Minutes
1. Call to Order—Meeting was called to order by Mayor Dunn at 6:31 pm.
2. Roll Call and Excused Absences— Council Present: Mayor Dunn, Councilwoman Schultes, Councilman Garrett,
Councilman Byrd, Councilman Gibbs, Councilman Russell, Councilman Hogue and Councilman Weber; Staff
Present: City Manager Mr.Herrera, City Attorney Mr. Erkan, City Secretary Ms. Cimics,EDC Director Mr.Luft,
Finance Director Ms. Miranda, Fire Chief Niemietz, Police Chief Cox, Planning & Engineering Director Mr.
Klein,Public Works Director Mr.Fousse, City Planner Ms. Gonzalez and Assistant City Secretary Ms.Valdez.
3. Invocation—Invocation was given by Councilman Russell.
4. Pledge of Allegiance—All in attendance recited the Pledge of Allegiance.
5. Proclamation
A. Proclamation for Steven Johnson Syndrome (SJS)
Mayor Dunn presented a Proclamation for Steven John Syndrome(SJS)to Ms.
6. Public Hearing
A. The City of Cibolo City Council will hold a public hearing to hear public testimony concerning the proposed
annexation of properties located in the City of Cibolo's Extraterritorial Jurisdiction (ETJ) as described
below:
• All properties located in the City of Cibolo's ETJ generally located at 521 Weil Road and containing 6+
acres.
• All properties located in the City of Cibolo's ETJ generally located south of Lower Seguin Road and
west of Haeckerville Road and containing 136±acres.
• All properties located in the City of Cibolo's ETJ generally located south of Lower Seguin Road and
east of Haeckerville Road and containing 609±acres.
• All properties located in the City of Cibolo's ETJ generally located south of IH-10 and containing 122±
acres.
Mayor Dunn opened the Public Hearing at 6:46pm. The following individuals spoke: Mr. Ronald
McDougall stated that he is retired and would like to have an extension of his agreement. Mr. Robert
Robertson stated that he lived on Lower Seguin Road and he also would like to see about receiving an
extension of his annexation agreement. Mr. Rudy Garza with Apache Disposal stated that this land was
agricultural and he would like an extension. Mr. Tom White stated that he saw no benefit of being annexed
into the City of Cibolo. Mayor Dunn closed the Public Hearing at 6:52pm.

B. The City of Cibolo City Council will hold a public hearing to hear public testimony concerning the
assignment of permanent zoning for properties annexed into Cibolo in 2017,properties described below:
• Parcel to be considered is located at 521 Weil Road and is proposed to be zoned Planned Unit
Development(PUD).
Mayor Dunn opened the Public Hearing at 6:58pm. No citizens wish to speak and Mayor Dunn closed
the Public Hearing at 6:59pm.
• Parcel to be considered is located at 691 Lower Valley Lane and is proposed to be zoned Low Density
Residential(SF-1).
Mayor Dunn opened the Public Hearing at 7:01pm. No one spoke on this issue and Mayor Dunn closed
the Public Hearing at 7:02pm.
7. Citizens to be Heard
This is the only time during the Council Meeting that a citizen can address the City Council. It is the opportunity
for visitors and guests to address the City Council on any issue to include agenda items. All visitors wishing to
speak must fill out the Sign-In Roster prior to the start of the meeting. City Council may not debate any non-
agenda issue, nor may any action be taken on any non-agenda issue at this time, however, City Council may
present any factual response to items brought up by citizens.
The following individuals signed up to speak at Citizens to be Heard: Karina Hill thank the council for keeping
the public informed. Cynthia Spencer stated that she felt bad about how a citizen spoke to a councilmember at the
last meeting. She stated that she placed information on neighborhood app and said if you care about the city you
need to come to council meetings. Ms. Spencer said that it went to over 8,800 people, 19 said thank you, 1 said
they might come to a meeting and one said they thought she was being negative. Both Paul and Carol Buell
spoke in favor of the toll road. JC Dufresne stated that he opposes toll but he said you have to ask yourself a
couple questions— 1. Does the city need a bridge over FM 78 and 2:How do you pay for it? City can't pay for it
without raising taxes. TXDOT has already told us they can't fund the project. Lisa Jackson stated that this
project was talked about when she was Mayor and we needed the road then. Dick Hetzel stated that JC stated it
correct. We may not like a toll road but this was talked about way back in 2008 and this seems like the only way
to be able to afford it. Tim Woliver also stated the JC had good words. Rebecca Schultes talked about the need
for apartments for young people in the City of Cibolo. Jamie Mathis stated that he hoped that the City would
make sure that the Alcohol Ordinance gets to the citizens in a simple language so they will understand what they
are voting for in November. Melvin Hicks stated that he has ask several times what was going on with the Old
School Building and he has yet to receive an answer. He also wanted to know why nothing is being done with the
junk yard on Loop 539.
8. Presentation
A. Presentation of five year service award to Lisa Gonzalez.
City Manager Mr. Herrera presented a five year service award to Lisa Gonzalez.
B. Presentation/Discussion/Update from John Crew with the Cibolo Turnpike Corporation concerning Phase lof
the study efforts associated with the Cibolo Parkway Project.
Mr. John Crew with the Cibolo Turnpike Corporation gave an update on Phase 1 of the study efforts
associated with the Cibolo Parkway Project.
9. Consent Agenda—Consent Items (General Items)
(All items listed below are considered to be routine and non-controversial by the council and will be approved by
one motion. There will be no separate discussion of these items unless a Council member so requests, in which
case the item will be removed from the consent agenda and will be considered as part of the order of business.)

