MINUTES
1. Call to Order- Meeting was called to order at 6:35 by Chairman Ms. Hale,
2. Roll Call and Excused Absences — Members Present: Ms. Hale, Mr. Odom, Mr. J. Hicks, Mr. Dufresne, Mr. Benson,
Mr. Moraes, and Mr. M. Hicks. Staff Present: Mr. Klein, Ms. Gonzalez, Mr. Dale and Ms. Cimics. Council Present:
Councilmember Hogue, Gibbs, Russell, Schultes, Weber and Garrett.
3. Invocation / Moment of Silence — Ms. Hale requested a Moment of Silence.
4. Pledge of Allegiance— All in attendance recited the Pledge of Allegiance.
5. Citizens to be Heard
This is the opportunity for visitors and guests to address the Planning and Zoning Commission on any issue. Planning
and Zoning Commission may not debate any non -agenda issue, nor may any action be taken on any non -agenda issue at
this time however the Planning and Zoning Commission may present any factual response to items brought up by
citizens. No citizens spoke at this time.
6. Consent Agenda
A. Approval of the minutes from July 12, 2017
Mr. J. Hicks made the motion to approve the consent agenda. Motion was seconded by Mr. Dufresne. For: All;
Against: None. Motion carried 7 to 0.
7. Public Hearings
A. The City of Cibolo Planning and Zoning Commission will hold a public hearing to hear public testimony
concerning the proposed annexation of properties located in the City of Cibolo's Extraterritorial Jurisdiction (ETJ)
as described below:
• All properties located in the City of Cibolo's ETJ generally located at 521 Weil Road and containing 6 f acres.
• All properties located in the City of Cibolo's ETJ generally located south of Lower Seguin Road and west of
Haeckerville Road and containing 136 f acres.
• All properties located in the City of Cibolo's ETJ generally located south of Lower Seguin Road and east of
Haeckerville Road and containing 609 f acres.
• All properties located in the City of Cibolo's ETJ generally located south of IH -10 and containing 122 f acres.
Staff went over the item with the Planning & Zoning Commission. Chairman Ms. Hale opened the Public
Hearing at 6:50 pin. Mr. White stated that he did not see any advantage by being annexed into the City. No one
else spoke and Ms. Hale closed the Public Hearing at 6:53 pm.
B. The City of Cibolo Planning and Zoning Commission will hold a public hearing to hear public testimony regarding
the assignment of permanent zoning for properties annexed into Cibolo in 2017, properties described below:
• Parcel to be considered is located at 521 Weil Road and is proposed to be zoned Planned Unit Development
(PUD).
• Parcel to be considered is located at 691 Lower Valley Lane and is proposed to be zoned Low Density
Residential (SF -1).
This item was briefed to the P&Z by Ms. Gonzalez. Ms. Hale opened the Public Hearing at 6:55 pm. No one
wish to speak and Ms. Hale closed the Public Hearing at 6:56 pm.
C. The City of Cibolo Planning and Zoning Commission will hold a public hearing to hear public testimony regarding
the rezoning of 17.41 acres located at 3200 Cibolo Valley Drive from the current zoning of Neighborhood
Commercial (C-1) to Multi -Family Residential (MF -2).
Ms. Gonzalez the City Planner briefed this item to the Planning & Zoning Commission. Ms. Hale opened the
Public Hearing at 6:59 pm. The following individuals spoke on this item: Ivory Freeman, Diana Weimer, Miranda
Hancock, Joey Neve, LaDonna Jones, E. Wayne Jones, Kim & Scott Jobe, Curtis Snyder, D>R> Simpson,
Michelle Montgomery, Jessica Quintanar, George Fomes, Kelly Herdon, Marquett & David Hammock, Kenton
Gleitz, Christine Zunker, William Roberts, Julie Lacy, Todd West, Thu Woliver, Dawn Bishop, Billie Van, Jeff
Schmidbauer, Hector Baez, Dipa Patel, Paul & Carol Buell. Most of these individuals were opposed to the zoning
feeling that apartments in this area would add to the traffic, crime and property rate. Ms. Hale closed the Public
Hearing at 9:14 pm.
The Planning and Zoning Commission took a 10 minutes break at 9:15 pm. The P&Z resumed their regular
meeting at 9:27 pm.
8. Discussion/Action Items
A. Discussion/Action and Recommendation to the Mayor and City Council regarding scrivener map,corrections to the
Future Land Use & Thoroughfare Map.
Mr. J. Hicks made the motion to recommend approval regarding scrivener map corrections to the Future Land Use
& Thoroughfare Map. Motion was seconded by Mr. Dufresne. For: All; Against: None. Motion carried 7 to 0.
B. Discussion and Action regarding the Final Plat of Venado Crossing Subdivision Unit 1.
Mr. Dufresne made the motion to approve the Final Plat of Venado Crossing Subdivision Unit 1. Motion was
seconded by Mr. J. Hicks. For: All; Against: None. Motion carried 7 to 0.
C. Discussion and Action regarding the Amended Final Plat of Red River Unit 1.
Mr. Dufresne made the motion to approve the amended Final Plat of Red River Unit 1. Motion was seconded by
Mr. J. Hicks. For: All; Against: None. Motion carried 7 to 0.
D. Discussion/Action and Recommendation to the Mayor and City Council concerning the proposed annexation of
property located in the City of Cibolo's ETJ at 521 Weil Road and containing 6 t acres.
Mr. Dufresne made the motion to recommend approval to the City Council concerning the proposed annexation of
property located in the City of Cibolo's ETJ at 521 Weil Road and containing 6 f acres. Motion was seconded by
Mr. Benson. For: All; Against: None. Motion carried 7 to 0.
E. Discussion/Action and Recommendation to the Mayor and City Council concerning the proposed annexation of
properties located in the City of Cibolo's ETJ to be found south of Lower Seguin Road and west of Haeckerville
Road and containing 136 f acres.
Mr. Dufresne made the motion to recommend approval to the City Council concerning the proposed annexation of

Planning & Zoning went over the chart as presented by staff.
9. UDC, CIP, Master Plan and Staff Updates - Update was given by City Planner Ms. Gonzalez.
10. Items for future aeendas — P&Z would like to see an annexation map of areas to be annex in this coming year.
11. Adjournment — Mr. Benson made the motion to adjourn the meeting at 11:22 pm. Motion was seconded by Mr. Moraes.
