1. Call to Order—Meeting was called to order by Mayor Pro-Tem Liparoto.

3. Invocation—Invocation was given by Councilman Carlton.
4. Pledge of Allegiance- All in attendance recited the Pledge of Allegiance.
5. Citizens to be Heard
This is the opportunity for visitors and guests to address the City Council on any issue. City
Council may not debate any non-agenda issue,nor may any action be taken on any non-agenda
issue at this time,however, City Council may present any factual response to items brought up by
citizens.
Maggie Titterington from the Schertz Chamber gave council an update on the events going on with the Schertz
Chamber.Becky Yancey of 287 Park Valley Dr. spoke to council on Project Graduation with Steele High School.
6. Executive Session
The City Council will meet in Executive Session as authorized by the Texas Gov't Code Sec. 551.071
Consultation with Attorney to discuss the following:
A. Discuss possible settlement issues associated with the multi-event Center.
B. Discuss legal issues associated with the City of Cibolo v.Roy Lee Parker.
Council convened into Executive Session at 7:08 P.M.

7. Open Session
Reconvene into Regular Session and take action/or give direction, if necessary, on items discussed in Executive
Session.
Council reconvened into Open Session at 7:40 P.M. Councilman Carlton made the motion to accept the
settlement agreement with 3TI Inc. and Sure Tec Insurance Company. Motion was seconded by Councilman
Hicks. For: Council Members: Pedde,Troncoso, Castro,Hale,Carlton,Liparoto and Hicks; Against:None.
Motion carried 7 to 0.
8. Public Hearing
The City Council will hold a Public Hearing on hear public testimony concerning the Future Thoroughfare Plan
and Future Land Use Map of the City of Cibolo.
Mayor Pro-Tem Liparoto opened the Public Hearing at 7:08 P.M. Mr. Anderson, City Planner explained to the
council and those in attendance the Future Thoroughfare Plan and Map. There were no questions by the citizens
in the audience and Mayor Pro-Tem Liparoto closed the Public Hearing at 7:55 P.M.
9. Discussion/Action
A. Discussion/Action and direction to staff on Future Land Use Map/Future Thoroughfare Plan Update.
Councilman Troncoso moved to approve the Future Land Use Map/Future Thoroughfare Plan Update. Motion
was seconded by Councilman Pedde. For: Council Members:Hicks,Liparoto, Carlton,Hale, Castro,Troncoso
and Pedde; Against: None. Motion carried 7 to 0
10. Consent Agenda—Consent Items(General Items)
A. Approval of the minutes of the Regular City Council Meeting held on April 24,2012.
Councilman Carlton moved to approve the consent agenda. Motion was seconded by Councilman Pedde. For:
Council Members: Hicks, Liparoto, Carlton, Hale, Castro, Troncoso and Pedde; Against;None. Motion carried 7
to 0.
11. Introduction/Presentations
A.Introduction of new City Manager Robert T.Herrera.
Mayor Pro-Tem Liparoto introduced Cibolo's new City Manager Robert T.Herrera.
B. Awards presented to staff for outstanding service to the City.
Awards were presented to Chief Niemietz and Chief Cox for their outstanding service to the City as Interim City
Manager from June 2011 to May 2012. Ms.Edmondson received the City Manager's Quarterly Award for the
period of January thru March 2012.
12. Proclamations
A. Proclamation for National Children's Mental Health Awareness Day for May 9,2012.
B. Proclamation by the Cibolo City Council designating May 15`"as Peace Officers' Memorial Day,and the
week in which May 15th falls as National Police Week.

Mayor Pro-Tem Liparoto read the Proclamation for the National Children's Mental Health Awareness Day for
May 9,2012 and for designating May 15`h as Peace Officers'Memorial Day and the week of May 10 as National
Police Week.
13. Staff Updates

Ms.Fullenwider, Senior Court Clerk briefed council on the Court Departments activities for the month of April.
14. Discussion/Action
A. Discussion/Action on the removal, appointments and re-appointments to Planning and Zoning Commission,
Parks Commission, Streets and Drainage Commission,Board of Adjustments Commission,Capital
Improvement Program(CIP), Cibolo Economic Development Corporation and UDC Committee and/or other
advisory boards or commissions as necessary.
There were no appointments to be made at this time. Council did talk about forming a panel to go over the City's
Master Plan. Mayor Pro-Tem Liparoto ask all council members to come back to the next meeting with three
people they would like to appoint to the panel. Each council member and the mayor would nominate three people
for a total of 24 individuals.
B. Discussion/Action and direction to staff on funding for Memorial Day Event.
Mayor Pro-Tem Liparoto stated that he would like to take$500 out of the Council's Budget to cover Memorial
Day in case the Parks Commission did not come up with the money need for the event. Mr.Liparoto stated that if
the Commission received their funding the money would be return to he council budget. City Manager Mr.
Herrera stated that we did not need to do a budget amendment it could be completed with an administrative
action.
C. Discussion/Action and direction to staff on a Agreement between the City of Cibolo and Bexar County on a
Community Development Block Grant Program Cooperative Agreement..
This item was briefed by City Manager Herrera and ED Director Luft. Councilman Troncoso moved to approve
the Agreement between the City of Cibolo and Bexar County on a Community Development Block Grant
Program Cooperative Agreement. Motion was seconded by Councilwoman Hale. For: Council Member: Pedde,
Troncoso, Castro,Hale, Carlton, Liparoto and Hicks; Against:None. Motion carried 7 to 0.
D. Discussion/Action on the review and confirmation of all upcoming special meetings and workshops and
scheduling the time, date, and place of additional special meetings or workshops.
Council went over the calendar for May and June 2012. A Workshop was added for Monday,May 14 at 3:00
p.m. at City Hall. Council was reminded about the Memorial Day Event on May 28th, Sausage Supper on May
12th from 4:00 p.m.to midnight, and the Police Office Memorial Day Event on May 16th at the Cibolo Police
Department at 9-9:30 a.m. and voting in the Cibolo General Election on May 12 at Cibolo City Hall from 7 am to
7 pm.

15. City Council request(s)regarding specific items or staff reports to be scheduled for future agendas.
Councilman Castro request Steele Project Graduation be placed on the agenda. Councilman Liparoto requested
funding for Memorial Day be placed back on the agenda.
16. Adjournment:
Councilman Troncoso moved to adjourn the meeting at 8:33 pm. Motion was seconded by Councilman Castro.
For: All;Against:None. Motion carried 7 to 0.
