MINUTES
1. Call to Order—Mayor Dunn called the meeting to order at 6:30pm
2. Roll Call and Excused Absences — Council Present: Mayor Dunn, Councilwoman Schultes, Councilman
Garrett, Councilman Byrd, Councilman Russell, Councilman Hogue and Councilman Weber; Council
Absence: Councilman Gibbs. Councilman Byrd made the motion to excuse the absence of Councilman
Gibbs. Motion was seconded by Councilman Weber. For: All; Against:None. Motion carried 6 to 0. Staff
Present: City Manager Herrera, City Attorney Erkan, City Secretary Cimics, Finance Director Miranda, IT
Director McDaniel, EDC Director Luft, Planning& Engineering Director Klein, Fire Chief Niemietz, Police
Lt. Huggins and Public Works Director Fousse.
3. Invocation—Councilman Russell gave the Invocation.
4. Pledge of Allegiance—The American Heritage Girls led the Pledge of Allegiance.
5. Citizens to be Heard
This is the only time during the Council Meeting that a citizen can address the City Council. It is the
opportunity for visitors and guests to address the City Council on any issue to include agenda items. All
visitors wishing to speak must fill out the Sign-In Roster prior to the start of the meeting. City Council may
not debate any non-agenda issue, nor may any action be taken on any non-agenda issue at this time,
however, City Council may present any factual response to items brought up by citizens.
Deana Hunt from Main Street spoke to council on the rezoning. She stated that she had spent a lot of money
re-conditioning her house and she did not want houses right behind her. Ms. Hunt stated that there are only
four homes on the street that do not have an easement behind their lot and she wanted to know why. Maggie
Titterington from the Chamber went over upcoming Chamber Events. She also presented the city with a
2017 Balloon Fest Poster signed by all the balloon participates. Maggie also thanked Mayor Dunn and
Councilman Weber for serving the City of Cibolo the past two years. Malcolm McGlothlin spoke on the re-
zoning of the Gilbert Tract. He stated that re-zoning authorizing 925 more homes would cause additional
flooding and drainage issues for those living on Tolle Road and Country Lane.
6. Public Hearing
A. The City of Cibolo City Council will hold a public hearing to hear public testimony regarding a proposal
to amend the City's Zoning regulations to include a new definition of Fitness Studio/Health Spa to
Article 13 of the Unified Development Code and to allow Fitness Studio/Health Spa in a Neighborhood
Commercial District"C-1"Districts with a Conditional Use Permit("CUP").
Mr. Klein the Planning and Engineering Director briefed this item to the City Council. Mayor Dunn
opened the Public Hearing at 6:54pm. No citizens wish to speak and Mayor Dunn closed the Public
Hearing at 6:55pm.

