Minutes 1. Call to Order—Mayor Dunn stated prior to opening the meeting that they would conduct the Council Workshop prior to the Special Council Meeting. Mayor Dunn called the Workshop to order at 3:00 pm. 2. Roll Call—Council Present: Mayor Dunn, Council Members: Schultes, Byrd, Gibbs, Russell, Hogue and Weber; Council Absent: Councilman Garrett; Staff Present: City Manager Mr. Herrera, City Secretary Ms. Cimics, Finance Director Ms. Miranda, Fire Chief Niemietz, Police Chief Cox, Public Works Director Mr. Fousse, Planning & Engineering Director Mr. Klein, IT Director Mr. McDaniel, ED Director Mr. Luft, HR Ms. Hetzel, City Planner Ms. Gonzalez, Police Lt Kotzur, Police Lt. Huggins, Assistant Public Works Mr. Dee and Admin. Assistant Ms. Rogers. 3. Discussion A. Discussion and direction to staff regarding the FY 2017-2018 Budget to include city services, priorities and capital improvements. Council went over the General Fund and Debt Service Fund. Departmental Budget to include City Councils Budget, City Manager, City Secretary, Public Works, IT, Police, Fire, Planning & Engineering, and EDC were briefed by the Department Directors and council had an opportunity to ask questions. City Manager and Finance Director answered questions on the Debt Service Fund. Council took a short break at 5:30 pm and resumed the Workshop at 5:50 pm. Council continued to discuss the General Fund. 4. Adjournment of the Budget Workshop Mayor Dunn adjourned the Workshop at 6:05 pm. 5. Call the Special City Council to Order and take roll call Mayor Dunn called the Special City Council Meeting to order at 6:06 pm. All Council Members were present with the exception of Councilman Garrett. 6. Discussion A. Discussion/Action on proposed tax rate: take record vote and schedule public hearing if the proposed budget exceeds the lesser of the effective tax rate or the rollback rate. 1 Council received a briefing from staff on the tax rate. Council discussed this item prior to taking a recorded vote. Councilman Byrd made the motion that the highest tax rate City Council will set the tax rate will be .4474 and that the City Manager will find $100,000 in the budget for a 1 '/2% cost of living allowance for employees and that the City Manager will come back to City Council in September with information on a ACM/Public Relations person or a PR Firm for the Council consideration. Motion was seconded by Councilman Weber. Councilwoman Schultes — Yes, Councilman Byrd — Yes, Councilman Gibbs — Yes, Councilman Russell—Yes, Councilman Hogue—Yes, and Councilman Weber—Yes. Motion carried 6 to 0. Mayor Dunn stated that the Public Hearing dates will be August 22 and September 5 at 6:30 pm at City Hall, 200 S. Main Street. 7. Adjournment: Councilman Weber made the motion to adjourn the Special Council Meeting at 6:34 pm. Motion was seconded by Councilwoman Schultes. For: All;Against:None. Motion carried 7 to 0.
