RESOLUTION # 1454
Whereas,the City of Cibolo is vulnerable to multiple natural hazards, in order to reduce
the effects of these hazards, counties and municipalities are strongly encourages to
develop or participate in a local hazard mitigation plan; and,
Whereas, the City of Cibolo desires to prepare and mitigate for such hazards and seeks to
promote the public health, and general welfare of the jurisdiction and the safe, orderly,
and healthful development of the jurisdiction. To that end, the City of Cibolo worked
with the Alamo Area Council of Governments and other participating jurisdictions to
develop a hazard mitigation plan; and,
Whereas,the Disaster Mitigation Act of 2000 (DMA2K)requires that applicants for
FEMA mitigation grant funding have a FEMA-approved mitigation plan. The plan
requires a description of the hazards that can affect the community, an assessment of the
community's risks from and vulnerability to those hazards, and a description of actions or
projects that the community desires to undertake to mitigate their vulnerability.
Mitigation plans must conform to 44 CFR, Part 201, and all applicable mitigation
planning guidance issued by FEMA. A community must be a participant in a current,
FEMA-approved mitigation plan to be eligible for FEMA mitigation grant funding; and,
Whereas,in2010, grant funding for updating of the Alamo Area Council of Governments
Regional Multi-Hazard Mitigation Plan became available. Development of an update to
the FEMA-approved plan began in June 2010, and concluded in April, 2011; and
Whereas,TDEM and FEMA required modifications to the plan. Accordingly, the
modified plan has been published for additional public comments and responses from the
required governmental entities; and,
Whereas, staff recommends that the City of Cibolo adopt the Alamo Area Council of
Governments Regional Multi-Hazard Mitigation Plan Update; and
Whereas, the City Council of the City of Cibolo deems it in the public interest to adopt
this plan.
Now, therefore,be it resolved by City Council of the City of Cibolo that this plan be
adopted.

Dear Mr. Danos:
The City of Cibolo has received approval from FEMA for your local mitigation plan. With this
approval the city is eligible for Unified Hazard Mitigation Grant funding, including the Hazard
Mitigation Grant Program (HMGP), Pre-Disaster Mitigation (PDM) and the Flood Mitigation
Assistance programs (FMA). Your efforts demonstrate a commitment to implement actions that
eliminate or reduce the severity of natural hazards on people and property.
See the enclosure for the list of jurisdictions that have submitted their adoption resolutions to date.
Your plan was approved on July 12, 2012, and expires in five years on July 12, 2017, at which time
an update will be required to maintain eligibility for Unified Hazard Mitigation Grant funds.
