MINUTES
1. Call to Order—Meeting was called to order by the Chairman Mr. Coursen at 6:33 pm
2. Roll Call—Members Present:Mr. Coursen,Mr. Winter,Mr. Dufresne,Ms. Hale and Mr.Felder(arrived 7:25);
Members Absent: Ms.Mashburn and Mr.Moraes; Staff Present: City Planner Gonzalez,Director Mr.Klein,
Assistant Planner Mr.Dale and City Secretary Cimics; Council Present: Council Member Doty,Russell and Hogue.
3. Moment of Silence—Chairman Coursen requested a moment of silence from everyone at this time.
4. Pledge of Allegiance—All in attendance recited the Pledge of Allegiance.
5. Citizens to be Heard:
This is the opportunity for visitors and guests to address the Planning and Zoning Commission on any
issue.Planning and Zoning Commission may not debate any non-agenda issue,nor may any action be
taken on any non-agenda issue at this time however the Planning and Zoning Commission may present any
factual response to items brought up by citizens.
Robert Martinez spoke of item 8C. He was concerned with the drainage and traffic on Haeckerville Road.
6. Approve or disapprove of the minutes from the November 12,2014 meeting.
Ms.Hale made the motion to approve the minutes of the November 12,2014 meeting. Motion was seconded by
Mr.Dufresne. For: Mr. Winter,Mr. Coursen,Ms.Hale and Mr.Dufresne;Against:None. Motion carried.
7. Public Hearing
A.The Planning and Zoning Commission will conduct a public hearing to hear public testimony regarding the
a request to allow a Conditional Use Permit for approximately 13.9 acres of property located southeast of the
intersection of F.M. 78 and Haeckerville Road,to allow general warehousing, distribution and open air storage.
Chairman Mr. Coursen opened the Public Hearing at 6:39 pm. This item was briefed by the City Planner Ms.
Gonzalez.Mr. O'Jestdee representing both Timber Tech and the owner spoke on their behalf. Public Hearing
was closed by Chairman Mr. Coursen at 6:57 pm.
B. The Planning and Zoning Commission will conduct a public hearing to hear public testimony regarding the
rezoning of approximately 1.005 acres located east of the intersection of F.M. 78 and Haeckerville Road
currently zoned General Commercial(C-4)and FM 78 Overlay to Retail/Office(C-3)and FM 78 Overlay.
Chairman Mr. Coursen opened the Public Hearing at 6:54 pm. Item was briefed by Ms. Gonzalez the City
Planner. Chairman Mr. Coursen closed the Public Hearing at 6:57 pm.
8. Discussion/Action
A.Discussion and presentation from Wayne Pruski the Executive Director of Facilities Planning and Development
for the Schertz-Cibolo-Universal City Independent School District on the recent demographic study.
Mr.Pruski from the Schertz-Cibolo-Universal City Independent School District briefed the Planning&Zoning
Commission on a recent demographic study and plans for the school district. The school district will be holding
a public meeting in mid January 2015 to go over changes for elementary schools.
B. Discussion on the rezoning of approximately 30 acres directly north of;Borgfeld Road and south of Falcon
Ridge Subdivision from Multi-Family Residential(MR-1)and Neighborhood Retail/Service(C-1)to allow for
Uses within the Retail/Office(C-3)and C-1 zoning districts.
Mr.Klein explained why this item was on the agenda. The owner has requested that this item to come back at a
later date.
C. Discussion/Action and recommendation to City Council regarding the rezoning of approximately 1.005 acres
located east of the intersection of F.M. 78 and Haeckerville Road currently zoned General Commercial(C-4)
and FM 78 Overlay to Retail/Office(C-3)and FM 78 Overlay.
Mr.Winter made the motion to recommend approval to the City Council the rezoning of approximately 1.005
acres located east of the intersection of F.M. 78 and Haeckerville Road currently zoned General Commercial(C-
4)and FM 78 Overlay to Retail/Office(C-3)and FM 78 Overlay.Motion was seconded by Mr.Dufresne. For:
Mr.Winter,Ms.Hale,Mr.Dufresne and Mr. Coursen;Against:None. Motion carried.
D.Discussion/Action and recommendation to the City Council regarding the granting of a Conditional Use Permit
on a 13.9 acre property zoned C-4 located southeast of the intersection of F.M. 78 and Haeckerville Road,to
allow general warehouse, distribution and open air storage.
Mr.Felder arrived at 7:25 pm.Mr.Dufresne made the motion to recommend approval to the City Council the
granting of a Conditional Use Permit on a 13.9 acre property zoned C-4 located southeast of the intersection of
F.M. 78 and Haeckerville Road,to allow general warehouse, distribution and open air storage.Motion was
seconded by Ms.Hale. For:Mr. Winter,Mr.Dufresne,Mr. Coursen,Ms.Hale and Mr.Felder;Against:None.
Motion carried.
9. UDC, CIP and Staff Updates.
Mr.Klein gave an update on the UDC stated that changes have been placed on the web site for citizens to look at.
Mr.Klein informed the P&Z that Guy Hart from the Planning Office had retired from Cibolo this past month.
Updates were given on Borgfeld Road and AT&T starting their project. They hope to complete the project mid
April.HEB project has no date of starting as they are behind scheduled on several other projects at this time.

Mr.Dufresne made the motion to adjourn the meeting at 8:05 pm. Motion was seconded by Mr.Felder. For:All;
