RES 1531 03/08/2016 y o F C/go rfX�s ..Cite)of Chn(en'. RESOLUTION NO. 1 5 31 _ A RESOLUTION OF THE CITY OF CIBOLO, GUADALUPE COUNTY, TEXAS, CREATING A BLUE RIBBON COMMITTEE. WHEREAS, The City of Cibolo is a Home Rule Municipality located in Guadalupe County, Texas, created in accordance with provisions of the Texas Local Government Code and operating pursuant to its adopted City Charter and all applicable laws and enabling legislation of the State of Texas; and WHEREAS, The City of Cibolo City Charter establishes the authority and procedures for City Council to create, establish or appoint such boards, committees or commissions it deems necessary to carry out the functions and obligation of the City; and WHEREAS, The City of Cibolo desires to involve citizens that will really function as a third party, stakeholder group. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF CIBOLO, GUADALUPE COUNTY, TEXAS: SECTION 1. BLUE RIBBON COMMITTEE CREATED SECTION 1.1 CREATION, COMPOSITION APPOINTMENT OF MEMBERS There is hereby created a Blue Ribbon Committee to be composed of a minimum of five (5) members but not more than ten members (10) to be appointed by the Cibolo City Council. SECTION 1.2 QUALIFICATIONS AND TERMS OF MEMBERS Members of the Blue Ribbon Committee shall be comprised of the following: • Individuals must be qualified voters and residents of the City of Cibolo • Individuals who have a history in Cibolo or the area • Individuals who have expertise in land development or planning • Individuals that have been part of a City master plan exercise • Individuals that are or have been civil engineers • Individuals with experience with road building and street construction • School Board members that understand the growth of population in the area 1 SECTION 1.3 DUTIES OF THE BLUE RIBBON COMMITTEE The Blue Ribbon Committee will act as an advisory group to the Mayor and City Council on recommending the feasibility of pursing a proposed Cibolo Turnpike Parkway extension of FM 1103 from Wagon Wheel Way to Interstate Highway 10. On completion of the Committee, the Committee will be required to provide a written recommendation to the Cibolo City Council. SECTION 1.4 ORGANIZATION, MEETINGS AND TERM The members of the Blue Ribbon Committee shall elect a Chairman and Vice Chairman at their first meeting. All meetings will be held at Cibolo City Hall at 6:30 pm. Multiple meetings per month may be required as this committee term shall only be for approximately 60 days. Term of the Committee will begin when members have been selected and appointed by City Council. The Chairman shall preside over the committee when in session and may vote on all matters. The vice chairman will preside in the absence of the chairman. SECTION 1.5 QUORUM A majority of the Blue Ribbon Committee shall constitute a Quorum for the committee to meet and conduct business. SECTION 1.6 RULES AND PROCEDURES; RECORD OF PROCEEDINGS The Blue Ribbon Committee will follow the Rules and Procedures as provided in the City Council Policy. The City Secretary will take minutes and record each session if possible. SECTION 1.7 COMPENSATION The Blue Ribbon Committee shall serve without compensation.
