MINUTES
t. Call to Order — Chairman Hale called the meeting to order at 6:30 pm.
2. Roll Call and Excused Absences — Members Present: Ms. Hale, Mr. M. Hicks, Mr. Dufresne, Mr. Benson and Mr. Moraes;
Members Absent: Mr. J. Hicks and Mr. Odom. Mr. Dufresne made the motion to excuse the absence of both Mr. J. Hicks
and Mr. Odom. Motion was seconded by Mr. Moraes. For: All; Against: None. Motion carried 5 to 0.
3. Invocation / Moment of Silence — Chairman Hale requested a Moment of Silence.
4. Pledge of Allegiance — All in attendance recited the Pledge of Allegiance.
5. Citizens to be Heard
This is the opportunity for visitors and guests to address the Planning and Zoning Commission on any issue. Planning and
Zoning Commission may not debate any non -agenda issue, nor may any action be taken on any non -agenda issue at this time
however the Planning and Zoning Commission may present any factual response to items brought up by citizens.
No citizens to be heard at this time.
6. Consent Agenda
A. Approval of the minutes of the P&Z meeting held on October 11, 2017
Mr. Dufresne made the motion to approve the consent agenda. Motion was seconded by Mr. Benson. For: All; Against:
None. Motion carried 5 to 0.
7. Public Hearings
B. The City of Cibolo Planning and Zoning Commission will hold a public hearing to hear public testimony regarding a
proposal to amend the City's Zoning regulations to include a new definition of Fitness Studio/Health Spa to the Unified
Development Code and to allow Fitness Studio/Health Spa in a Neighborhood Commercial District "C -I" Districts with
a Conditional Use Permit ("CUP").
This item was briefed to the Planning and Zoning Commission by Assistant Planner Mr. Dale. Ms. Hale opened the
public hearing at 6:36 pm. No citizens wish to speak and Ms. Hale closed the public hearing at 6:37 pm.
C. The City of Cibolo Planning and Zoning Commission will hold a public hearing to hear public testimony regarding the
rezoning of the property assigned the physical address 113 Rodeo Way, Suite No. 116, Cibolo, Texas, from
Neighborhood Commercial District "C-1" to Neighborhood Commercial District "C -I" with a Conditional Use Permit
for a Fitness Studio use.
Assistant Planner Mr. Dale briefed this item to the Planning and Zoning Commission. Ms. Hale opened the public
hearing at 6:39 pin. No citizen's spoke and Ms. Hale closed the public hearing at 6:40 pm.
D. The City of Cibolo Planning and Zoning Commission will hold a public hearing to hear public testimony regarding the
rezoning of 411 acres of real property, known as the Gilbert Tract, located east of N. Main St, north of FM 78, abutting
the southern property lines of Town Creek Subdivision and Steele High School. Properties are currently zoned Old
Town/Town Center (C-2) and Mixed Density Residential (SF -3), with the Town Center Mixed Use Overlay. The
proposed rezoning is for a Planned Unit development (PUD), to allow for a mix of residential densities and uses.
Mr. Klein the City Engineering and Planning Director briefed this item to the P&Z. Leslie Ost'andar with DR Horton
also spoke to the P&Z, and was available to answer questions from the citizens. Ms. Hale opened the public hearing at
6:49 pm. Mr. Malcolm McGlothlin spoke to the P&Z. His concerns were with flooding, drainage and traffic. Mr.
Jamie Mathis also spoke and wanted to know there the Townhomes were going to be built. Ms. Hale closed the public
hearing at 7:04 pm.
8. Discussion/Action Items
A. Discussion and Action regarding the Preliminary Plat of Buffalo Crossing II Unit 1 Subdivision.
Mr. Dufresne made the motion to approve the Preliminary Plat of Buffalo Crossing Il Unit I Subdivision. Motion was
seconded by Mr. Moraes. For: All; Against: None. Motion carried 5 to 0.
B. Discussion/Action and Recommendation to the Mayor and City Council concerning the amendment to the City's
Zoning regulations to include a new definition of Fitness Studio/Health Spa to the Unified Development Code and to
allow Fitness Studio/Health Spa in a Neighborhood Commercial District "C-1"
Mr. Moraes made the motion to recommend to the City Council approval concerning the amendment to the City's
Zoning regulations to include a new definition of Fitness Studio/Health Spa to the Unified Development Code and to
allow Fitness Studio/Health Spa in a Neighborhood Commercial District "C-1". Motion was seconded by Mr.
Dufresne. For: All; Against: None. Motion carried 5 to 0.

9. UDC, CIP, Master Plan and Staff Updates
This item was briefed by Mr. Klein. Mr. Klein stated that the UDC will be meeting on Nov 28 and again in December.
They hope to have a joint meeting with P&Z, EDC and Council sometime in January. CIP Committee will start up
sometime after the completion of the UDC. Council should be making appointments in January to this committee. Lisa
will be back in a couple weeks.
10. Items for future agendas — Mr. Benson stated that they have been waiting way to long for an update from Mr. Luft from EDC.
11. Adiournment — Mr. M. Hicks made the motion to adjourn at 7:56 pm. Motion was seconded by Mr. Benson. For: All;
Against: None. Motion carried 5 to 0.
