Call to Order—Meeting was called to order at 7:23pm 2. Roll Call and Excused Absences—Council Present: Mayor Boyle, Councilwoman Schultes, Councilman Garrett, Councilman Byrd, Councilman Gibbs, Councilman Russell, Councilman Hogue and Councilman Hicks; Staff Present: City Manager Mr. Herrera, City Attorney Ms. Solis, City Secretary Ms. Cimics, Finance Director Ms. Miranda, Fire Chief Niemietz, Police Chief Hugghins, Planning & Engineering Director Mr. Klein, IT Director Mr.McDaniel,Public Works Director Mr.Fousse and EDC Director Mr.Luft. 3. Invocation—Invocation was given by Councilman Russell. 4. Pledge of Allegiance—All in attendance recited the Pledge of Allegiance. 5. Citizens to be Heard This is the only time during the Council Meeting that a citizen can address the City Council. It is the opportunity for visitors and guests to address the City Council on any issue to include agenda items. All visitors wishing to speak must fill out the Sign-In Roster prior to the start of the meeting. City Council may not debate any non- agenda issue, nor may any action be taken on any non-agenda issue at this time, however, City Council may present any factual response to items brought up by citizens. (Attorney General Opinion — JC-0169) (Limit of three minutes each.) All remarks shall be addressed to the Council as a body, and not to any individual member thereof. Any person making personal, impertinent, or slanderous remarks while addressing the Council may be requested to leave the meeting. The following individuals signed up to be hear: John Rodgers introduced himself as a candidate for Texas House District 44. He lives in Cibolo and ask for people to get out and vote. Gayle and Joe Cagianut spoke on getting an extension to their annexation agreement. Mark Allen stated that he supported recognizing those that go in the military at a council meeting. Kara Latimer spoke on the draft environmental study. Glenn Weber wanted to see if Workshops could to live streamed. Katie Cunningham wanted to notify everyone of a child safety seat check that will go on at the Cibolo Walmart on Saturday from 9 to 11. She also brought up someone can to the city wanting to open a small business in Cibolo and received different information then someone else that can about the same property. 6. Consent Agenda—Consent Items(General Items) (All items listed below are considered to be routine and non-controversial by the council and will be approved by one motion. There will be no separate discussion of these items unless a Council member so requests, in which case the item will be removed from the consent agenda and will be considered as part of the order of business.) A. Approval of the minutes of the Regular City Council Meeting held on September 11, 2018. Councilman Hicks made the motion to approve the consent agenda. Motion was seconded by Councilman Garrett. For:All;Against:None. Motion carried 7 to 0. 1 7. Presentation A. Presentation of Five Year Service Award to Utility Department Employee Jeremy Trimm. Item postponed till the October 23, 2018 agenda. B. Presentation of Ten Year Service Award to Street Depai tment Employee Irvin Stier. Item postponed till the October 23,2018 agenda. C. Proclamation for National Night Out. Mayor Boyle read a Proclamation for National Night Out and gave proclamation to Chief Hugghins. 8. Staff Updates/Discussion A. Administration B. Police Department(Project Lifesaver) The Police Department gave a power point presentation on Project Lifesaver. Equipment was demonstrated to City Council. 9. Discussion/Action A. Discussion and direction to staff on a recognizing Cibolo residents that have signed up for military service. All council members seem to think that this was a good ideal. Councilman Hicks and staff will work on procedures for this recognition. B. Discussion and direction to staff on a nominee to fill a vacancy on the Guadalupe Appraisal District Board of Directors. Councilman Garrett stated that he would like to serve. An item will be placed on the next agenda for the council to nominate Councilman Garrett as Cibolo's nominee. C. Discussion/Action and authorization for the City Manager to sign an Inter-Agency Agreement for the use of the Cibolo Multi-Event Center in the Event of an Emergency situation requiring the evacuation of students and staff from Marion ISD. Discussion/Action on the review and confirmation of all upcoming special meetings and workshops and scheduling the time, date and place of additional special meetings or workshops. Council went over the calendars for October and November 2018. 10. Resolutions A. Approval/Disapproval of a Resolution of the City of Cibolo amending the Investment Policy. Councilman Gibbs made the motion to approve the Resolution of the City of Cibolo amending the Investment Policy. Motion was seconded by Councilman Byrd. For: All; Against:None. Motion carried 7 to 0. 2 B. Approval/Disapproval of a Resolution of the City of Cibolo approving the roof and exterior repairs and parking expansion project of the facilities of the Guadalupe Appraisal District. Motion was made by Councilman Gibbs to approve the Resolution authorizing the roof and exterior repairs and parking expansion project of the facilities of the Guadalupe Appraisal District. Motion was seconded by Councilman Hicks. For: All;Against:None. Motion carried 7 to 0. C. Approval/Disapproval of a Resolution of the City of Cibolo amending the City's Schedule of Fees. Motion was made by Councilman Gibbs to approve amending the City's Schedule of Fees. Motion was seconded by Councilman Byrd. For: Council Members: Schultes, Garrett, Byrd, Gibbs, Russell and Hogue; Against: Councilman Hicks. Motion carried 6 to 1. 11. Closed Session The City Council will meet in Closed Session as authorized by the Texas Gov't Code Section 551.074 Personnel Matters to discuss the following: A. The hiring of a Special Attorney to look into a complaint filed against the entire City Council, the City Manager and the City Attorney pertaining to a violation of the City of Cibolo's Code of Ethics and Conduct. Council adjourned into closed session at 8:50pm. 12. Open Session Reconvene into Regular Session and take/or give direction or action, if necessary, on items discussed in closed Session. Council reconvened into open session at 9:33pm. Councilwoman Schultes made the motion that the City Attorney will review the complaint and bring back to Council at the next meeting an opinion if the complaint needs to go forward.Motion was seconded by Councilman Byrd. For: Council Members: Schultes,Byrd, Gibbs,Russell,Hogue and Hicks;Against: Councilman Garrett. Motion carried 6 to 1. 13. Adjournment—Councilman Hogue made the motion to adjourn the meeting at 9:35pm. Motion was seconded by Councilman Russell. For:All; Against:None. Motion carried 7 to 0.
