Minutes
1. Call to Order—Meeting was called to order by Mayor Boyle at 6:35 p.m.
2. Roll Call and Excused Absences—Council Present: Mayor Boyle, Councilwoman Schultes, Councilman Garrett,
Councilman Byrd, Councilman Gibbs, Councilman Russell, Councilman Hogue and Councilman Hicks; Staff
Present: City Manager Mr. Herrera, City Attorney Mr. Erkan, City Secretary Ms. Cimics, Finance Director Ms.
Miranda, IT Director Mr. McDaniel, Police Chief Hugghins, Public Works Director Mr. Fousse, Planning &
Engineering Director Mr.Klein, City Planner Ms. Gonzalez and ED Director Mr.Luft.
3. Invocation—Invocation was given by Councilman Russell.
4. Pledge of Allegiance—Boy Scout Steven Milo from Steele High School led all in attendance with the Pledge of
Allegiance.
5. Citizens to be Heard
This is the only time during the Council Meeting that a citizen can address the City Council. It is the opportunity
for visitors and guests to address the City Council on any issue to include agenda items. All visitors wishing to
speak must fill out the Sign-In Roster prior to the start of the meeting. City Council may not debate any non-
agenda issue, nor may any action be taken on any non-agenda issue at this time, however, City Council may
present any factual response to items brought up by citizens. (Attorney General Opinion — JC-0169) (Limit of
three minutes each.) All remarks shall be addressed to the Council as a body, and not to any individual member
thereof. Any person making personal, impertinent, or slanderous remarks while addressing the Council may be
requested to leave the meeting.
The following individuals signed up to speak: Kevin Raynor stated that the Police Memorial Ceremony was a
great event. He also thanked the Police and Fire employees for serving the community. Jason Wiederstein
thanked the city for using Facebook to get information out to citizens. He also stated that Cibolo Valley Drive
was in great need of repair. Cindy Spencer stated that she thought cities need to work together but she doesn't see
that when she attended a recent meeting in another city. She thanked the Police Department for a great Memorial

6. Public Hearing
A. The City of Cibolo City Council will hold a public hearing to hear public testimony regarding the rezoning of
Approximately five (5) acres located southwest of the intersection of Borgfeld Road and Dobie Blvd (Cibolo
Kingdom Hall, Lot 2) from the current zoning of Single-Family Residential (SF-1) to Community
Retail/Service(C-2).
City Planner Ms. Gonzalez briefed this item. Mayor Boyle opened the Public Hearing at 6:54 p.m. No one
wish to speak on the item. Councilwoman Schultes made the motion to continue this Public Hearing at the
City Council Meeting scheduled for June 26, 2018. Motion was seconded by Councilman Gibbs. For: All;
Against:None. Motion carried 7 to 0.

B. The City of Cibolo City Council will hold a public hearing to hear public testimony concerning an update to
the Future Land Use Map for approximately 17 acres consisting of three (3) separate tracts, being the
Stedman,Pundt and Marin properties, all located southwest of the intersection of FM 1103 and Green Valley
Road. The proposal would replace all three (3) tracts of Commercial designation along Green Valley Road
with Transitional Residential.
This item was pulled from the agenda and will be on the Planning&Zoning Agenda on June 13th and the City
Council Meeting on June 26th.
C. The City of Cibolo City Council will hold a public hearing to hear public testimony regarding the rezoning of
approximately 17 acres consisting of three(3) separate tracts,being the Stedman,Pundt and Marin properties,
all located southwest of the intersection of FM 1103 and Green Valley Road from the current zoning of
Single-Family Residential(SF-1)to Multi-Family Residential(MF-1).
Ms. Gonzalez the City Planner briefed council on this item. Mayor Boyle opened the Public Hearing at 7:01
p.m. The following individuals spoke during this Public Hearing: Mark Allen stated that people move to this
area because of the great school system. If we add apartments we add additional children causing
overcrowding at the schools. We would also be adding an additional 500 cars on an already busy
intersection.Marcus Mattingly spoke on school safety,traffic and the additional vehicles directly across from
an elementary school. David Rodriquez showed a power point presentation. He ask the question what is the
compelling benefit to the surrounding community? How specifically is the increased density change at this
particular spot in Cibolo beneficial and consistent with the Master Plan? Some of his objections were safety,
increased traffic congestion, increased burden on existing school system and increase burden on existing
Cibolo Emergency Services. No other individuals wish to speak on this item. Councilwoman Schultes made
the motion to continue this Public Hearing at the Council Meeting scheduled for June 26, 2018.
7. Presentation
A. Presentation of the Gary Kelly Award for 2017.
Mayor Boyle presented Eric Moraes with the Gary Kelly Award for 2017.
8. Executive Session
The City Council will meet in Executive Session as authorized by the Texas Gov't Code Section 551.071,
Consultation with Attorney:
A. Briefing and legal advice on the Texas Parkway Project.
Council convened into Executive Session at 7:27 p.m.
9. Open Session
Reconvene into Regular Session and take/or give direction or action, if necessary, on items discussed in
Executive Session.
Council re-convened into Open Session at 8:12 p.m. No action taken.
10. Consent Agenda—Consent Items (General Items)
(All items listed below are considered to be routine and non-controversial by the council and will be approved by
one motion. There will be no separate discussion of these items unless a Council member so requests, in which
case the item will be removed from the consent agenda and will be considered as part of the order of business.)
A. Approval of the minutes of the Regular City Council Meeting held on May 8,2018.
Councilman Hicks made the motion to approve the consent agenda. Motion was seconded by Councilman
Byrd. For: All;Against:None. Motion carried 7 to 0.

