MINUTES
1. Call to Order
Mayor Pro-Tem called the meeting to order at 7:00 p.m.

5. Citizens to be Heard
-This is the opportunity for visitors and guests to.address the City Council.on any issue. City
Council may not debate any non-agenda issue,nor may any action be taken on any non-agenda
issue at this time,however, City Council may present any factual response to items brought up by
citizens.
The following citizens signed up to be heard:
Bruce Winter of 340 Silver Wing spoke to council on his support of the signage at Wiederstein Elementary
School. Mr.Winter felt that this was a safety issue for the children of the City.
Michelle Barham of 406 Zoeller Way spoke to council on parents using the street she lives on as a pickup point
for their kids. She is unable at times to get into her driveway or even drive on to her street if school is getting out.
She felt the signs might make the situation worse and wanted the police to watch this area.
Elaine Pennington of 529 Sea Headrig spoke about water leaks and cracks in her house and felt that the value of
her home and those of her neighborhood have gone down due to all the problems with the DR Horton Homes.
Judi Lapointe of 412 Dove Wing also spoke to council on foundation problems she is having with her home and
wants the council to support a Lemon Law for Home Builders.
Estella Perkins of 133 Eagle Flight spoke to council on foundation problems at her home and wants DR Horton to
buy back her house.
James Winslow of 10218 Oak Saddle, San Antonio spoke to the council on DR Horton's poor construction of
homes. Mr.Winslow would like to see Cibolo be the test ground for Lemon Law for Home Builders.
Janet Ahmad of 18 Silver Horn, San Antonio spoke on legislation and arbitration and charging more for permits.

6. Consent Agenda—Consent Items(General Items)
A. Approval of the minutes of the Regular City Council Meeting held on October 9,2012.
B. Approval of the minutes of the Public Hearing held on October 11,2012.
C. Acceptance of the September 2012 Check Register pending final acceptance of the City's financial audit for
the 2011/2012 Fiscal Year.
D. Acceptance of the Revenue & Expense Report ending September 30, 2012 pending final acceptance of the
City's financial audit for the 2010/2011 Fiscal Year.
E. Acceptance of the Quarterly Investment Report for the period ending September 30, 2012 pending final
acceptance of the City's financial audit for the 2011/2012 Fiscal Year.
Councilwoman Hale moved to approve the consent agenda. Motion was seconded by Councilman Pedde. For:
Council Members: Pedde,Troncoso, Castro,Hale,Hicks, Carlton and Liparoto; Against:None. Motion carried 7
to 0.
7. -Presentation
A. Presentation/Discussion/Action from David Davenport, General Manager of Canyon Regional Water
Authority on CRWA participant commitment to the Hays Caldwell Public Utility Agency(HCPUA).
Mr. Davenport and his staff from Canyon Regional Water Authority gave council a power point presentation on
water projects and water needs assessment for Canyon Regional Water Authority. Council felt that Cibolo was
still interested and wish to participant in exploring the commitment to the-Hayes Caldwell Public Utility Agency.
Council will bring this item back at the Council Meeting on Nov 8th. No action taken at this time.

Mr. Herrera,City Manager informed the council and citizens that a Workshop was being scheduled to go over the
complaints from the citizens on homebuilders within the City of Cibolo. The findings from City Staff, City
Consultant and City Engineer will be discussed at the Workshop scheduled for November 8t1i at 5:30 p.m.
City Secretary Cimics briefed council on the outcome of Cibolofest which was held on October 15`".
9. Discussion/Action
A. Discussion/Action on the removal, appointments and re-appointments to Planning and Zoning Commission,
Parks Commission, Streets and Drainage Commission,Board of Adjustments Commission,Capital
Improvement Program(CIP) and Cibolo Economic Development Corporation.

