Minutes
(6:30 to 7:00) Citizens meet and greet with various City Departments and City Council.
1. Council/Staff Town Hall Meeting Called to Order—Mayor Boyle called the Town Hall Meeting to order
at 7:04 p.m.
2. Roll Call—Council Present: Mayor Boyle, Councilwoman Schultes, Councilman Garrett, Councilman
Byrd, Councilman Gibbs, and Council"man Russell; Council Absent: Councilman Hogue and Councilman
Hicks. Staff Present: City Manager Mr. Herrera, City Secretary Ms. Cimics,Finance Director Ms.
Miranda, IT Director Mr. McDaniel, EDC Director Mr. Luft, Public Works Director Mr. Fousse, Planning
and Engineering Director Mr. Klein, Fire Chief Niemietz, Police Chief Hugghins, City Planner Ms.
Gonzalez, HR Ms. Hetzel, EDC Ms. Lee and Administrative Assistant Ms. Rogers.
3. Welcome and Opening comments from Mayor Boyle—Mayor Boyle thank everyone for coming out this
evening. He talked a little about the Youth Program he is working on with the YMCA involving several
different sports groups. Mayor Boyle also mentioned that the City Council is working on setting up a new
committee that will hopefully preserve the history of Cibolo.
ALL QUESTIONS WILL BE ADDRESSED AFTER PRESENTATIONS ARE COMPLETED:
Presentation will be available on the City of Cibolo's website on April 18th.
4. Overview of the Growth of Cibolo from City Manager Mr. Herrera.
City Manager Mr. Herrera went over the growth of the City of Cibolo in the last ten years.
5. City Manager Mr. Herrera will go over the partnership with the YMCA to enhance Cibolo's Recreational
Programs which will include the description of the project and the positive impact the project will have on
Cibolo.
Mr. Herrera went over the partnership with the YMCA and the community center. Drawings were shown
so individuals will have some ideal what the facility will look like. Some of the amenities were discussed
like a computer library, basketball courts, kitchen and weight room.
6. Finance Director Ms. Miranda will cover the Street Maintenance Tax and why it is important to Cibolo.
Ms. Miranda the Finance Director went over the statistical data to include population and tax rate. She
also explained the Street Maintenance Tax that is up for reauthorization in November of this year. Ms.
Miranda explained the purpose of the tax and what the tax has been used for in the past.
7. Economic Development Director Mr. Luft will give an update on EDC activities in Cibolo.
Mr. Luft the Economic Development Director went over the increase in sales tax from 2007 to present. He
also went over the businesses that opened in Cibolo during the timeframe of January 2017 to April 2018.
Mr. Luft went over the active developments and some future developments for the City of Cibolo. Mr.
Luft talked about the 87,000 sq. ft. entertainment complex being built by Santikos on IH 35 and
Wiederstein Road.
8. Update on current and future Transportation Projects in Cibolo from Public Works Director Mr. Fousse
and Planning &Engineering Director Rudy Klein to include:
a. Wiederstein Road at Interstate 35. —Mr. Klein the Director of Planning &Engineering went over the
Wiederstein Road from Old Wiederstein Road to IH 35. This section of the roadway is currently
within the City of Schertz city limits and portions of the City of Cibolo right of way. This road
currently exceeds the existing design capacity resulting in significant traffic delays. Fasken Oil the
developer of the Cibolo Crossing is willing to reconstruct this roadway. This project would include a 2
lane road in each direction with a center turn land and medians, plus four new traffic control signals.
Cibolo is willing to provide a financial incentive to the developers to offset a portion of the cost of this
road improvement.
b. TxDOT Improvements to FM 1103 from IH 35 to Steele High School—This item was briefed by Mr.
Fousse the Public Works Director. This project includes 2 traveling lanes in each direction and center
turning lanes. Utility relocation should began soon. Project is scheduled by TxDOT to be bid in
October 2019 with a construction expect to be spring of 2020. This project is anticipating to be
completed 30 months after start date.
c. Proposed Improvements to FM 1103 at Main Street—This project was briefed by Mr. Fousse. The
project will increase FM 1103 from 3 lanes each direction to 5 lanes on the west side and 6 lanes on the
east side. Main Street northbound will increase from 3 to 4 lanes. New traffic signals will be installed.
The city is currently advertising for bids and construction is expected to start in summer of 2018. This
project should be completed in 10 to 12 months after start date.
9. Citizen Comments: This is the opportunity for City Council and Staff to hear citizen issues and provide
general policy and factual information on issues brought up by citizens. No action will be taken. Items
may be placed on a future agenda if appropriate.
The following individuals ask questions to council and staff: Judy Womack spoke on the Historic
Committee and how important it is for a city to preserve their history. Cindy Spencer spoke on the need
to have better lighting along the roads and sidewalks so walkers and runners could utilize the areas at any
time of the day or night and feel safe. Bryon McIntyre wanted to know when FM 1103 was being worked
on would there be in power outages. Mr. Fousse said that construction would cause no power outages.
Glenn Weber wanted to know if something could be done at the intersection of Borgfeld Road and Dietz
Road. Mr. Fousse stated that a Traffic Study had been done on that intersection and the markings and
lights are designed for the best traffic flow. There were four questions that were written out and Mayor
Boyle read those so council and staff could reply to them. Will Cibolo build a library? Mr. Herrera did
respond to this question that at the Community Center(YMCA)there will be a computer library with the
ability to have a few books. Second question was about parking on both sides of a residential street. Mr.
Klein stated that currently in some residential areas the street is wide enough for parking on both sides and
still room for an emergency vehicle to get down the street. The next question was outside of transportation
what is the greatest issue or concern for the council. Mayor Boyle stated he felt it was drainage issue.
Councilman Russell also stated drainage but also water for the future. Councilwoman Schultes said
recruiting appropriate businesses into the city and having those businesses in the appropriate area.
10. Adjournment—Mayor Boyle adjourned the Town Hall Meeting at 8:15 p.m.