A. Approval of the minutes of the Regular City Council Meeting held on July 25, 2017.
Councilman Garrett made the motion to approve the consent agenda. Motion was seconded by Councilman
Gibbs. For: All;Against:None. Motion carried 7 to 0.

Tonya Fullenwider, Senior Court Clerk gave a presentation on the Court Department for July 2017.
11. Discussion/Action
A. Discussion/Action on the removal, appointments and re-appointments to Planning and Zoning Commission,
Board of Adjustments Commission, Capital Improvement Program (CII'), Charter Review Committee,
Master Plan Committee, Youth Council and Cibolo Economic Development Corporation, Animal Advisory
Board and all other Committees, Commissions and Boards.
Councilwoman Schultes made the motion to appoint Angela Dodd and Tim Woliver to the Parks and
Community Events Committee. Motion was seconded by Councilman Russell. For: All; Against: None.
Motion carried 7 to 0.
B. Discussion/Action on approving a contract for Election Services between Guadalupe County and the City of
Cibolo for an election to be held on November 7, 2017.
Councilman Weber made the motion to approve a contract for Election Services between Guadalupe County
and the City of Cibolo for an election to be held on November 7, 2017. Motion was seconded by Councilman
Gibbs. For: All;Against:None. Motion carried 7 to 0.
C. Discussion/Action on approving a Joint Agreement between the City of Cibolo, City of Schertz, City of
Seguin, Schertz-Cibolo-Universal City Independent School District, Green Valley Special Utility District,
Cibolo Creek Municipal Authority, Guadalupe County Groundwater Conservation District, Crystal Clear
Special Utility District, City of New Berlin, City of Kingsbury,the City of Staples and Guadalupe County.
Councilman Hogue made the motion to approve the Joint Agreement between the City of Cibolo, City of
Schertz, City of Seguin, Schertz-Cibolo-Universal City Independent School District, Green Valley Special
Utility District, Cibolo Creek Municipal Authority, Guadalupe County Groundwater Conservation District,
Crystal Clear Special Utility District, City of New Berlin, City of Kingsbury, the City of Staples and
Guadalupe County.
D. Discussion and update by Mr.Fousse,Public Works Director, on all Capital Project in the City of Cibolo.
Director of Public Works Mr.Tim Fousse gave an update on all Capital Projects. No action was taken.
E. Discussion/Action to authorize the City Manager to execute a contract in the amount of Seventy Three
Thousand, Two Hundred Fifty Four Dollars and Forty Five Cents ($73,254.45) to Facility Solutions Group,
San Antonio, Texas to install a "white light" LED lighting system at the Site 3 elevated storage tank and
authorizing city staff to complete a budget adjustment to fund this project.

Councilman Gibbs made the motion not to light the tower and to use the money to retire debt. Motion was
seconded by Councilman Byrd. For: Councilman Gibbs and Byrd; Against: Council Members: Schultes,
Garrett,Russell,Hogue and Weber. Motion was disapproved with a vote of 2 to 5.
Councilman Hogue made the motion to authorize the City Manager to execute a contract in the amount of

Public Hearing on the Budget.
Councilwoman Schultes made the motion to set the date of September 5, 2017 as a Special Meeting for a
Public Hearing on the Budget. Motion was seconded by Councilman Gibbs. For: All; Against: None.
Motion carried 7 to 0.
G. Discussion/Action on the Tax Rate and setting the date and time for the Public Hearing on the Tax Rate.
Motion was made by Councilman Gibbs to set the dates of August 22 and September 5, 2017 for a Public
Hearing on the Tax Rate. Motion was seconded by Councilman Weber. For: All; Against: None. Motion
carried 7 to 0.
H. Discussion/Action on the review and confirmation of all upcoming special meetings and workshops and
scheduling the time, date, and place of additional special meetings or workshops.
Council went over the calendars for July and August 2017.
12. Ordinance
A. Approval/Disapproval of an ordinance ordering a Municipal Election to be held on Tuesday, November 7,
2017 for the purpose of the election of Mayor, Councilmember District 2, Councilmember District 3 and
Councilmember District 7.
Councilman Byrd made the motion to approve the ordinance ordering a Municipal Election to be held on
Tuesday, November 7, 2017 for the purpose of the election of Mayor, Councilmember District 2,
Councilmember District 3 and Councilmember District 7. Motion was seconded by Councilman Weber. For
All: Against:None. Motion carried 7 to 0.
B. Approval/Disapproval of an ordinance ordering a Special Election to be held on Tuesday,November 7, 2017
for the purpose of amending the prohibition against the sale of alcoholic beverages near churches and public
and private schools by allowing City Council, after a public hearing, to consider variances thereto, if
approved.
Councilman Weber made the motion to approve the ordinance ordering a Special Election to be held on
