MINUTES
1. Call to Order- Meeting was called to order by Ms. Hale at 6:30 p.m.
2. Roll Call — Members Present: Ms. Hale, Mr. Benson, Mr. Moraes, Mr. Dufresne, Mr. Savoie, Mr, Hicks, Mr. Woliver and
Mr. Odom (arrived at 6:34 p.m.).
3. Moment of Silence- Ms. Hale requested a Moment of Silence.
4. Pledge of Allegiance- All in attendance recited the Pledge of Allegiance.
5. Citizens to be Heard
This is the opportunity for visitors and guests to address the Planning and Zoning Commission on any issue. Planning and
Zoning Commission may not debate any non -agenda issue, nor may any action be taken on any non -agenda issue at this time
however the Planning and Zoning Commission may present any factual response to items brought up by citizens.
The following individuals sign up to be heard: Cindy Spencer spoke on the need in the community for senior housing. The
others that signed -up wanted to speak at the Public Hearing.
6. Consent Agenda
A. Approval of the minutes from February 14, 2018.
Mr. Dufresne made the motion to approve the consent agenda. Motion was seconded by Mr. Moraes. For: All;
Against: None. Motion carried 7 to 0.
Oath of Office
A. Oath of Office to new members of the Planning and Zoning Commission.
Ms. Cimics the City Secretary gave the Oath of Office to Mr. Odom.
8. Public Hearing
A. The City of Cibolo Planning and Zoning Commission will hold a public hearing to hear public testimony regarding the
Rezoning of 17.41 acres located at 3200 Cibolo Valley Drive from the current zoning of Neighborhood Commercial (C-
1) to Multi -Family Residential (MF -1).
Staff gave their presentation and Ms. Hale opened the Public Hearing at 7:05 p.m. The following individuals signed up
to speak at the Public Hearing: Nfr. Ratcliff the owner of the property on Cibolo Valley Drive spoke to the commission
and explained why he was selling the property. He also informed the commission that the present zoning was placed on
his property when he was annexed into the city many years ago. Robert Hester of Brook Meadow was opposed to
apartments being placed on this property. W. Hester was ok with garden homes for seniors. Laura Earle of Brook View
in Charleston Parke Subdivision was not in favor of rezoning as it would bring increased traffic, decrease in property
value and a higher crime rate. Maureen Moulton representing the buyer stated that the apartments that would be built
would be class A and have numerous amenities offered to the residents. James Dizes of Brush Trail Lane was opposed
to two and three story apartment complex. He was not opposed to houses. Michelle Moody of Brook Shadow was
opposed to both apartments and houses due to the additional amount of traffic. She also felts that people that are renting
do not keep -up their place as people that own their own home. Diana Weimer of Brush Trail Bend was opposed to
apartments because of the additional amount of traffic that would be on Cibolo Valley Drive. LA Chandra Richardson
from Brush Trail Lane opposed apartments and did not feel that the zoning was done correctly. Kelly Hendon of Brush
Trail Lane also was opposed to the zoning change due to the additional traffic and the loss of privacy. She also did not
feel that MF -I met the requirement of the UDC. Ivory Freeman of Brush Trail Lane also opposed the zoning change for
many of the same reasons (traffic, congestion, loss of privacy, loss of property value, etc.). R. Simpson of Brookbend
thanked Mr. Ratcliff as many citizens have all evening. Mr. Simpson stated that the legacy that Mr. Ratcliff leaves
behind should be something everyone is proud of and he didn't see apartments in that mix. Marie Fishback spoke in
opposition of the re -zoning and that it was inappropriate for that location. Allen Coker opposed the rezoning. He did
not feel that apartments would enhance his neighborhood and it would decrease his home value. Brian Gray is a
developer in San Antonio and he encouraged everyone to work with the applicant. Michelle Montgomery stated that
here home was her investment and felt apartments would devalue her home. Chairman Ms. Hale closed the Public
Hearing at 7:52 p.m.
B. The City of Cibolo Planning and Zoning Commission will hold a public hearing to hear public testimony regarding the
Rezoning of 325.98 acres of real property, known as the Gilbert Tract, located east of N. Main St, north of FM 78,
abutting the southern property lines of Town Creek Subdivision and Steele High School. Properties are currently zoned
Old Town/Town Center (C-2) with Town Center Mixed Use Overlay. The proposed rezoning is for Single -Family
Residential SF -1. SF -2 and SF -3 to allow for a mix of residential densities.
This item was briefed by staff. Applicant was given the opportunity to give a short presentation prior to the start of the
Public Hearing. Chairman Ms. Hale opened the Public Hearing at 8:15 p.m. The following citizens spoke at this Public
Hearing: Cindy Spencer spoke in favor of the re -zoning. She likes the 55 and over homes and townhomes scheduled for
the development. Dean Skinner stated it was the best proposal for the property. David Komer agreed with the diversity
of the housing in the proposed plan. James Woo supported the new plan. Stephen Luman opposed the re -zoning
because of flooding issues with that property. Mr. Luman also stated he thought Ms. Hale meeting with DR Horton was
a conflict of interest. Paul Buell spoke in favor. Mr. Buell did not feel that commercial would ever go into that
property and that HEB would not build unless residential developed on property next to them. Ricardo Sanchez spoke in
favor of the project. Chairman Ms. Hale closed the Public Hearing at 8:35 p.m.
9. Discussion/Action Items
A. Discussion/Action and recommendation to the Mayor and City Council regarding the rezoning of 17.41 acres located at
3200 Cibolo Valley Drive from the current zoning of Neighborhood Commercial (C-1) to Multi -Family Residential

