MINUTES
1. Call to Order—Meeting was called to order by the Chairman Mr. Coursen at 6:32 p.m.
2. Roll Call—Members Present:Mr. Coursen,Ms.Mashburn,Mr.Winter,Mr.Felder,Ms.Hale,Mr.Dufresne, and
Mr.Moraes; Staff Present:Mr.Klein,Ms. Gonzales,Mr.Dale and City Secretary Cimics; Council Present: Council
Members Russell,Hogue and Garrett.
3. Moment of Silence—The Chairman called for a Moment of Silence.
4. Pledge of Allegiance—All in attendance recited the Pledge of Allegiance.
5. Citizens to be Heard:
This is the opportunity for visitors and guests to address the Planning and Zoning Commission on any
issue.Planning and Zoning Commission may not debate any non-agenda issue,nor may any action be
taken on any non-agenda issue at this time however the Planning and Zoning Commission may present any
factual response to items brought up by citizens.
Two citizens signed up to be heard: Ms. Skinner who spoke about the Gilbert Tract. Her and her family oppose the
development as it would land lock their property according to the site plan. She also informed everyone that there
is a small cemetery on the Gilbert property. Mr.Hicks spoke about the development not fitting in with the
Downtown revitalization project.
6. Approve or disapprove of the minutes from the December 10,2014 meeting.
Ms.Hale made the motion to approve the minutes of the December 10,2014 meeting. Motion was seconded by
Mr.Winter. For:Mr.Felder,Mr.Dufresne,Mr.Moraes,Ms.Mashburn,Ms.Hale and Mr. Winter;Against:None.
Motion carried 6 to 0.
7. Public Hearing
A. The Planning and Zoning Commission will conduct a public hearing to hear public testimony concerning
proposed amendments to the Unified Development Code,which includes revisions to zoning regulations and
subdivision regulations.
Chairman Mr. Coursen opened the Public Hearing at 6:42 p.m. This item was briefed by Ms. Gonzalez from the
Planning Department. The following citizens spoke during the Public Hearing: Verna Crawford spoke in
opposition. Mr.Buell wanted to know what constitute a big box when a C-3 abuts Single Family Housing.
Kathy Sielinski wanted to know if you didn't get a letter did that mean your property was not affected by the
changes to the UDC. Joel Hicks why did we want to get rid of the C2 classification. The Public Hearing was
closed by Chairman Coursen at 6:52 p.m.
B. The Planning and Zoning Commission will conduct a public hearing to hear public testimony concerning the
amendments of Ordinance 1046,revising the zoning classifications of certain real properties located south of 78,
west of South Main Street,north of Schaeffer Road and east of Cibolo Creek,referenced as the Red River
Planned Unit Development.
The Public Hearing was opened by Chairman Coursen at 6:53 p.m. This item was briefed by Director of
Engineering and Planning Mr.Klein. One individual spoke and wanted to know the impact the development
would have on her property. The Public Hearing was closed at 6:55 p.m.
C. The Planning and Zoning Commission will conduct a public hearing to hear public testimony concerning an
update to the Future Land Use Map for an area located east of N.Main St.,north of FM 78, abutting the
southern property lines of Town Creek Subdivision and Steele High School.
The Public Hearing was opened by Chairman Coursen at 6:56 p.m. This item was briefed by the City Planner
Mr. Gonzalez. Mr.Hicks opposed the SF-3 housing. Sylvia Sprey was concerned about the traffic. The Public
Hearing was closed by Chairman Mr. Coursen at 7:02 p.m.
D.The Planning and Zoning Commission will conduct a public hearing to hear public testimony concerning the
rezoning of 311.06 acres of real property,known as the Gilbert Tract, located east of N.Main St.,north of FM
78 abutting the southern property lines of Town Creek Subdivision and Steele High School,from the Mixed Use
Old Town/Town Center District(C-2)to High Density Single-Family Residential(SF-3).
