1. Call to Order — Chairman Ms. Hale called the meeting to order at 6:30 pm.
2. Roll Call — Members Present: Ms. Hale, Mr. Felder, Mr. Carlton, Mr. J. Hicks, Mr. Dufresne, Mr. Benson and Mr. Moraes
3. Moment of Silence — Ms. Hale requested a Moment of Silence from all those in attendance.
4. Pledee of Allegiance — All those in attendance recited the Pledge of Allegiance.
5. Citizens to be Heard
This is the opportunity for visitors and guests to address the Planning and Zoning Commission on any issue. Planning and
Zoning Commission may not debate any non -agenda issue, nor may any action be taken on any non -agenda issue at this time
however the Planning and Zoning Commission may present any factual response to items brought up by citizens.
Gary & Darla Pundt of Green Valley Road spoke to the Planning & Zoning on a culvert concern and flooding problem they
have on their property. They stated that they have tried to work with the City and Blanton Development for the past five
years and have been promised that the situation would be taken care, as of today they feel nothing has been done to alleviate
the situation. They are against any zoning changes on Green Valley Rd and item 8E on the agenda until this situation is
resolved. They had sent pictures to the Planning Department and those will be shown during item 8E.
6. Public Hearin¢
A. The City of Cibolo Planning and Zoning Commission will hold a public hearing to hear public testimony concerning the
re -platting of 1.3 acres out of a 4.489 acre lot originally platted as Saratoga subdivision Unit 1, Block 1, Lot 1. The
proposed tract would become part of Saratoga subdivision Unit 6, Block 1, Lots 14 through 22.
This item was briefed by Ms. Gonzalez the City Planner. Ms. Hale opened the Public Hearing at 6:36pm. No citizens
wish to speak and Ms. Hale closed the Public Hearing at 6:37pm.
B. The City of Cibolo Planning and Zoning Commission will hold a public hearing to hear public testimony concerning the
voluntary annexation of the properties described below:
I. All properties located in the City of Cibolo's Extraterritorial Jurisdiction (ETJ) located along the west side of
Haeckerville Road between Lower Seguin Road and Bolton Road and containing 37t acres.
Il. All properties located in the City of Cibolo's Extraterritorial Jurisdiction (ETJ) located along the westbound IH -10
frontage and immediately east of Santa Clara Road containing 3f acres.
Ms. Gonzalez briefed this item to the Planning & Zoning Commission. Ms. Hale opened the Public Hearing at 6:40pm.
Mr. Mott property owner of 3 acre tract wanted to let the city know that they needed to do something with their non -
annexation agreements as he felt they were not enforceable as they are not recorded with the County. Ms. Hale closed
the Public Hearing at 6:41 pm.
C. The City of Cibolo Planning and Zoning Commission will hold a public hearing to hear public testimony regarding the
assignment of permanent zoning from Agricultural Homestead (AG) to Manufactured Home (MH -1) for one (1) acre of
a 37 acre parent track located along the west side of Haeckerville Road between Lower Seguin Road and Bolton Road.
Mr. Dale, Assistant Planner briefed the item. Ms. Hale opened the Public Hearing at 6:44pm. Ms. Chavez the applicant
stated she was going to put one mobile home on the one acre property. No one else spoke and Ms. Hale closed the
Public Hearing at 6:44pm.
D. The City of Cibolo Planning and Zoning Commission will hold a public hearing to hear public testimony regarding the
assignment of permanent zoning from Agricultural Homestead (AG) to General Commercial (C-4) for approximately 3
acres, along the westbound IH -10 frontage and immediately east of Santa Clara Road.
City Planner Ms. Gonzalez briefed the Planning & Zoning Commission on this item. MS. Hale opened the Public
Hearing at 6:46pm. No citizens wish to speak and Ms. Hale closed the Public Hearing at 6:46pm.
E. The City of Cibolo Planning and Zoning Commission will hold a public hearing to hear public testimony regarding the
amendment of Ordinance 1118, to revise the zoning classifications of approximately 177 acres of real properties located
along and south of FM 78 between Country Lane and Meadowview Estates, referenced as the Venado Crossing Planned
Unit Development.
Ms. Gonzalez brief this item. Ms. Hale opened the Public Hearing at 6:49pm. No spoke on this issue and Ms. Hale
closed the Public Hearing at 6:49pm.

the current zoning of Low Density Residential (SF -1) to Planned Unit Development (PUD) to allow a mixed use
development comprised of uses allowed in the Old Town/Town Center (C-2) and Multi -Family Residential (MF -2)
zoning districts.
City Planner Ms. Gonzalez briefed the item to P&Z. Ms. Hale opened the Public Hearing at 6:5lpm. Ms. Pundt of
Green Valley Road spoke in opposition of this rezoning. Ms. Pundt felt the culvert on her property was never
appropriately constructed. She is afraid of flooding if any other building takes place in or near her home.
Consent Agenda
A. Approval of the minutes of the August 10, 2016 Planning & Zoning Meeting.
Mr. J. Hicks made the motion to approve the Consent Agenda. Motion was seconded by Mr. Carlton. For: All;
Against: None. Motion carried 7 to 0.
8. Discussion/Action Items
A. Discussion/Action and recommendation to the City Council regarding the Preliminary/Final Replat of Saratoga
Subdivision Unit 6.
Mr. Felder made the motion to recommend approval to the City Council the Preliminary/Final Replat of Saratoga
Subdivision Unit 6. Motion was seconded by Mr. Dufresne. For: All; Against: None. Motion carried 7 to 0.

F. Discussion and update on revamping the City's sign ordinance to meet the current needs and requirements for growth
and commercial development.
Mr. Cory Dale the Assistant City Planner went over the changes that he made in the sign ordinance. Mark Luft EDC
Director requested a few changes on behalf of the Economic Development Corporation to help out new businesses.
They would like to have new businesses allowed to place signs advertising their upcoming business for six months with
extensions not to exceed 18 months. Mr. Dufresne turned in a few more changes. Mr. Dale will make the changes and
continue with general maintenance.
9. UDC, CIP, Master Plan and Staff Updates. — Ms. Gonzalez briefed the P&Z on the upcoming Joint Meeting scheduled
for September 20 starting at 3:OOpm. MS. Gonzalez gave an update on businesses that received C of O and those that
had turned in site plans or construction plans. P&Z was informed that the CIP was adopted and that staff was working
on combining all their fees into one ordinance.
10. Items for future agendas. — Mr. Carlton requested an update on the TXDOT FM 1103 Project and also an update on the
drainage involving the culvert that Blanton Development was responsible to maintain.
11. Adjournment. — Mr. Carlton made the motion to adjourn the meeting at 8:35pm. Motion was seconded by Mr. Hicks
