RESOLUTION NO. 15 5 o A RESOLUTION AMENDING RESOLUTION NO. 1548 OF THE CITY OF CIBOLO, TEXAS, CREATING A COMMUNICATIONS/TECHNOLOGY ADVISORYCOMMITTEE. WHEREAS, The City of Cibolo is a Home Rule Municipality located in Guadalupe County, Texas, created in accordance with provisions of the Texas Local Government Code and operating pursuant to its adopted City Charter and all applicable laws and enabling legislation of the State of Texas; and WHEREAS, The City of Cibolo City Charter establishes the authority and procedures for City Council to create, establish or appoint such boards, committees or commissions it deems necessary to carry out the functions and obligation of the City; and WHEREAS, The City of Cibolo desires to involve citizens in a way that effectively functions as a stakeholder group; and WHEREAS, The City Council feels it is important to receive community input and direction from the community as to how best to disperse appropriate information to the community on the Council itself, governance and decision making mechanisms on the City's services, events, projects and other relevant information. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF CIBOLO, TEXAS: SECTION 1. COMMUNICATIONS AND TECHNOLOGY ADVISORY COMMITTEE CREATED SECTION 1.1 CREATION, COMPOSITION APPOINTMENT OF MEMBERS There is hereby created a Communications/Technology Advisory Committee to be composed of twelve (12) members but no more than fifteen (15) members to be appointed by the Cibolo City Council. Each council member shall appoint at least one member from their district to serve on this committee. SECTION 1.2 QUALIFICATIONS AND TERMS OF MEMBERS Members of the Communications/Technology Advisory Committee shall be residents of the City of Cibolo and qualified voters of the City. Members of the Committee shall be appointed to serve until the completion of the project or for no longer than six months whichever is longer. All members shall serve at the pleasure of the City Council and may be removed at the discretion of the City Council. 1 SECTION 1.3 DUTIES OF THE COMMUNICATIONS/TECHNOLOGY ADVISORY COMMITTEE The Communications/Technology Advisory Committee will act as an advisory group to the Mayor and City Council and shall: • Identify community interests and areas of focus; • Set goals, objectives and responsibilities for community involvement; • Identify tools to effectively interact with community members; • Recommend communication strategies to best meet the needs of the community and Council. SECTION 1.4 ORGANIZATION AND MEETINGS The members of the Communications/Technology Advisory Committee shall conduct all meetings at Cibolo City Hall, 200 S. Main beginning at 6:30 pm. Multiple meetings per month may be required of this committee. This committee is a short term committee lasting no longer than six (6) months. The committee will begin when members have been selected and appointed by City Council. The Communication/Technology Advisory Committee meetings shall be preside over by a Chairman/Vice Chairman elected by the committee members. At the end of six month or sooner if assignment is completed the committee will provide a written report to City Council on recommendations for communication strategies to best meet the needs of the community and Council. SECTION 1.5 QUORUM A majority of the Communications/Technology Advisory Committee shall constitute a Quorum for the committee to meet and conduct business. SECTION 1.6 RULES AND PROCEDURES; RECORD OF PROCEEDINGS The Communications/Technology Advisory Committee will follow the Rules and Procedures as provided in the City Council Policy. The City Secretary will take minutes and record each session. SECTION 1.7 COMPENSATION The Communications/Technology Advisory Committee shall serve without compensation.
