MINUTES
1. Call to Order-Mayor Hartman called the Special Meeting to order at 9:00 a.m.
Members Present: Mayor Hartman, Councilman Pedde, Councilman Troncoso, Councilman Castro, Councilwoman
Hale,Councilman Carlton,Councilman Liparoto and Councilman Hicks(arrived 9:02 a.m.)
Staff Present: City Manager Herrera,City Attorney Zech,City Secretary Cimics and Asst City Sec.Edmondson.
2. Discussion/Presentation
A. Presentation/Discussion and possible Action regarding the recall petitions filed on September 13,2013.
City Secretary informed council that the petitions must contain the number of valid signatures totaling 30%of the
number of votes cast at the last General City Election or 150 whichever is greater. For these petitions the number would
be 150 signatures to be valid. The total registered voters at the time of the petitions were 13,064. Mayor Hartman had
213 total signatures with 155 being valid. Councilman Troncoso had 215 total signatures with 157 valid signatures.
Councilman Castro had 215 total signatures with 157 valid signatures. Councilman Hicks had 214 total signatures with
156 valid signatures.
Council went into Executive Session at 9:04 a.m.as authorized by the Texas Gov't Code Sec.551.071 Consultation with
Attorney to discuss the recall petitions filed on September 13,2013.
Council reconvened into regular session at 9:14 a.m. City Attorney Zech stated that the timeline for the petitions had
past according to State Law for the names to be placed on the November 2013 ballot. The four individuals that the
petitions are for are either up for election in November or no longer eligible to run due to term limits so that would
nullify the petitions.
B. Discussion/Action on the review and confirmation of all upcoming special meetings and workshops and scheduling the
time,date,and place of additional special meetings or workshops.
City Secretary asked council to set a date for the canvassing of the ballots and a Public Hearing for a voluntary
annexation. Council set the date of November 12`1'at 6:00 p.m.for the Special Council Meeting.
3. Adjournment:
Councilman Castro moved to adjourn the meeting at 9:17 a.m. Motion was seconded by Councilman Hicks. For: All;
Against:None. Motion carried 7 to 0.
