RESOLUTION NO. 1457
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CIBOLO, TEXAS, AUTHORIZING STAFF TO REQUEST
THAT THE SAN ANTONIO-BEXAR COUNTY METROPOLITAN PLANNING ORGANIZATION NOT OPPOSE THE
CREATION OF THE GUADA-COMA METROPOLITAN PLANNING ORGANIZATION ENCOMPASSING MULTIPLE
CITIES WITHIN COMAL AND GUADALUPE COUNTIES
WHEREAS, in 1962, the United States Congress passed legislation that required the formation of an MPO for any
urbanized area (UZA) with a population greater than 50,000 to funnel funding for transportation projects and programs,
and
WHEREAS, this federal funding is to be spent in a manner that has a basis in metropolitan region-wide plans
developed through intergovernmental collaboration, rational analysis, and consensus-based decision making, and
WHEREAS, the City of New Braunfels has been experiencing growth at a rate of 5 to 6% annually since 2000,
and
WHEREAS, the population of the City of New Braunfels has expanded to 57,740 as of 2010 census, and
WHEREAS, the Census Bureau determined that the City of New Braunfels was part of the San Antonio urbanized
area and therefore, the City will request the designation of a second MPO called the Guada-Coma MPO in addition to the
San Antonio-Bexar County MPO, and
WHEREAS, the City of Cibolo City along with the City of New Braunfels and the City of Seguin, Comal County,
Guadalupe County and various other cities within these two counties would request that the San Antonio- Bexar County
MPO not oppose the creation of a second MPO within the urbanized area.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF CIBOLO, TEXAS:
That the City of Cibolo requests that the San Antonio-Bexar County MPO not oppose the designation of the Guada-Coma
Metropolitan Planning Organization to serve the community's of Cibolo, New Braunfels, Seguin, Guadalupe and Comal
County transportation needs within this region.
