MINUTES
1. Call to Order—Meeting was called to order by Chairman Coursen at 6:31 p.m.
2. Roll Call—Members Present:Mr. Coursen,Mr.Winter,Ms.Mashburn,Mr.Moraes and Mr.Dufresne(arrived at
6:33 p.m.);Members Absent:Mr.Felder and Ms.Hale; Staff Present:Mr.Klein,Ms. Gonzalez,Mr.Dale and Ms.
Clinics.
3. Moment of Silence—Chairman Coursen called for a Moment of Silence.
4. Pledge of Allegiance—All in attendance recited the Pledge of Allegiance.
5. Citizens to be Heard:
This is the opportunity for visitors and guests to address the Planning and Zoning Commission on any
issue.Planning and Zoning Commission may not debate any non-agenda issue,nor may any action be
taken on any non-agenda issue at this time however the Planning and Zoning Commission may present any
factual response to items brought up by citizens.
No citizens signed up to be heard at this time.
6. Approve or disapprove of the minutes from the Sept 10,2014 meeting.
Mr.Winter made the motion to approve the minutes of the September 10,2014 meeting. Motion was seconded by
Mr.Moraes. For: All; Against:None. Motion carried 4 to 0.
7. Discussion,Action and Recommendation to the City Council regarding the Final Replat of Noble Group Realty.
Chairman Coursen excused himself from this item due to a conflict of interest and left the room at 6:34 p.m.Vice
Chairman Ms.Mashburn took over the meeting.Mr.Winter made the motion to recommend to the City Council
approval of the Final Replat of Noble Group Realty. Motion was seconded by Mr.Moraes. For: All;Against:
None. Motion carried 4 to 0. Mr.Coursen returned to the dais at 6:38 p.m.
8. Discussion,Action,and Recommendation to the City Council regarding the Preliminary Plat of Turning Stone Unit
S1.
Ms.Mashburn made the motion to recommend to the City Council approval of the Preliminary Plat of Turning
Stone Unit Si. Motion was seconded by Mr.Dufresne. For: All;Against:None. Motion carried 4 to 0.
9. Discussion,Action,and Recommendation to the City Council regarding the Final Plat of Mesa at Turning Stone
Unit 3.
Ms.Mashburn made the motion to recommend to the City Council approval of the Final Plat of Mesa at Turning
Stone Unit 3. Motion was seconded by Mr.Dufresne. For: All;Against:None. Motion carried 4 to 0.
10. Discussion,Action,and Recommendation to the City Council regarding the Final Plat of Mesa
at Turning Stone Unit 5.
Ms. Mashburn made the motion to recommend to the City Council approval of the Final Plat of Mesa at Turning
Stone Unit 5. Motion was seconded by Mr.Winter. For:All;Against:None. Motion carried 4 to 0.
11. Discussion,Action,and Recommendation to the City Council regarding the Final Plat of Landmark Pointe Unit IV.
Mr.Moraes made the motion to recommend to the City Council approval of the Final Plat of Landmark
Pointe Unit IV. Motion was seconded by Mr.Dufresne. For: All;Against:None. Motion carried 4 to 0.
12. UDC,CIP,EDC and Staff Updates:
Mr.Klein went over a few items with the Planning and Zoning Commission. He stated that council had approved
and adopted the CIP at the last council meeting. The UDC had a meeting on 2 September and went over chapters
13, 14 and 20. They are trying to schedule a meeting with City Council and Planning&Zoning for November 8,
2014. Mr.Klein also stated that he had talked with Mr.Luft the EDC Director. Mr.Luft stated P&Z could help in
being more flexible on zoning.Mr.Luft also stated that the P&Z is welcome to attend the EDC Meetings or contact
the President if they would like more information on a project. Mr.Klein went over a few of the businesses that are
building or will be building in Cibolo and timeline on when projects are scheduled to begin.
13. Items for future agendas—No new items were added to the agenda for the next meeting.
14. Adjournment—Ms.Mashburn made the motion to adjourn at 7:20 p.m. Motion was seconded by Mr.Dufresne.
For: All;Against:None. Motion carried 4 to 0.
