MINUTES
1. Call to Order — Chairman Ms. Hale called the meeting to order at 6:30 p.m.
2. Roll Call — Members Present: Ms. Hale, Mr. Benson, Mr. Moraes, Mr. Dufresne, Mr. Savoie, Mr. Hicks and Mr. Woliver;
Members Absent: Mr. Odom. Mr. Dufresne made the motion to excuse the absence of Mr. Odom. Motion was seconded
by Mr. Benson. For: All; Against: None. Motion carried 7 to 0.
3. Moment of Silence — Ms. Hale thanked everyone for being here tonight and ask for a Moment of Silence.
4. Pledge of Allegiance- All in attendance recited the Pledge of Allegiance.
5. Citizens to be Heard
This is the opportunity for visitors and guests to address the Planning and Zoning Commission on any issue. Planning and
Zoning Commission may not debate any non -agenda issue, nor may any action be taken on any non -agenda issue at this time
however the Planning and Zoning Commission may present any factual response to items brought up by citizens.
Donna Johnston spoke to the members of P&Z on drainage issues with Charleston Park and with Saratoga and now Bella
Rosa those issues will just become worse.
6. Consent Agenda
A. Approval of the minutes from December 13, 2017.
Mr. Dufresne made the motion to approve the consent agenda. Motion was seconded by Mr. Moraes. For: All;
Against: None. Motion carried 7 to 0.
7. Oath of Office
A. Oath of Office to all members of the Planning and Zoning Commission.
The City Secretary gave the Oath of Office to all Planning & Zoning members that were present at the meeting.
8. Public Hearing
A. The City of Cibolo Planning and Zoning Commission will hold a public hearing to hear public testimony regarding the
Rezoning of 21.15 acres located parallel to Dean Road, northeast of Saratoga Unit I I and east of Willow Bridge Unit 2,
currently zoned Low Density Single -Family Residential (SF -1) to Medium Density Single -Family Residential (SF -2).
Lisa Gonzalez the City Planner briefed this item to the P&Z. Ms. Gonzalez stated that they had received one letter for
rezoning and five in opposition. All those in opposition were due to traffic, drainage, wildlife and being told when
purchasing their home that the area would become a City Park. The applicant also gave a presentation to the P&Z.
Ms. Hale opened the Public Hearing at 6:52 p.m. Mr. Steve Berg who lives on Dean Road was very concerned about the
flooding and drainage issues that are already in that area. Robbie Berg also spoke in opposition with her concerns not
only being flooding but also the increase in traffic. G. Higdon also spoke on flooding and poor construction. Ms. Hale
closed the Public Hearing at 7:08 p.m.
9. Discussion/Action Items
A. Discussion/Action and recommendation to the City Council regarding the rezoning of 21.15 acres located parallel to
Dean Road, northeast of Saratoga Unit I I and east of Willow Bridge Unit 2, currently zoned Low Density Single -
Family Residential (SF -1) to Medium Density Single -Family Residential (SF -2).
Mr. Moraes made the motion to and recommendation to the City Council regarding the rezoning of 21.15 acres located
parallel to Dean Road, northeast of Saratoga Unit I I and east of Willow Bridge Unit 2, currently zoned Low Density
Single -Family Residential (SF -1) to Medium Density Single -Family Residential (SF -2). Motion was seconded by Mr.
Dufresne, For: All; Against: None. Motion carried 7 to 0.
B. Discussion/Action regarding the Final Plat of Cibolo Crossing Commercial Phase 1 Subdivision.
This item was postponed until the next meeting.
C. Discussion/Action regarding the Final Plat of Buffalo Crossing I1 Subdivision Unit 2.
Mr. Dufresne made the motion to approve the Final Plat of Buffalo Crossing II Subdivision Unit 2. Motion was
seconded by Mr. Benson. For: All; Against: None. Motion carried 7 to 0.
D. Discussion/Action regarding the Preliminary Plat of the Bella Rosa Subdivision.
Motion was made by Mr. Dufresne to approve the Preliminary Plat of the Bella Rosa Subdivision. Motion was
seconded by Mr. Woliver. For: All; Against: None. Motion carried 7 to 0.
E. Discussion and Presentation regarding a proposed Multi -Family Development on 16.8 acres located approximately
250 feet from the southwest corner of FM 1103 and Green Valley Road.
The Planning & Zoning received a briefing on a proposed Multi -Family Development. Multi -Family would consist of
258 units at market rate. The P&Z did indicate that they would like to have more information and would like to hear
back from the developer on this project.
10. UDC, CIP, Master Plan and Staff Updates.
City Planner Lisa Gonzalez briefed the P&Z that the. UDC red line copy was online and would be for 30 days. After
the 30 days there will be a Public Hearing. Sometime late March early April for possible adoption by council.
11. Items for future agendas. — Gilbert tract and annexations.
12. Adjournment —Ms. Hale adjourned the meeting at 7:58 p.m.