No action was taken.
B. Approval/Disapproval of the Preliminary Acceptance of Saddle Creek Ranch,Unit 4.
Councilman Troncoso moved to approve the Preliminary Acceptance of Saddle Creek Ranch,Unit 4. Motion
was seconded by Councilwoman Hale. For: Council Members: Pedde,Troncoso,Castro,Hale,Carlton,Hicks
and Liparoto;Against:None. Motion carried 7 to 0.
C. Discussion/Action and direction to staff on parking on Cibolo Valley Drive near Wiederstein Elementary
School.
Chief Cox,Police Chief briefed council and citizens on the safety concerns at Wiederstein Elementary School.
Cibolo Valley Drive is a thoroughfare and the right hand lane is larger due to a bike lane. The original traffic
route for the school routed the cars thru the neighborhood. The school closed the back gate to help alleviate this
problem. The cars now are parking on Cibolo Valley Drive obstructing the view in the crosswalk. Bikes also
must now go into the street as cars are parked in the bike lane. Chief Cox stated that the drop off and pickup map
is posted on the school web site and handed out to parents at the beginning of the school year. That particular
area has plenty of room for vehicle pickup and drop off. The City Manager Herrera stated that staff will look into
all the concerns,Chief Cox will meet with the school officials,a letter with the proper language will be given to
the school, signs will be uncovered and enforcement will begin. Council asked when the letter would be sent to
parents and Chief Cox stated in about two weeks. Council again expressed the importance-of enforcement,once
the signs are in place.
D. Discussion/Action on the Fire Protection and Emergency Services Agreement between the City of Cibolo and
the Cibolo Volunteer Fire Department.
Councilman Troncoso moved to approve the Fire Protection and Emergency Services Agreement between the
City of Cibolo and the Cibolo Volunteer Fire Department. Motion was seconded by Councilman Carlton. For:
Council Members: Pedde,Troncoso,Castro,Hale, Carlton and Hicks; Against: None;Abstained: Councilman
Liparoto. Motion carried 6 to 0.
E. Presentation/Discussion/Action and direction to staff on the Single Member District Maps as presented by
Leslie Johnston,Demographer.
Demographer Leslie Johnson went over the Single-Member Districts maps to include both Plan 7A and 7B.
Councilman Hicks moved to-go ahead with Plan 7B. Motion was seconded by Councilman Pedde. For: -Council
Members: Hicks, Carlton, Hale, Castro, Troncoso, Pedde and Liparoto; Against: None. Motion carried 7 to 0.
The next step in the district process will be to conduct a couple public hearings to receive input from citizens on
the district maps.
F. Discussion/Action on the review and confirmation of all upcoming special meetings and workshops and
scheduling the time, date, and place of additional special meetings or workshops.
Council went over the calendar for October and November 2012. Council Workshop and Council Meeting was
set for November 8`h. Workshop will be from 5:30 pm to 6:30 pm followed by the Council Meeting at 7:00 pm.
This council meeting will replace the council meeting scheduled for Nov 13th due to both council members and
staff attending training the week of Nov 12`h. The second council meeting in November is cancelled due to the
Thanksgiving Holiday. Two Public Hearings were set, one for the first meeting in December (Dec 11) and the
second meeting the first council-meeting in Jan(Jan 8)for citizens to give input to council on the District Maps.
Before going into Executive Session Mayor Pro-Tem Liparoto called a short recess at 9:16 pm.
10. Executive Session
The City Council will meet in Executive Session as authorized by the Texas Gov't Code Sec. 551.072,
Deliberation Regarding Real Property to discuss the following:

A. Discuss and deliberate the purchase, exchange,lease or value of real property.
Council convened into Executive Session at 9:25 pm.
11. Open Session
Reconvene into Regular Session and take action/or give direction, if necessary, on items discussed in Executive
Session including:
Council reconvened into regular session at 9:50 pm. No action taken.
12. City Council request(s)regarding specific items or staff reports to be scheduled for future agendas.
Councilman Carlton requested an update on the citizen to be heard item on Zoeller Way.
13. Adjournment:
Councilman Troncoso moved to adjourn the meeting at 9:51 pm. Motion was seconded by Councilman Castro.
For: All;Against:None. Motion carried 7 to 0.
