MINUTES
1. Call to Order — Meeting was called to order at 6:30pm by Chairman Ms. Hale.
2. Roll Call — Members Present: Ms. Hale, Mr. Moraes, Mr. J. Hicks, Mr. Felder, Mr. Dufresne, and Mr. M. Hicks;
Members Absent: Mr. Benson, Mr. Carlton and Mr. Tounsel. Mr. J. Hicks made the motion to approve the
absence of Mr. Benson, Mr. Carlton and Mr. Tounsel. Motion was seconded by Mr. Moraes. For: All; Against:
None. Motion carried 6 to 0. Staff Present: Mr. Klein, Ms. Gonzalez, Mr. Dale, Ms. Cimics & Mr. McDaniel;
Council & City Manager: Councilman Gibbs, Weber and Russell, City Manager Herrera.
3. Moment of Silence - Chairman Hale requested a Moment of Silence from all those in attendance.
4. Pledge of Allegiance — All those in attendance recited the Pledge of Allegiance.
5. Citizens to be Heard
This is the opportunity for visitors and guests to address the Planning and Zoning Commission on any issue.
Planning and Zoning Commission may not debate any non -agenda issue, nor may any action be taken on any non -
agenda issue at this time however the Planning and Zoning Commission may present any factual response to
items brought up by citizens.
Mr. Code spoke and stated that he was here for the Gilbert tract and would give a presentation on an agenda item
later in the meeting.
6. Consent Agenda
A. Approval of the minutes from March 8, 2017.
Mr. J. Hicks made the motion to approve the consent agenda. Motion was seconded by Mr. Dufresne. For:
All; Against: None. Motion carried 6 to 0.
Public Hearings
A. The City of Cibolo Planning and Zoning Commission will hold a public hearing to hear public testimony
regarding the re -platting of 8.198 acres out of originally platted Mesa at Turning Stone Subdivision Unit 6,
Lot 36, Block 6 & Lot 903, Block 6 & ROW. The proposed tract would become part of Mesa at Turning
Stone Subdivision Unit 7, Block 6, Lot 36 & Lot 904, Block 6 & Lot 900, Block 7 & ROW.
Ms. Gonzalez briefed this item to the Planning & Zoning Commission. Ms. Hale opened the Public Hearing
at 6:39pm. Lisa Rubalcava stated she was told that no one would be living behind them and know they
found out differently. Ed Eisermann had three questions had an environmental study been completed, will
there be shared fences and would there be a gate into the other subdivision. Mr. Todd Blackmon was able to
answer the questions. Denise Bissell wanted to know where she could find the environmental study that was
completed. Jermaine Trevino stated that he never received a letter and that KB Homes stated they never
heard of another subdivision being built. He also was told that no hones would be built behind him.
Chairman Hale closed the Public Hearing at 7:07pm.
B. The City of Cibolo Planning and Zoning Commission will hold a public hearing to hear public testimony
concerning an amendment to the approved Comprehensive Sign Program for The Shops at Cibolo Bend
located southwest of the intersection of Cibolo Valley Drive and North Main Street.
This item was briefed by Mr. Dale. Chairman Hale opened the Public Hearing at 7:1Opm. No one spoke and
Chairman Hale closed the Public Hearing at 7: l Opm.
8. Discussion/Action Items
A. Discussion and update by a representative from the SCUC Independent School District.
Mr. Pruski from SCUCISD gave a school update on district facts and facility master plan.
B. Discussion/Action regarding the Final Plat/Replat of Mesa at Turning Stone Subdivision, Unit 7.
Mr. Dufresne made the motion to approve the Final Plat/Replat of Mesa at Turning Stone Subdivision, Unit
7. Motion was seconded by Mr. Moraes. For: Mr. Dufresne, Mr. Moraes, Ms. Hale and Mr. J. Hicks;
Against: Mr. M. Hicks and Mr. Felder. Motion carried A to 2.
C. Discussion/Action regarding an amendment to the approved Comprehensive Sign Program for The Shops at
Cibolo Bend located southwest of the intersection of Cibolo Valley Drive and North Main Street.
Mr. Dufresne made the motion to approve an amendment to the approved Comprehensive Sign Program for
The Shops at Cibolo Bend located southwest of the intersection of Cibolo Valley Drive and North Main
Street. Motion was seconded by Mr. Felder. For: All; Against: None. Motion carried 6 to 0. Mr. Moraes
left at 8:26pm.
D. Discussion/Action regarding a Planned Unit Development Plan for 311 acres, known as the Gilbert Tract
Development, located east of N. Main St., north of FM 78 and abutting the southern property lines of Town
Creek Subdivision and Steele High School.
Mr. J. Hicks made the motion to table the item until the next meeting. Motion was seconded by Mr. Melvin
Hicks. For: All; Against: None. Motion carried 5 to 0.
9. UDC, CIP, Master Plan and Staff Updates
Ms. Gonzalez gave an update on plans that are unreview by the Planning Department. Ms. Gonzalez also
stated the UD Committee will be starting shortly. Staff is working on the CIP in house and it will look
entirely different when the CIP starts up.
10. Items for future agendas — Update on EDC Plan on downtown plan.
11. Adjournment
Mr. J. Hicks made the motion to adjourn the meeting at 8:51pm. Motion was seconded by Mr. Felder. For:
All; Against: None. Motion carried 5 to 0.
