MINUTES
Call to Order—Meeting was called to order by Chairman Ms. Hale at 6:33 p.m.
Roll Call and Excused Absences — Members Present: Ms. Hale, Mr. Benson, Mr. Moraes, Mr. Dabbs,
Mr. Odom, Mr. Dufresne, Mr. Savoie, both alternates were present: Mr. Hicks and Mr. Woliver. Mr.
Dabbs made a motion to excuse Mr. Odom's absence from the meeting of April 11, 2018. Motion was
seconded by Mr. Dufresne. For: All; Against: None. Motion carried 7 to 0.
3. Moment of Silence- Ms. Hale ask for a Moment of Silence from all those in attendance.
4. Pledge of Allegiance — All in attendance recited the Pledge of Allegiance.
5. Citizens to be Heard
This is the only time during the Planning and Zoning Commission meeting that a citizen can address the
Planning and Zoning Commission. It is the opportunity for visitors and guests to address the
Commission on any issue to include agenda items. All visitors wishing to speak must fill out the Sign -In
Roster prior to the start of the meeting. Planning and Zoning Commission may not debate any non -
agenda issue, nor may any action be taken on any non -agenda issue at this time however the Planning
and Zoning Commission may present any factual response to items brought up by citizens. (Attorney
General Opinion — JC 0169) (Limit of three minutes each). All remarks shall be addressed to the
Commission as a body, and not to any individual member thereof. Any person making personal,
impertinent, or slanderous remarks while addressing the Commission may be requested to leave the
meeting.
The Following individuals signed up to be heard: Mark Allen spoke on item 7B and 7C. He was
opposed to any changes in the zoning. He did not want to see apartments when there are several areas of
the city already zoned for multi -family with nothing being built. Robin DeVine spoke on item 7B and
7C. She was against the any zoning change. She thought that apartments would bring more crime to the
area which would increase the workload of the Police Department. Diane Weimer she stated that she still
had not received all the documents she requested on the Cibolo Valley Drive zoning. She wants to know
when it was zoned C 1. She also would like the city to investigate to make sure zoning was done
correctly. Ivory Freeman thanked all P&Z members for their service to the city. He understood that the
Radcliff property has been pulled but he also understands that the Radcliff property is under contract. He
wonder what was happening on the Wiederstein Road one of Cibolo's main road into the city. He just
wants the city to be transparent.
6. Consent Agenda
A. Approval of the minutes from March 14, 2018.
B. Approval of the minutes from April 11, 2018.
Mr. Savoie made the motion to approve the consent agenda. Motion was seconded by Mr. Dabbs.
For: All; Against: None. Motion carried 7 to 0.
7. Public Hearing
A. The City of Cibolo Planning and Zoning Commission will hold a public hearing to hear public
testimony regarding the rezoning of approximately five (5) acres located southwest of the
intersection of Borgfeld Road and Dobie Blvd (Cibolo Kingdom Hall, Lot 2) from the current zoning
of Single -Family Residential (SF -1) to Community Retail/Service (C-2).
Ms. Gonzalez briefed this item to the Planning & Zoning Commission. Chairman Ms. Hale opened
the Public Hearing at 6:54 p.m. No one wish to speak on this item and Ms. Hale closed the Public
Hearing at 6:55 p.m.
B. The City of Cibolo Planning and Zoning Commission will hold a public hearing to hear public
testimony concerning an update to the Future Land Use Map for approximately 17 acres consisting
of three (3) separate tracts, being the Stedman, Pundt and Marin properties, all located southwest of
the intersection of FM 1103 and Green Valley Road. The proposal would replace all three (3) tracts
of Commercial designation along Green Valley Road with Transitional Residential.
Assistant Planner Cory Dale briefed this item to the Planning and Zoning Commission. Chairman
Ms. Hale opened the Public Hearing at 7:04 p.m. The following individuals spoke on this item.
David Rodriquez stated that he did check the master plan prior to moving into Cibolo. He did not
feel that an apartment complex was the best for this area. It will bring additional traffic and safety
issues into an already congested area. Marcus Mattingly was not in favor of zoning. Did not want
apartments across the street from his daughter's school. This development will bring additional
stress to the infrastructure. Louis Fabella if this zoning is approved how we as citizens know that
they will be held accountable for all the items they said would be provided in this complex. He also
wanted to know if they would be receiving a tax abatement. No other citizens wish to speak and Ms.
Hale closed the Public Hearing at 7:15 p.m.
