RES 1511 08/25/2015 Of C/9 O r � Tex Ps "City of Choice" RESOLUTION NO. i 5> > A RESOLUTION OF THE CITY OF CIBOLO, GUADALUPE COUNTY, TEXAS CREATING A MASTER PLAN ADVISORY COMMITTEE TO PROVIDE RECOMMENDATIONS TO THE CITY COUNCIL REGARDING AN UPDATE TO THE CITY OF CIBOLO'S MASTER PLAN. WHEREAS, the City of Cibolo, Texas, is a Home Rule Municipality located in Guadalupe County, Texas, created in accordance with provisions of the Texas Local Government Code and operating pursuant to its adopted City Charter and all applicable laws and enabling legislation of the State of Texas; and WHEREAS, the City of Cibolo, Texas, is governed by a Home Rule Charter that was approved by the Citizens of Cibolo in a duly called election held on September 11, 2004; and WHEREAS, the Master Plan was last updated in 2005 and should be updated every ten years; and WHEREAS, the City Council feels it is important to receive community input and direction from the community in preparing and updating a Master Plan for the City of Cibolo. THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF CIBOLO, TEXAS: SECTION 1. MASTER PLAN COMMITTEE CREATED SUBSECTION 1.1 CREATION, COMPOSITION, and APPOINTMENT OF MEMBERS The City Council of the City of Cibolo hereby creates a Master Plan Advisory Committee to be composed of not more that fifteen (15) members appointed by the City Council of Cibolo, Guadalupe County, Texas. One member of the Planning & Zoning Commission, Parks & Recreation Commission, Street & Drainage Commission, Economic Development Corporation, Capital Improvement Committee and the Unified Development Committee will be appointed by council to serve as six of the fifteen 1 members. Each council member will appoint one member from their district to serve on this committee and the mayor will appoint a person from the city to serve making sure that the citizens chosen has the special knowledge, skills or information that Council may deem to be beneficial to this Committee. The remaining member appointed by council will be from the ETJ. City Council may appoint two members of the City Council to serve on this committee in an advisory capacity. SUBSECTION 1.2 QUALIFICATIONS AND TERMS OF MEMBERS All members of the Master Plan Advisory Committee shall be qualified voters and residents of the City, with no more than one member from the City's Extraterritorial Jurisdiction(ETJ). Members of the Committee shall be appointed to serve until the completion of the project or for no longer than one year whichever is longer. All members shall serve at the pleasure of the City Council and may be removed at the discretion of the City Council. SUBSECTION 1.3 MEMBERS TO SERVE WITHOUT COMPENSATION Members of the Master Plan Advisory Committee shall serve without compensation. SUBSECTION 1.4 ORGANIZATION AND MEETINGS The members of the Master Plan Advisory Committee shall select officers at their first scheduled meeting. Meetings shall be held at least monthly but held as needed, and the preferred meeting place shall be at City Hall. The following describes Officers and their duties: Chairman: Shall preside over the meeting. Chairman may vote on all matters before the Committee. Vice Chairman: Shall preside over the meeting in the absence of the Chairman. Secretary: The City Secretary or her designated representative will serve as secretary and keep an accurate account and minutes of all meetings. City Secretary will work with the Chairman to prepare an agenda and will see it is posted in accordance with State of Texas Open Meetings requirements. SUBSECTION 1.5 QUORUM A majority of the Master Plan Advisory Committee Members shall constitute a Quorum for the transaction of business. 2 SUBSECTION 1.6 RULES AND PROCEDURES The Master Plan Advisory Committee shall follow the rules and procedures adopted by City Council and the City Secretary shall keep a record of their proceedings. SUBSECTION 1.7 ATTENDANCE All members of the Master Plan Advisory Committee shall follow the rules of attendance as established by the City Council. These rules will be discussed at the first meeting of the committee. SUBSECTION 1.8 DUTIES The Master Plan Advisory Committee shall: (1) Represent broad community interest; (2) Provide consensus-based direction and feedback to staff and consultant team throughout the planning process; (3) Model community consensus and encourage others to participate, particularly among neighborhood, civic and business organizations which members may represent; (4) Review the current Comprehensive Plan every five (5) years to evaluate its effectiveness; (5) Provide a recommendation to the political subdivision. SUBSECTION 1.9 EXPEDITURES AND OBLIGATIONS Whenever it is deemed necessary by the Master Plan Advisory Committee to incur any expenses in performing the duties assigned to it, an estimate of such proposed expense shall be submitted to the City Manager. No debts of any kind or character shall be made or incurred by the Capital Improvements Advisory Committee or any one acting for, unless such expenditures have been specifically authorized by the City Manager prior to the time such obligations are incurred. SECTION 2. EFFECTIVE DATE That this Resolution shall be effective immediately upon the passage and approval of the City Council of the City of Cibolo, Texas. 3 PASSED AND APPROVED by a vote of 7 for to CU against this-25th day of 5` 2015.
