Min P&Z 06/13/2018"CITY OF CHOICE" PLANNING AND ZONING MEETING 200 S. Main Street, Cibolo TX 78108 June 13, 2018 6:30 PM MINUTES Call to Order — Ms. Hale called the meeting to order at 6:30 p.m. 2. Roll Call and Excused Absences — Members Present: Ms. Hale, Mr. Benson, Mr. Moraes, Mr. Hicks, Mr. Odom, Mr. Dufresne, and Mr. Savoie; Members Absent: Mr. Dabbs and Mr. Woliver. Staff Present: Mr. Hicks was present for the meeting but did not sit at the dais or take part in the meeting. Moment of Silence — Ms. Hale ask for a Moment of Silence. Pledge of Allegiance — All in attendance recited the Pledge of Allegiance. 5. Citizens to be Heard This is the only time during the Planning and Zoning Commission meeting that a citizen can address the Planning and Zoning Commission. It is the opportunity for visitors and guests to address the Commission on any issue to include agenda items. All visitors wishing to speak must fill out the Sign -In Roster prior to the start of the meeting. Planning and Zoning Commission may not debate any non - agenda issue, nor may any action be taken on any non -agenda issue at this time however the Planning and Zoning Commission may present any factual response to items brought up by citizens. (Attorney General Opinion — JC 0169) (Limit of three minutes each). All remarks shall be addressed to the Commission as a body, and not to any individual member thereof Any person malting personal, impertinent, or slanderous remarks while addressing the Commission may be requested to leave the meeting. No citizens signed up to be heard. 6. Presentations A. Presentation for Years of Service — Presentation was made to Mr. Moraes for his time served on the Planning and Zoning and many of committees and commissions. 7. Consent Agenda A. Approval of the minutes from May 9, 2018. This item will be on the next agenda. 8. Public Hearing A. The City of Cibolo Planning and Zoning Commission will hold a public hearing to hear public testimony regarding the rezoning of 2.56 acres located on the northeast corner of FM 1103 and FM 78 from the current zoning of Retail/Office (C-3) to General Commercial (G4). Public Hearing was opened at 6:41 p.m. No wish to speak on this item and Ms. Hale closed the Public Hearing at 6:42 p.m. B. The City of Cibolo Planning and Zoning Commission will hold a public hearing to hear public testimony concerning an update to the Future Land Use Map for approximately 17 acres consisting of three (3) separate tracts, being the Stedman, Pundt and Marin properties, all located southwest of the intersection of FM 1103 and Green Valley Road. The proposal would replace all three (3) tracts of Commercial designation along Green Valley Road with Transitional Residential. Chairman Ms. Hale opened the Public Hearing at 6:45 p.m. We had two citizens speak in opposition of this item. Both felt that apartments were not appropriate for this location. The noise, traffic, safety and closeness to a school were all factor in their opposition. Chairman Hale closed the Public Hearing at 6:58 p.m. 9. Discussion/Action Items A. Discussion/Action and Recommendation to the Mayor and City Council regarding the rezoning of 2.56 acres located on the northeast corner of FM 1103 and FM 78 from the current zoning of Retail/Office (C-3) to General Commercial (C-4). Mr. Dufresne made the motion to recommend to the City Council approval of the rezoning of 2.56 acres located on the northeast corner of FM 1103 and FM 78 from the current zoning of Retail/Office (C-3) to General Commercial (C-4). Motion was seconded by Mr. Odom. For: All; Against: None. Motion carried 6 to 0. B. This item was not discussed. D. Discussion/Action regarding the Final Plat of Cibolo Crossing Multi -Family Phase I. Mr. Dufresne made the motion to approve the Final Plat of Cibolo Crossing Multi -Family Phase I. Motion was seconded by Mr. Moraes. For: All; Against: None. Motion carried 6 to 0. E. Discussion/Action regarding the Preliminary Plat of Red River Ranch Unit 3. Mr. Dufresne made the motion to approve the Preliminary Plat of Red River Ranch Unit 3. Motion was seconded by Mr. Benson. For: All; Against: None. Motion carried 6 to 0. F. Discussion/Action regarding the Land Study of the Steele Creek Subdivision. Mr. Dufresne made the motion to approve the Land Study of the Steele Creek Subdivision. Motion was seconded by Mr. Benson. For: All; Against: None. Motion carried 6 to 0. G. Discussion/Action regarding the Preliminary Plat of Steele Creek Unit 2. Mr. Moraes made the motion for a conditional approval of the Preliminary Plat of Steele Creek Unit 2. Conditional approval is based on the second review by KFW Engineers. Motion was seconded by Mr. Odom. For: All; Against: None. Motion carried 6 to 0. 10. UDC, CIP, Master Plan and Staff Updates — Ms. Gonzalez stated that the UDC is on-line. The CIP Committee will be meeting again next week and Halff & Associates will be present. The committee will start scoring the projects at the next meeting. 11. Items for future agendas- None at this time. 12.
