RESOLUTION NO. 1443
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
CIBOLO APPROVING THE GUADALUPE-BLANCO RIVER
AUTHORITY HAZARD MITIGATION PLAN UPDATE
WHEREAS, natural hazards in the Guadalupe Blanco River Basin historically have caused
significant disasters with losses of life and property and natural resources damage; and
WHEREAS, the Federal Disaster Mitigation Act of 2000 and Federal Emergency Management
Agency(FEMA) requires communities to adopt a hazard mitigation action plan to be eligible for the full
range of pre-disaster and post-disaster federal funding for mitigation purposes; and
WHEREAS, FEMA requires that communities update hazard mitigation action plans every five
years in order to be eligible for the full range of pre-disaster and post-disaster federal funding for
mitigation purposes; and
WHEREAS, the Guadalupe-Blanco River Authority(GBRA)sponsored and participated in the
Hazard Mitigation Plan Update; and
WHEREAS, The Cibolo participated in the Hazard Mitigation Plan Update by attending meetings
and workshops, evaluating risks, analyzing previous mitigation actions, and developing new and unique
mitigation actions, which serve as a basis for grant projects; and
WHEREAS, GBRA and the City, through the hazard mitigation planning process, has assessed
the GBRA Basin and participating communities' potential risks and hazards and is committed to planning
for a sustainable future and reducing the long-term consequences of natural and man-caused hazards;
and
WHEREAS, the Hazard Mitigation Plan Update outlines a mitigation vision, goals and objectives;
assesses risk from a range of hazards; and identifies risk reduction strategies and actions for hazards
that threaten the basin; and
WHEREAS, The Hazard Mitigation Plan Update has been approved by the State of Texas and
FEMA.
NOW THEREFORE BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF CIBOLO THAT:
Section 1. The City Council of the City of Cibolo hereby approves the Hazard Mitigation Plan Update as
approved by the GBRA, the State of Texas and FEMA.
Section 2. The recitals contained in the preamble hereof are hereby found to be true, and such recitals
are hereby made a part of the Resolution for all purposes and are adopted as a part of the judgment and
findings of the City Council.
Section 3. All resolutions, or parts thereof, that are in conflict or inconsistent with any provision of this
Resolution are hereby repealed to the extent of such conflict, and the provisions of this Resolution shall
be and remain controlling as to the matters resolved herein.
Section 4. This Resolution shall be construed and enforced in accordance with the laws of the State of
Texas and the United States of America.
Section 5. If any provision of this Resolution or the application thereof to any person or circumstance
shall be held to be invalid, the remainder of this Resolution and the application of such provision to other
persons and circumstances shall nevertheless be valid, and the City Council hereby declares that this
Resolution would have been enacted without such invalid provision.
Section 6. It is officially found, determined, and declared that the meeting at which this Resolution is
adopted was open to the public and public notice of the time, date, place, and subject matter of the public
business to be considered at such meeting, including this Resolution, was given, all as required by
Chapter 551, Texas Government Code, as amended.
Section 7. This Resolution shall be in force and effect from and after its final passage, and it is so
resolved.
