Call to Order—Mayor Hartman called the meeting to order at 6:02 P.M. 2. Roll Call Mayor Hartman Councilman Pedde Councilman Troncoso—absent Councilman Castro Councilwoman Hale Councilman Carlton Councilman Liparoto Councilman Hicks—absent Staff: Interim City Manager Chief Cox, City Secretary Peggy Cimics,Finance Director Anna Marquez,Fire Chief Roger Niemietz,Community Development Services Robert Stricker and Public Works/Utilities Bill Dee 3. Invocation—Invocation was given by Councilman Castro. 4. Pledge of Alle ig ance—All in attendance recited the Pledge of Allegiance. 5. Citizens to be Heard This is the opportunity for visitors and guests to address the City Council on any issue. City Council may not debate any non-agenda issue,nor may any action be taken on any non-agenda issue at this time,however, City Council may present any factual response to items brought up by citizens. No citizens signed up to be heard. 6. Public Hearing A. City of Cibolo will hold a Public Hearing regarding the proposed tax rate for FY 2011/2012. Mayor Hartman opened the Public Hearing at 6:03 P.M. No citizens wish to speak on the proposed tax rate for FY 2011/2012. Mayor Hartman closed the Public Hearing at 6:04 P.M. 7. Discussion/Action A. Discussion/Action and Presentation from the City Manager to Council on the final budget and accompanying budget message for the 2011/2012 fiscal year budget. 1 Chief Cox presented the City Manager's Message along with the proposed 2011/2012 budget and Capital Improvement Plan to Council. Chief Cox's indicated to council that the two changes from the previous budget were the part time position in Aminal Control that was scheduled for 22 hours a week is now budgeted at 30 hours a week still making it a part-time position. The second change was in water/utility where $500,000 was allocated for the Cibolo Valley Local Government Corporation initial setup cost and expenses. Chief Cox also stated that the CIP had been updated to indicate those items on the CIP that had been completed. Councilman Liparoto asked how much it would cost to put the part-time Animal Control to a full-time position. Chief Cox indicated that the cost would be approximately$29,000 and that included all benefits. B. Discussion/Action on setting the date,time and place for a public hearing on the FY 2011/2012 Budget. The date and time of September 13, 2011 at 7:00 p.m. was set for a Public Hearing on the FY 2011/2012 budget. 8. Adjournment: Councilman Liparoto moved to adjourn the meeting at 6:12 P.M.