12. Discussion/Action
A. Discussion/Action on the removal, appointments and re-appointments to Planning and Zoning Commission,
Board of Adjustments Commission, Capital Improvement Program (CIP), Charter Review Committee,
Master Plan Committee, Youth Council and Cibolo Economic Development Corporation, Animal Advisory
Board and all other Committees, Commissions and Boards.
Councilwoman Schultes made the motion to re-appoint of Mr. Buell to the Economic Development
Corporation. Motion was seconded by Councilman Gibbs. For: All;Against:None. Motion carried 7 to 0.
Councilman Hogue made the motion to re-appoint Mr. Dufresne to the Planning & Zoning Commission.
Motion was seconded by Councilman Byrd. For: All;Against:None. Motion carried 7 to 0.
Councilman Gibbs made the motion to re-appoint Mr. Thies to the Economic Development Corporation.
Motion was seconded by Councilman Byrd. For: All;Against:None. Motion carried 7 to 0.
Councilman Hogue made the motion to re-appoint Mr. Hetzel to the Economic Development Corporation.
Motion was seconded by Councilman Hogue. For: All;Against:None. Motion carried 7 to 0.
B. Discussion/Action on placing the following bond measures and propositions on the November 6, 2018
general election.
1. Reauthorization of the City's Street Maintenance Tax.
2. Three propositions to be funded from the issuance of General Obligation Bonds.
a. City facilities expansion and public safety communication for Police/Fire.
b.Tolle Road—road and drainage improvements
c. Tolle Community Park Phase I and Miracle Field Ballfield.
Councilman Garrett made the motion to approve placing the following bond measures and propositions on the
November 6, 2018 general election. 1. Reauthorization of the City's Street Maintenance Tax. 2. Three
propositions to be funded from the issuance of General Obligation Bonds. A. City facilities expansion and
public safety communication for Police/Fire. B. Tolle Road — road and drainage improvements. C. Tolle
Community Park Phase I and Miracle Field Ballfield. Motion was seconded by Councilman Gibbs. For: All;

C. Discussion/Action regarding the Land Study of Roberts Tract Development, located within the City of
Cibolo's Extra-Territorial Jurisdiction on Green Valley Road and south of the Homestead Community.
Councilman Gibbs made the motion to deny the Land Study of Roberts Tract Development located within the
City of Cibolo's Extra-Territorial Jurisdiction on Green Valley Road and south of the Homestead
Community. Motion was seconded by Councilwoman Schultes. For: Council Members: Schultes, Garrett,
Gibbs,Russell,Hogue and Hicks; Against: Councilman Byrd. Motion carried for denial 6 to 1.
D. Discussion/Action authorizing the City Manager to execute a contract with Facility Solutions Group to
replace ten (10) existing lamp poles and nineteen (19) existing lighting fixtures in the City Hall parking area
for a fee of Fifty Eight Thousand, Seven Hundred, Ninety Eight Dollars and Seventeen Cents ($58,798.17)
and approving an ordinance for the sixth budget amendment of the 2018 fiscal year budget.

Councilman Hicks made the motion to approve authorizing the City Manager to execute a contract with

scheduling the time, date, and place of additional special meetings or workshops.
Council went over the calendar for May and June 2018.
13. Ordinance
A. Approval/Disapproval of an Ordinance of the City of Cibolo to rezone approximately 21 acres located
parallel to Dean Road, north of Saratoga Subdivision and east of Willow Bridge Subdivision, currently zoned
Low Density Single-Family Residential(SF-1)to Medium Density Single-family Residential(SF-2).
Council discussed item. No councilmember made a motion and Mayor Boyle went on to the next item for
lack of a motion.
14. Adjournment— Councilman Gibbs made the motion to adjourn the meeting at 10:17 p.m. Motion was seconded
by Councilman Byrd. For: All;Against:None. Motion carried 7 to 0.
