Main Street, Cibolo TX 78108 July 11, 2018 6:30 PM MINUTES Call to Order — Meeting was called to order by Ms. Hale at 6:30 p.m. 2. Roll Call and Excused Absences — Members Present: Ms. Hale, Mr. Benson, Mr. Dufresne, Mr. Savoie, Mr. Dabbs, and Mr. Hicks; Members Absent: Mr. Woliver. Mr. Benson made the motion to excuse the Absence of Mr. Woliver. Motion was seconded by Mr. Dabbs. For: All; Against: None. Motion carried 6to0. 3. Invocation / Moment of Silence — Ms. Hale requested a Moment of Silence. 4. Pledge of Allegiance — All in attendance recited the Pledge of Allegiance. 5. Citizens to be Heard This is the only time during the Planning and Zoning Commission meeting that a citizen can address the Planning and Zoning Commission. It is the opportunity for visitors and guests to address the Commission on any issue to include agenda items. All visitors wishing to speak must fill out the Sign -In Roster prior to the start of the meeting. Planning and Zoning Commission may not debate any non - agenda issue, nor may any action be taken on any non -agenda issue at this time however the Planning and Zoning Commission may present any factual response to items brought up by citizens. (Attorney General Opinion — JC 0169) (Limit of three minutes each). All remarks shall be addressed to the Commission as a body, and not to any individual member thereof. Any person making personal, impertinent, or slanderous remarks while addressing the Commission may be requested to leave the meeting. The following citizens spoke during Citizens to be Heard: All citizens spoke in opposition of the proposed apartments to be built on Green Valley Road and FM 1103. Allison Cansler against the re- zoning feels crime rate will increase. Julie Burnette stated that Councilman Russell requested that the developer to get with the citizens/HOA to discuss the re -zoning. Developer has made no attempt to talk with the residents. Allen Green wanted to know what type of apartments where being proposed and what type of clientele would be living there. traffic, security issues and decline in property going away from Cibolo. Michael DiCosimo He felt I-35 or FM 78 better location. 6. Consent Agenda Jim Brown opposed re -zoning because of the increase in value. Keith Blackmon felt that the small town feel was opposed due to crime rate, increase in schools and safety. A. Approval of the minutes from June 13, 2018. Mr. Dufresne made the motion to approve the consent agenda. Motion was seconded by Mr. Dabbs. For: All; Against: None. Motion carried 6 to 0. 7. Public Hearing A. The City of Cibolo Planning and Zoning Commission will hold a public hearing to hear public testimony concerning an update to the Future Land Use Map for approximately 17 acres consisting of three (3) separate tracts, being the Stedman, Pundt and Marin properties, all located southwest of the intersection of FM 1103 and Green Valley Road. The proposal would replace all three (3) tracts of Conunercial designation along Green Valley Road with Transitional Residential. Ms. Gonzalez the City Planner briefed the Planning & Zoning Commission on this item. Ms. Hale open the Public Hearing at 6:55 p.m. No citizens wish to speak and Ms. Hale closed the Public Hearing at 6:56 p.m. B. The City of Cibolo Planning and Zoning Commission will hold a public hearing to hear public testimony regarding the rezoning of approximately 17 acres consisting of three (3) separate tracts, being the Stedman, Pundt and Marin properties, all located southwest of the intersection of FM 1103 and Green Valley Road from the current zoning of Single -Family Residential (SF-1) to Multi-Family Residential (MF-1). Ms. Gonzalez briefed the P&Z on this item. Ms. Hale opened the Public Hearing at 6:58 p.m. Several individuals spoke during this Public Hearing in opposition of the rezoning. Those individuals were Mr. Allen, Mr. Madley, Mr. Messer, and Ms. Melody. All individuals were oppose to the zoning due to the increase in traffic, more children in the school system, not consistent with the Master Plan, decrease in property value, noise pollution and increase in crime just to name a few. Ms. Hale closed the Public Hearing at 7:34 p.m. C. The City of Cibolo Planning and Zoning Commission will hold a public hearing to hear public testimony concerning a replat of One Adriana Subdivision, located at 313 Schneider Drive. Mr. Dale, Assistant Planner briefed item to the Planning & Zoning Commission. Ms. Hale opened the Public Hearing at 7:36 p.m. No wish to speak and Ms. Hale closed the Public Hearing at 7:37 p.m. 8. Discussion/Action Items A. Discussion/Action and Recommendation to the Mayor and City Council concerning an update to the Future Land Use Map for approximately 17 acres consisting of three (3) separate tracts, being the Stedman, Pundt and Marin properties, all located southwest of the intersection of FM 1103 and Green Valley Road. The proposal would replace all three (3) tracts of Commercial designation along Green Valley Road with Transitional Residential. Motion was made by Mr. Dabbs to recommend approval to the City Council concerning an update to the Future Land Use Map for approximately 17 acres consisting of three (3) separate tracts, being the Stedman, Pundt and Marin properties, all located southwest of the intersection of FM 1103 and Green Valley Road. The proposal would replace all three (3) tracts of Commercial designation along Green Valley Road with Transitional Residential. Motion was seconded by Mr. Dufresne. For: Mr. Dabbs, Mr. Dufresne and Mr. Savoie; Against; Ms. Hale, Mr. Benson and Mr. Hicks. Since it was a tie vote 3 for and 3 against the recommendation to City Council will be a no vote (a disapproval of the update to the Future Land Use Map). B. Motion was made by Mr. Dufresne to approve the Preliminary/Final Plat of Caliber Collision. Motion was seconded by Mr. Benson. For: All; Against: None. Motion carried 6 to 0. E. Discussion/Action regarding the Preliminary/Final Plat of Cibolo Center. Motion was made by Mr. Dufresne to approve the Preliminary/Final Plat of Cibolo Center. Motion was seconded by Mr. Benson. For: All; Against: None. Motion carried 6 to 0. F. Discussion/Action regarding the Final Plat of Sydney Cove I. This item was pulled from the agenda. No action taken. G. Discussion/Action regarding the Preliminary Plat of Sydney Cove II. This item was pulled from the agenda. No action taken. H. Discussion/Action and Recommendation regarding the Land Study of the Roberts Tract Development, located within the City's Extra -Territorial Jurisdiction. Motion was made by Mr. Dufresne to recommend to City Council approval of the Land Study of the Roberts Tract Development, located within the City's Extra -Territorial Jurisdiction with the condition that sewer service must be made available to the entirety of the tract. Motion was seconded by Mr. Benson. For: All; Against: None. Motion carried 6 to 0. 9. UDC, CIP, Master Plan and Staff Updates — Lisa Gonzalez, City Planner gave an update to the Planning & Zoning Commission. She stated that a new member representing district 5 will be sworn in at the next meeting. CIP Committee will meet tomorrow and we hope to have a Joint Meeting with City Council in early September. Ms. Gonzalez informed the P&Z that the Planning Department has a new member Zane Rodriquez. 10. Items for future agendas — Sydney Cove, minutes, swearing in new members and elections. 11. Adjournment— Mr. Benson made the motion to adjourn the meeting at 9:40 p.m. Motion was seconded by Mr. Dabbs. For: All; Against: None. Motion carried 6 to 0.