The Public Hearing was opened by Chairman Coursen at 7:03 p.m. Item was brief by Ms. Gonzalez from the
Planning Department. Janet Skinner spoke in opposition of the development. Mr. Welsh spoke stating that this
development loses the vision of what the City has worked for in the past few years. Ms. Crawford opposed to
the SF-3 housing. The Public Hearing was closed by Chairman Mr. Coursen at 7:09 p.m.
E. The Planning and Zoning Commission will conduct a public hearing to hear public testimony concerning a
Comprehensive Sign Program application for certain real property located northeast of the intersection of FM 78
and North Main Street.
The Public Hearing was opened by Chairman Mr. Coursen at 7:10 p.m. This item was briefed by Mr.Dale from
the Planning Department. Mr.Hicks was the only citizen that spoke on this item and he spoke in favor of the
application. Chairman Mr. Coursen closed the Public Hearing at 7:12 p.m.
The Planning and Zoning Commission at this time convened into Executive Session at 7:12 p.m. under Texas
Local Government Code 551.071 Consultation with Attorney to discuss revising the zoning classifications of
certain properties located south of 78,west of South Main Street,north of Schaeffer Road and east of Cibolo
Creek.
The Planning and Zoning Commission reconvened into regular session at 7:35 p.m. No action taken.
P&Z Chairman Mr. Coursen moved item 8F and 8B up on the agenda.
8. Discussion/Action
A.Discussion/Action and recommendation to the City Council on proposed amendments to the Unified
Development Code,which includes revisions to zoning regulations and subdivision regulations.
Motion was made by Ms.Mashburn to recommend approval to the City Council on proposed amendments to the
Unified Development Code,which includes revisions to zoning regulations and subdivision regulations. Motion
was seconded by Mr. Winter. For: Mr. Felder,Mr.Dufresne,Ms.Hale,Mr.Moraes,Ms.Mashburn and Mr.
Winter;Against:None. Motion carried 6 to 0.
B. Discussion/Action and recommendation to the City Council concerning the amendment of Ordinance 1046,

E. Discussion/Action regarding a Comprehensive Sign Program application for certain real property located
northeast of the intersection of FM 78 and North Main Street.
Mr.Winter moved to approve the Comprehensive Sign Program application for certain real property located
northeast of the intersection of FM 78 and North Main Street as presented. Motion was seconded by Mr.
Dufresne. For: Mr.Moraes,Mr.Felder,Ms.Mashburn,Mr.Dufresne and Mr.Winter;Against:Ms.Hale.
Motion carried 5 to 1.
F. Discussion/Action and recommendation to the City Council regarding the Preliminary/Final Replat of Four Leaf
Park Lot 1R.
Mr.Dufresne made the motion to recommend approval to the City Council regarding the Preliminary/Final
Replat of Four Leaf Park Lot 1R. Motion was seconded by Ms.Mashburn. For: Mr.Winter,Mr.Felder,Ms.
Hale,Mr.Moraes,Mr. Dufresne and Ms.Mashburn;Against:None. Motion carried 6 to 0.
G. Discussion on the new Ethics and Conduct Ordinance effective November 2014.
Mr. Coursen went over briefly the Ethics and Conduct Ordinance and how it applied to information being placed
on face book.Mr. Coursen also reminded everyone of the mandatory briefing on Ethics for either Feb 21 at
10:00 a.m. or Feb 26 at 6:30 p.m. All members are required to attend one of the sessions and if they have done
so yet to inform the City Secretary which briefing they would be attending.
9. UDC, CIP and Staff Updates—Mr.Klein briefed that the UDC changes would be sent to council. In the next
couple months hope to have the CIP Committee meet again. RFQ for the Master Plan should be going out soon.
10. Items for future agendas—None at this time.
11. Adjournment—Ms.Mashburn made the motion to adjourn the meeting at 9:53 p.m. Motion was seconded by Ms.
Hale.For:All;Against:None. Motion carried 6 to 0.
