Minutes
1. Call to Order—Meeting was called to order by Mayor Pro-tern Russell at 6:30pm.
2. Roll Call and Excused Absences—Members Present: Councilwoman Schultes, Councilman Garrett, Councilman
Gibbs, Mayor Pro-tem Russell, Councilman Hogue and Councilman Weber; Members Absent: Mayor Dunn and
Councilwoman Gebhardt. Councilman Hogue made a motion to excuse the absence of Mayor Dunn. Motion was
seconded by Councilman Weber. For: All; Against:None. Motion carried 6 to 0. Mayor Pro-tern Russell stated
that Councilwoman Gebhardt did send a letter stating that she would be moving out of Cibolo in the next three
weeks and was resigning her seat on council. Council will address this issue at the next meeting.
3. Invocation—Invocation was given by Mayor Pro-tem Russell.
4. Pledge of Allegiance—All in attendance recited the Pledge of Allegiance.
5. Citizens to be Heard—
This is the only time during the Council Meeting that a citizen can address the City Council. It is the opportunity
for visitors and guests to address the City Council on any issue to include agenda items. All visitors wishing to
speak must fill out the Sign-In Roster prior to the start of the meeting. City Council may not debate any non-
agenda issue, nor may any action be taken on any non-agenda issue at this time, however, City Council may
present any factual response to items brought up by citizens.
The following individuals signed up to be heard:
Tom Pfeffer spoke and would like old town to stay old town. Gina Meegan stated she liked the old town feel and
would like it to stay that was and felt new businesses would detract from that. Craig Colean stated that old town
is an amazing place and we need to keep the old fashion charm and preserve what we have. George Twist signup
but did not speak. Melvin Hicks stated he was pleased to see so many people at the meeting. Thanked council
for the benches that were placed in the circle out front. He was in favor of the toll road and will help the future of
Cibolo. Nick Marquez spoke on needing more parking in old town and needing parking at the railroad site. He
also spoke on the city doing something with abandoned and dilapidated buildings in old town. Jerry Wilhite
stated everyone needs to respect the pioneers of Cibolo. Cassie Kearns thanked council for their time and service.
She also stated we needed to something with the beautification of downtown. Jayme Mathis also thanked council
and city staff. He also spoke on having a special committee of business owners that would have oversite of
certain things in the downtown area.

6. Public Hearing
A. The City of Cibolo City Council will hold a public hearing to hear public testimony regarding the rezoning of
311 acres of real property, known as the Gilbert Tract, located east of N. Main St., north lof FM 78, abutting
the southern property lines of Town Creek Subdivision and Steele High School, from the Mixed Use Old
Town/Town Center District(C-2)to Planned Unit Development(PUD),to enable a mix of residential densities
and commercial.
Ms. Gonzalez from the Planning Department gave a presentation to council. Mayor Pro-tem Russell opened
the Public Hearing at 7:20pm. Steve Lugen spoke against the rezoning. He does not want a subdivision
backing up to his property. Laura Conner is against the rezoning due to traffic and safety concerns. Jessica
Kelly was also against the rezoning did not want multi-family. She was also concern with drainage and traffic
issues. Katie Cunningham stated she was not opposed to apartments but the timeframe was not good. Rudy
Hernandez stated that roads and drainage needed to be fix before we build any more houses. Betsy Sassman
want to know if they could receive a new map on this development. Mary Cook stated that more house we
have more runoff. We need to look at maintenance of existing infrastructure. Mary Williams stated she had a
hard time making sense of the map. Tony Catalano stated he would like to see more multi-family in the
downtown area but we need to work on drainage. Paul Buell stated he was in favor of multi-family. Verna
Crawford was opposed to any change. She did not want the noise was concern about increase crime, safety
and drainage. George Twist was concerned about drainage and flooding with more home being built. At 8:14
pm Councilwoman Schultes made the motion to continue this Public Hearing until the Council Meeting
scheduled for April 25, 2017. Motion was seconded by Councilman Weber. For: All;Against:None. Motion
carried 6 to 0.
B. The City of Cibolo City Council will hold a public hearing to hear public testimony regarding the assignment
of permanent zoning to properties annexed into Cibolo in 2016 & 2017, generally located south of FM 78 on
Haeckerville Road and along Green Valley Road west of FM 1103. Properties to be considered are proposed
to be zoned Agricultural Homestead (AG), Rural Residential (SF-1), Medium Density Residential (SF-2),
Multi-Family Residential (MF-2),Neighborhood Commercial (C-1), Retail/Office (C-3), Mixed Use Regional
Employment(MURE)and Public Facilities(PF).
Mayor Pro-tern Russell open the Public Hearing at 8:15 pm. Ms. Lisa Gonzalez the City Planner gave a
presentation to the City Council. Cassie Kearns wanted to find out where she could see a map with the
changes Ms. Gonzalez talked about. Map was put on screen and was available in packet on web site. Mayor
Pro-tern Russell closed the Public Hearing at 8:23 pm.
7. Presentations
A. Presentation of the Employee Quarter Award and the Police Life Saving Award to Officer Elias De Los Santos
City Manager Mr. Herrera presented Officer Elias De Los Santos with the Employee of the Quarter Award.
Officer De Los Santos also received the Police Department Life Saving Award.
B. Presentation of a Proclamation for National Autism Awareness Month.
Mayor Pro Tern read a Proclamation for National Autism Awareness Month. J.R. Sieffert a 16 year old
sophomore from Steele High School who has autism gave a wonderful speech on autism awareness.
C. Presentation of a Proclamation for National Crime Victim's Rights Week—April 2 to April 8, 2017.
A Proclamation for National Crime Victim's Rights Week was read and presented by Mayor Pro-tern Russell.