C. The City of Cibolo Planning and Zoning Commission will hold a public hearing to hear public
testimony regarding the rezoning of approximately 17 acres consisting of three (3) separate tracts,
being the Stedman, Pundt and Marin properties, all located southwest of the intersection of FM 1103
and Green Valley Road from the current zoning of Single -Family Residential (SF -1) to Multi -Family
Residential (MF -1).
Assistant Planner Cory Dale gave a briefing to the P&Z on this item. Ms. Hale opened the Public
Hearing at 7:19 p.m. Mr. Rodriquez spoke on this item and urge the P&Z not to just the boxes the
city needs to do more. The city needs to know the impact on the entire city before re -zoning. No
one else wish to speak and Ms. Hale closed the Public Hearing at 7:23 p.m.
8. Discussion/Action Items
A. Discussion and update by a representative from the SCUC Independent School District.
The Planning and Zoning Commission received an updated briefing on school projects and
projections for enrollment at the schools in the SCUS District from Mr. Puskie and Mr. Perez.
B. Discussion and Action regarding the Final Plat of Red River 2.
Mr. Dufresne made the motion to the Final Plat of Red River 2. Motion was seconded by Mr.
Benson. For: All; Against: None. Motion carried 7 to 0.
C. Discussion/Action and Recommendation to the Mayor and City Council regarding the rezoning of
17.41 acres located at 3200 Cibolo Valley Drive from the current zoning of Neighborhood
Commercial (C-1) to Multi -Family Residential (MF -1).
This item was pulled by the developer and not discussed at this meeting.
D. Discussion/Action and Recommendation to the Mayor and City Council regarding the rezoning of
approximately five (5) acres located southwest of the intersection of Borgfeld Road and Dobie Blvd
(Cibolo Kingdom Hall, Lot 2) from the current zoning of Single -Family Residential (SF -1) to

Ms. Gonzalez briefed this item to the P&Z Commission. Mr. Dabbs recused himself from this item
and stepped down from the dais. Motion was made by Mr. Benson to postpone this item till the June
13th meeting. Motion was seconded by Mr. Odom. For: A; Against: None. Motion carried 6 to 0.
E. Discussion/Action and Recommendation to the Mayor and City Council concerning an update to the
Future Land Use Map for approximately 17 acres consisting of three (3) separate tracts, being the

This item was briefed by Assistant City Planner Mr. Dale. Mr. Moraes made the motion not to
recommend to City Council approval of the update to the Future Land Use Map for approximately
17 acres consisting of three (3) separate tracts, being the Stedman, Pundt and Marin properties, all
located southwest of the intersection of FM 1103 and Green Valley Road. The proposal would
replace all three (3) tracts of Commercial designation along Green Valley Road with Transitional
Residential. Motion was seconded by Mr. Dabbs. For: Mr. Moraes, Mr. Benson, Mr. Odom, Mr.
Dufresne, Ms. Hale and Mr. Savoie; Against: Mr. Dabbs. Motion carried for disapproval by a vote
of 6 to 1.
F. Discussion/Action and Recommendation to the Mayor and City Council regarding the rezoning of
approximately 17 acres consisting of three (3) separate tracts, being the Stedman, Pundt and Marin
properties, all located southwest of the intersection of FM 1103 and Green Valley Road from the
current zoning of Single -Family Residential (SF -1) to Multi -Family Residential (MF -1).
Mr. Dufresne made the motion to postpone this item until the June 13th meeting. Motion was
seconded by Mr. Odom. For: All; Against: None. Motion carried 7 to 0.
G. Discussion/Action and Recommendation to the Mayor and City Council regarding the Land Study of
Roberts Tract Development (located within the City's Extra -Territorial Jurisdiction).
City Planner Ms. Gonzalez briefed the Planning and Zoning Commission on this item. Mr. Moraes
made the motion to recommend to City Council the approval of the Land Study of Roberts Tract
Development (located within the City's Extra -Territorial Jurisdiction). Motion was seconded by Mr.
Dufresne. For: All; Against: None. Motion carried 7 to 0.
9. UDC, CIP, Master Plan and Staff Updates
Ms. Gonzalez stated that the UDC was adopted by City Council. The next CIP meeting is
scheduled for Wednesday, May 16th and Halff and Associates will be there. Master Plan
Committee will be active sometime in the July timeframe.
10. Items for future agendas — No items mention at this time.
11. Adjournment — Mr. Benson made the motion to adjourn the meeting at 9:40 p.m. Motion was seconded
by Mr. Dabbs. For: All; Against: None. Motion carried 7 to 0.
