MINUTES
1. Call to Order—Mayor Jackson called the Workshop to order at 9:05 a.m.
2. Roll Call — Council Present: Mayor Jackson, Councilman Pedde, Councilman Garrett, Councilman Doty,
Councilman Carlton, Councilman Hogue, and Councilman Dunn; Absent: Councilman Castro; Staff Present All
Day: City Manager Herrera, City Secretary Cimics, Public Works Director Fousse and Admin Assistant Rogers;
Staff Present Morning Session: IT Donnelly, Finance Director Miranda; Staff Present Afternoon Session: ED
Director Mark Luft,Planning/Dev Services Stricker and Chief Cox(1 hour).
3. Receive updates from City Manager concerning the City's Potable Water Supply and efforts associated with
Cibolo Valley Local Government Corporation to acquire and the transmission of future Potable Water.
The City Manager Mr.Herrera went over the Cities in CVLGC and the timeline from the initial interest till today.
The 2014 Cibolo Valley Local Government Board of Directors has three members from Cibolo: Garth Coursen,
Lesley Pedde, Directors and Ron Pedde as an Ex-Officio member. Mr. Herrera went over the primary goals and
the accomplishments of the CVLGC. Council discussed the Engineer Report to evaluate potential water supply
project options available to CVLGC. The different phases of the projects were discussed and the future of the
CVLGC was also briefed.
4. Review City's Potable Water Inventory and Projected Population Growth.
Mr. Fousse the Public Works Director went over the current and future Potable Water Supplies. Growth of the
City was discussed with the-City having a successful challenge to U.S. Census Bureau 2010 Census. We
increased the resident count by 27.5% bringing the Cibolo population to 19,580. Cibolo's current population is
estimated to be 24,800 and is expected to increase by 1,750 new residents per year over the next three years. Mr.
Fousse also should the projected water connections for the next 10 years.
5. Review Preliminary Planning efforts to bring City owned water and sever infrastructure to portions of S.H. 78.
Mr. Fousse gave a status report on the potable water service and sanitary sewer service between F.M. 78 and
Lower Sequin Road and the sanitary sewer service watershed study.
6. Recess for lunch—Workshop recessed for lunch at 12:00 p.m.
7. Reconvene Workshop—Reconvened into Workshop at 12:29 p.m.

8. Discuss and Review with City Staff CCN boundaries,challenges, and efforts to address mutual concerns.
This item was briefed by the City Manager Mr. Herrera. Mr. Herrera indicated which areas are of a concern for
the City of Cibolo as well as areas of conflict. The City has installed a 24" and 20" water main as part of the
City's plan to supply Turning Stone and the surrounding areas with water.
9. Receive Report from Planning Department concerning rezoning activity from August 10,2004 through 2010.
Mr. Stricker the Director of Planning and Developmental Services briefed council on action his department has
taken to resolve some of the questions on previous zoning issues from 2004 through 2010. The City Secretary
stated that she had gone through all the records for that time period and pulled each ordinance to verify the
zoning. This information was given to the Planning Department to insure that the Zoning Map was correct.
10. Receive Report from Director of Economic Development
ED Director Luft went over with council several projects that he was working on.
11. Discuss and Consider establishing City Council goals for 2014/2015.
Goals of council were briefly discussed some of those goals included: Road Maintenance, Sidewalk Repair,
Water Acquisition,Expand Sales Tax Base, Streamline Communication with Citizens and Zoning Issues.
12. Future agenda items.
Council felt that the Workshop was very informative and would like to see something like this on either on a
quarterly basis or twice a year.
13. Adjournment.
Councilman Carlton made the motion to adjourn the Workshop at 4:00 p.m. Motion was seconded by
Councilman Hogue. For: All;Against:None. Motion carried 6 to 0.