D. Presentation of certificates to 2017 Miss Cibolo Scholarship contestants.
Mayor Pro-tem Russell and Councilwoman Schultes presented certificates to all the 2017 Miss Cibolo
Scholarship contestants.
E. Presentation, discussion and acceptance of the 2016 City of Cibolo audit for the fiscal year ending September
30,2016.
Presentation of the FY 2016 Audit from Deborah Fraser from the audit firm of Armstrong, Vaughan &
Associates. Councilman Hogue made the motion to approve the FY 2016 audit as presented. Motion was
seconded by Councilman Weber.For: All;Against:None. Motion carried 6 to 0.
Council took a short break at this time 8:33pm.
Council reconvened in regular session at 8:45pm.
8. Consent Agenda—Consent Items (General Items)
(All items listed below are considered to be routine and non-controversial by the council and will be approved by
one motion. There will be no separate discussion of these items unless a Council member so requests,in which
case the item will be removed from the consent agenda and will be considered as part of the order of business.)
A. Approval of the minutes of the Regular City Council Meeting held on March 14,2017.
Councilman Garrett made the motion to approve the consent agenda. Motion was seconded by
Councilwoman Schultes. For: All;Against:None. Motion carried 6 to 0.

Mr. Kris McDaniel, Interim IT Director gave a report to Council on projects that-he has been working on and
the number of individual's utilizing the web site.
10. Resolution
A. Approval/Disapproval of a resolution creating a Communications and Technology Advisory Committee that
will act as an advisory group to the City Council on recommending methods for effectively dispersing
information to the community.
Councilman Garrett made the motion to approve the resolution creating a Communications and Technology
Advisory Committee that will act as an advisory group to the City Council on recommending methods for
effectively dispersing information to the community with the correction that the membership would be fifteen
(15) members not ten (10)members. Motion was seconded by Councilman Gibbs. For: All; Against: None.
Motion carried 6 to 0.

11. Discussion/Action
A. Discussion/Action on the removal, appointments and re-appointments to Planning and Zoning Commission,
Board of Adjustments Commission, Capital Improvement Program (CIP), Charter Review Committee,
Master Plan Committee, Youth Council and Cibolo Economic Development Corporation, Animal Advisory
Board and all other Committees, Commissions and Boards.
Councilman Gibbs made the motion to place Katie Cunningham, Carole Herr, Ashley Zimmermann, Scott
D'Amico and Joshua Hatfield to the Communication/Technology Advisor Committee. Motion was seconded
by Councilwoman Schultes. For:All;Against:None. Motion carried 6 to 0.
B. Discussion of the criteria for the Old Town Overlay district.
Director of Planning and Community Development Mr. Klein along with City Planner Ms. Gonzalez went
over the Old Town Overlay district as it is presently in the Unified Development Code (UDC). Both Mr.
Klein and Ms. Gonzalez were able to answer all questions and no action was required at this time.
C. Discussion/Presentation on the Police Department Annual Report and Racial Profiling Report for 2016.
Chief Cox gave a council a presentation on the 2016 Cibolo Police Department Annual Report and 2016
Racial Profiling Report. Outstanding presentation and council had the opportunity to have questions
answered.
D. Discussion/Action on the review and confirmation of all upcoming special meetings and workshops and
scheduling the time, date, and place of additional special meetings or workshops.
Council sent over the calendars for April and May 2016.
11. Adjournment
Councilman Gibbs made the motion to adjourn the meeting at 10:01pm. Motion was seconded by
Councilman Weber. For: All;Against:None. Motion carried 6 to 0.
