Minutes
1. Call to Order—Meeting was called to order by Mayor Boyle at 6:37pm.
2. Roll Call — Council Present: Mayor Boyle, Council Members: Schultes, Garrett, Byrd, Gibbs, Russell and Hogue;
Council Absent: Councilman Hicks. Councilman Hogue made the motion to excuse the absence of Councilman
Hicks. Motion was seconded by Councilman Gibbs. For: All; Against:None. Motion carried 6 to 0.
3. Public Hearing
A. The City of Cibolo City Council will conduct a Public Hearing to hear public testimony concerning the proposed
tax rate for 2018/2019.
Finance Director Ms. Miranda briefed council on the item.Mayor Boyle open the public hearing at 6:49pm. The
following citizens spoke to council: Amy Byrd wanted to know how much of the budget was going towards
public safety personnel. Jeff Woods stated that he had read an article in the local paper where Councilman Byrd
stated that veterans were not paying their fair share. Mr. Woods took offensive to this as he had fought for his
country in Vietnam and he felt he had paid his share. Councilman Byrd did apologize but felt that his words
were stated wrong. Paul Buell was not excited about the raise in taxes but did feel it was necessary. Mr. Buell
also felt that Cibolo should not being paying Schertz so much money for the Senior Center and did not feel we
should help pay for a road not in Cibolo. Carol Buell agreed with her husband but also stated that the Youth
Program was not vetted and approved by council. She felt that the city needs to be more transparent. Mayor
Boyle closed the public hearing at 7:27pm.
B. The City of Cibolo City Council will conduct a Public Hearing to hear public testimony regarding the proposed
budget for FY 2018/2019.
This item was briefed by Ms. Miranda. Council had questions that were answered by staff. Mayor Boyle open
the public hearing at 7:41pm. No citizens spoke during this public hearing. Mayor Boyle closed the public
hearing at 7:42pm.
4. Adjournment
Councilman Hogue made the motion to adjourn the meeting at 7:44pm. Motion was seconded by Councilman
Gibbs. For: All; Against:None. Motion carried 6 to 0.
