.
Mr.Klein went over the FLUM and Zoning Maps. Mr.Klein stated that the P&Z has several new members and we will begin
to have a workshop prior to the regular meetings to go over rules and responsibilities of a Planning&Zoning member. Capital
Improvement Program Committee(CIP)will begin meeting and will probably have three or four meetings.
16. Items for future agendas—Adjusting impact fees were brought by the commission. Mr.Klein stated that this will not happen
until the Master Plan is completed in approximately 1 to 1 '/2 years.
17. Adjournment—Mr.J.Hicks made the motion to adjourn the meeting at 9:07 pm. Motion was seconded by Mr.Felder. For:
Commissioners:Felder,Winter,Benson,Dufresne,J.Hicks,Moraes and M.Hicks;Against:None. Motion carried 7 to 0.