Staff stated that this item would be continued at the May 9°i Planning & Zoning Meeting.

Mr. Dufresne to recommend to City Council approval of the rezoning of 325.98 acres of real property, known as the

Subdivision and Steele High School. Properties are currently zoned Old Town/Town Center (C-2) with Town Center
Mixed Use Overlay. The proposed rezoning is for Single -Family Residential SF -1, SF -2 and SF -3 to allow for a mix of
residential densities. Motion was seconded by Mr. Benson. For: Mr. Benson, Mr. Dufresne, Mr. Moraes, Mr. Odom,
and Ms. Hale; Against: Mr. Savoie and Mr. Hicks. Motion carried 5 to 0.
C. Discussion and Action regarding the Final Plat of Cibolo Crossing Commercial Phase I Subdivision.
Motion was made by Mr. Dufresne to approve the Final Plat of Cibolo Crossing Commercial Phase I Subdivision.
Motion was seconded by Mr. Moraes. For: All; Against: None. Motion carried 7 to 0.
D. Discussion and Action regarding the Preliminary Plat of Cibolo Crossing Multi -Family Phase I Subdivision.
Motion was made by Mr. Dufresne to approve the Preliminary Plat of Cibolo Crossing Multi -Family Phase I
Subdivision. Motion was seconded by Mr. Moraes. For: All; Against: None. Motion carried 7 to 0.
E. Discussion and Action regarding the Preliminary Plat of Red River Subdivision Unit 2.
Mr. Dufresne made the motion to approve the Preliminary Plat of Red River Subdivision Unit 2. Motion was seconded
by Mr. Odom. For: All; Against: None. Motion carried 7 to 0.
Discussion and Action regarding the Detail Plan of the Knight's Crossing Subdivision Planned Unit Development
(Ordinance 1142) per Unified Development Code Section 4.7.4.
Mr. Dufresne made the motion to approve the Detail Plan of the Knight's Crossing Subdivision Planned Unit
Development (Ordinance 1142) per Unified Development Code Section 4.7.4 with height requirement per zoning not
IBC. Motion was seconded by Mr. Odom. For: All; Against: None. Motion carried 7 to 0.
G. Discussion on the update to the City of Cibolo Planning and Engineering Fee Schedule — Ordinance 1049.
Lisa Gonzalez went over the changes to the Fee Schedule with the Planning and Zoning Commission. Ms. Gonzalez
stated that the City Council willing be looking at a draft at their next meeting with an ordinance to follow a short time
later.
10. UDC, CIP, Master Plan and Staff Updates — CIP Committee will be having their first meeting in early April.
11. Items for future agendas — Mr. Moraes request the number of apartment complexes that have been approved and the number
of homes in the city.
12. Adjournment — Mr. Benson made the motion to adjourn the meeting at 10:07 p.m. Motion was seconded by Mr. Moraes.
