Call to Order—Meeting was called to order by the Chairman Commissioner Coursen at 6:31 p.m. 2. Roll Call—Members Present: Mr. Coursen,Mr. Felder,Ms.Mashburn,Mr.Dufresne,Ms.Hale and Mr.Moraes; Members Absent: Mr. Winter; Staff Present: Mr.Klein,Ms. Gonzalez,Ms. Cimics and Mr.Dale 3. Moment of Silence—The chairman asked for a Moment of Silence. 4. Pledge of Allegiance—All in attendance recited the Pledge of Allegiance. 5. Citizens to be Heard: This is the opportunity for visitors and guests to address the Planning and Zoning Commission on any issue.Planning and Zoning Commission may not debate any non-agenda issue,nor may any action be taken on any non-agenda issue at this time however the Planning and Zoning Commission may present any factual response to items brought up by citizens. Mr.Kearns spoke to the commission on his concerns about the growth towards IH 10 and felt that the zoning should be SF-1 when being changed from Agriculture. 6. Approve or disapprove of the minutes from the October 8, 2014 meeting. Commissioner Dufresne made the motion to approve the minutes of the October 8,2014 meeting. Motion was seconded by Commissioner Hale. For: Commissioners Felder,Mashburn,Moraes,Hale and Dufresne;Against: None. Motion carried 5 to 0. 7. Public Hearing The Planning and Zoning Commission will conduct a public hearing to hear public testimony regarding the rezoning of approximately 177.22 acres located along and south of FM 78 between Country Lane and Meadowview Estates(Deer Meadow and Golden Meadow), currently zoned C-3 and FM 78 Overlay,to PUD (Planned United Development)to allow a mixed use development with retail, service, office,multi-family residential and single-family residential uses. Chairman Coursen opened the public hearing at 6:37 p.m. Ms. Gonzalez the City Planner gave an overview of the property requesting rezoning. Ms. Gonzalez stated that seven property owners received letters on this public hearing and no comment have been received back from the property owners. Mr.Pfannstiel spoke during the public hearing and was concerned about the water that comes across his property. He opposes the rezoning and would like the zoning to stay agriculture. Chairman Coursen closed the Public Hearing at 6:43 p.m. 8. Discussion,Action and Recommendation to the City Council regarding the rezoning of approximately 177.22 acres located along and south of FM 78 between Country Lane and Meadowview Estates(Deer Meadow and Golden Meadow), currently zoned C-3 and FM 78 Overlay,to PUD(Planned United Development)to allow a mixed use development with retail, service, office,multi-family residential and single-family residential uses. Discussion,Action,and Recommendation to the City Council regarding the Preliminary Plat of Foxbrook Subdivision Unit 1. Commissioner Dufresne made the motion to recommend to City Council approval of the Preliminary Plat of Foxbrook Subdivision Unit 1. Motion was seconded by Commissioner Mashburn. For: Commissioners Felder, Moraes,Hale,Mashburn and Dufresne;Against:None. Motion carried 5 to 0. 10. Discussion,Action,and Recommendation to the City Council regarding the Final Plat of Saratoga Subdivision Unit 9. Commissioner Dufresne made the motion to recommend to the City Council approval of the Final Plat of Saratoga Subdivision Unit 9. Motion was seconded by Commissioner Hale. For: Commissioners Felder,Moraes, Mashburn,Hale and Dufresne;Against:None. Motion carried 5 to 0. 11. Discussion,Action, and Recommendation to the City Council regarding the Final Plat of Saratoga Subdivision Unit 11. Commissioner Mashburn made the motion to recommend to the City Council approval of the Final Plat of Saratoga Subdivision Unit 11. Motion was seconded by Commissioner Hale. For: Commissioners Moraes, Felder, Dufresne,Hale and Mashburn; Against:None. Motion carried 5 to 0. 12. UDC, CIP and Staff Updates. Staff gave a brief update.Updates are still being sent to all the commissioners on a weekly basis. 13. Items for future agendas—None at this time. 14. Adjournment—Commissioner Dufresne made the motion to adjourn the meeting at 7:35 p.m. Motion was seconded by Commissioner Mashburn. For:All;Against:None. Motion carried 5 to 0.