B. The City of Cibolo City Council will hold a public hearing to hear public testimony regarding the
rezoning of the property assigned the physical address 113 Rodeo Way, Suite No. 116, Cibolo, Texas,
from Neighborhood Commercial District "C-1" to Neighborhood Commercial District "C-1" with a
Conditional Use Permit for a Fitness Studio use.
Planning and Engineering Director Mr. Klein briefed this item to City Council. Mayor Dunn opened the
Public Hearing at 6:56pm. No one wish to speak and Mayor Dunn closed the Public Hearing at 6:57pm.
C. The City of Cibolo City Council will hold a public hearing to hear public testimony regarding the
rezoning of 411 acres of real property lines of Town Creek Subdivision and Steele High School.
Properties are currently zoned Old Town/Town Center(C-2) and Mixed Density Residential (SF-3),with
the Town Center Mixed Use Overlay. The proposed rezoning is for a Planned Unit Development(PUD),
to allow for a mix of residential densities and uses.
Mr. Klein briefed the item to City Council. Mr. Cude from Cude Engineering and Ms. Ostrander from
DR Horton also gave a power point presentation to council on this projected rezoning. Council had the
opportunity to ask questions to staff and the applicant. Mayor Dunn opened the Public Hearing at
7:16pm. Sandra Watkins who lives on Tolle Road felt that this rezoning would cause her a huge liability
issue with residential backed up to her property line where she has livestock. Ms. Watkins also was
concerned about flooding, drainage and Tolle Road becoming worse than it already is. Stosh Boyle
stated that his family has owned land in this area since 1998. Tolle Road has been on the Capital
Improvement Program List for several years. Tolle Road floods and drainage and street is terrible.
Ashley Zimmerman spoke and stated that she would prefer the land stay commercial. We need the
commercial development to help with taxes in the City. Katie Cunningham stated that she was on the
Master Plan Committee and understood the need for different types of housing. She did not feel
changing the zoning from commercial to residential was a good thing. The city is always wanting
additional commercial to help take the burden of taxes from the citizens. Malcolm McGlothlin stated
that he also preferred commercial over residential as Cibolo cannot grow just on rooftops. Mayor Dunn
closed the Public Hearing at 7:40pm.
7. Presentation
A. Presentation of plaques/certificates to all Cibolofest 2017 sponsors.
Plaques and certificates were given to the following for their support of Cibolofest 2017:
Steele High School ROTC,Blanton Development, Embrace Orthodontics, Coursen,Koehler Engineering
Services,Alligator Dental, Cibolo Animal Hospital,Fasten Oil and Ranch and Santiago Entertainment.
B. Presentation of the Employee of the Quarter for July thru September 2017.
Alyssa Church Cibolo's GIS Technician was awarded the Employee of the Quarter for July thru
September 2017.
8. Consent Agenda—Consent Items (General Items)
(All items listed below are considered to be routine and non-controversial by the council and will be
approved by one motion. There will be no separate discussion of these items unless a Council member so
requests, in which case the item will be removed from the consent agenda and will be considered as part of
the order of business.)
A. Approval of the minutes of the Regular City Council Meeting held on October 24, 2017.
Councilman Garrett made the motion to approve the consent agenda. Motion was seconded by
Councilwoman Schultes. For: All; Against:None. Motion carried 6 to 0.

F. Administration — Leigh Ann Rogers gave a report on Cibolo placing as one the best places for young
people to live in 2017. Cibolo also placed 25th as one of the safest places to live in 2017.
10. Discussion/Action
A. Discussion/Action on the removal, appointments and re-appointments to Planning and Zoning
Commission, Board of Adjustments Commission, Capital Improvement Program (CIP), Charter Review
Committee, Master Plan Committee, Youth Council and Cibolo Economic Development Corporation,
Animal Advisory Board and all other Committees, Commissions and Boards.
No action taken.
B. Receive/Discuss a status report from Public Werks Inc. concerning the proposed Cibolo Parkway and
Toll Road Project and consider setting a date and time for a second public meeting.
Mr. Crew and Mr. Young gave City Council an update on the proposed Cibolo Parkway and Toll Road
Project. Mr. Young went over the three phases to include: Traffic/Revenue, Design & Design
Development and Environmental Concerns. Public Werks, Inc. would like to have their next Public
Meeting after they receive their Traffic/Revenue numbers which will be sometime near the end of the
year. They are looking at a meeting in January 2018.
C. Receive a final report from the Communication/Technology Advisory Committee and action on the
continuation of the committee.
Mr. Frank Chairman of the Community/Technology Advisory Committee went over the committee's
final report with council.
D. Discussion and direction on holding City Council Town Hall Meetings.
Mr. McDaniel the IT Director gave a report to council on the cost of holding City Council Town Hall
Meetings.
E. Discussion/Action on the review and confirmation of all upcoming special meetings and workshops and
scheduling the time, date, and place of additional special meetings or workshops.
Council went over the calendars for November and December 2017.
11. Resolutions
A. Approval/Disapproval of a resolution by the City Council of the City of Cibolo to cast votes to elect Directors
for the Guadalupe Appraisal District for 2018-2019 term.
Councilwoman Schultes made the motion to approve the resolution by the City Council of the City of Cibolo
to cast votes to elect Directors for the Guadalupe Appraisal District for 2018-2019 term and to cast all 186
Cibolo votes to John C. Correu. Motion was seconded by Councilman Hogue,For: Council Members:
Schultes, Garrett,Russell,Hogue and Weber;Against: Council Member Byrd. Motion carried 5 to 1.

12. Ordinance
A. Approval/Disapproval of an ordinance by the City Council of Cibolo, Texas requiring appointees to Boards,
Commissions and Committees to take an oath of office.
Councilman Weber made the motion to approve the ordinance by the City Council of Cibolo, Texas
requiring appointees to Boards, Commissions and Committees to take an oath of office. Motion was
seconded by Councilman Byrd.For: All;Against: None. Motion carried 6 to 0.
