Call to Order — Chairman Hale called the meeting to order at 6:30 p.m. 2. Roll Call — Members Present: Ms. Hale, Mr. Dufresne, Mr. Benson, Mr. Moraes, Mr. J. Hicks, Mr. M. Hicks, Mr. Felder and Mr. Tounsel; Members Absent: Mr. Carlton. Mr. J. Hicks made the motion to excuse the absence of Mr. Carlton. Motion Was seconded by Mr. Dufresne —For: All, Against: None. Motion carried 7 to 0. 2. Moment of Silence — Chairman Hale called for a Moment of Silence. 3. Pledge of Allegiance —All in attendance recited the Pledge of Allegiance. 4. Citizens to be Heard This is the opportunity for visitors and guests to address the Planning and Zoning Commission on any issue. Planning and Zoning Commission may not debate any non -agenda issue, nor may any action be taken on any non -agenda issue at this time however the Planning and Zoning Commission may present any factual response to items brought up by citizens. Sandra Hunt was the only citizen that spoke this evening to the commission. Ms. Hunt stated that the sign advertising the Public Hearing was constantly laying on the ground. She did not know if this was intentional or if someone was knocking it down. 6. Public Hearing A. The City of Cibolo Planning and Zoning Commission will hold a Public Hearing to hear public testimony concerning the proposed annexation of the properties described below: • All properties located in the City of Cibolo's Extraterritorial Jurisdiction (ETJ) generally located West of FM 1103 and north of Green Valley Road containing 98 f acres. • All properties located in the City of Cibolo's Extraterritorial Jurisdiction (ETJ) generally located west of FM 1103 and south of Green Valley Road, and containing 447 t acres. • All properties located in the City of Cibolo's Extraterritorial Jurisdiction (ETJ) generally located along FM 1103 bend and west of Tolle Road, containing 86:E acres. • All properties located in the City of Cibolo's Extraterritorial Jurisdiction (ETJ) generally located east of FM 1103 and north along Weil Road, and containing 7 t acres. Ms. Gonzalez the City Planner explained this item to the Planning and Zoning Commission. Chairman Hale opened the Public Hearing at 6:40pm. Ms. Sandra Hunt had a couple questions. She wanted to know how many chickens and cattle would be allowed on the property and if they could still use fireworks. No one else wish to speak and Chairman Hale closed the Public Hearing at 6:43 p.m. B. The City of Cibolo Planning and Zoning Commission will hold a public hearing to hear public testimony regarding the assignment of permanent zoning for approximately 7 acres at 379 Weil Rd. from the Agricultural Homestead (AG) to a Planned Unit Development (PUD) to allow uses within the Two -Family Residential District (TF -1). Ms. Gonzalez explained this item to the commission. Chairman Hale opened the Public Hearing at 6:45 p.m. No questions or citizens wishing to speak on this item. Chairman Hale closed the Public Hearing at 6:48 p.m. C. The City of Cibolo Planning and Zoning Commission will hold a public hearing to hear public testimony concerning the amendment of Ordinance 1118, revising the zoning classifications of approximately 177 acres of real properties located along and south of FM 78 between Country Lane and Meadowview Estates, referenced as the Venado Crossing Planned Unit Development. City Planner Lisa Gonzalez briefed this item to the P&Z. Chairman Hale opened the Public Hearing at 6:52 p.m. No citizen's spoke and Ms. Hale closed the Public Hearing at 6:53 p.m. Consent Agenda A. Approval of the minutes of the November 9, 2016 Planning & Zoning Meeting. Mr. J. Hicks made the motion to approve the consent agenda. Motion was seconded by Mr. Felder. For: All; Against: None. Motion carried 7 to 0. 8. Discussion/Action Items A. Discussion/Action regarding the assignment of permanent zoning for approximately 7 acres at 379 Weil Rd. from the Agricultural Homestead (AG) to a Planned Unit Development (PUD) to allow uses within the Two -Family Residential District (TF -1). Mr. J. Hicks made the motion to approve the assignment of permanent zoning for approximately 7 acres at 379 Weil Rd. from the Agricultural Homestead (AG) to a Planned Unit Development (PUD) to allow uses within the Two -Family Residential District (TF -1) with the stipulation the there be no more than IS lots and no more than 4 lots with a variance. Motion was seconded by Mr. Dufresne. For: Ms. Hale, Mr. Dufresne, Mr. J. Hicks, Mr. M. Hicks, Mr. Benson and Mr. Moraes; Against: Mr. Felder. Motion carried 6 to 1. B. This item was tabled until the next meeting. 9. UDC, CIP, Master Plan and Staff Updates. — Ms. Gonzalez stated that Mr. M. Hicks had been appointed to the UDC at the last Council Meeting. UDC will begin as soon as another members have been appointed. They should have approximately two meetings a month for several months. 10. Items for future agendas — APA Conference and subdivision graphics. 11. Adj ournment — Mr. Momes made the motion to adj ourn at 7:50 p.m. Motion was seconded by Mr. M. Hicks. For: All; Against: None.
