Call to Order—Workshop was called to order by Mayor Jackson at 9:03 a.m. 2. Roll Call—Council Present:Mayor Jackson,Councilman Pedde,Councilman Garrett,Councilman Castro,Councilman Doty, Councilman Carlton,Councilman Hogue and Councilman Dunn;P&Z Present:Mr.Coursen,Ms.Mashburn,Mr.Winter,Mr. Dufresne,Ms. Hale, and Mr. Moraes;P&Z Absent: Mr.Felder; Staff Present: City Manager Herrera, City Secretary Cimics, City Engineer Klein and City Planner Gonzalez 3. Opening Comments: A. Mayor Jackson B. Mr.Coursen—P&Z Chairman Both Mayor Jackson and Mr. Coursen thanked everyone for coming to the workshop. The workshop is long over- due and they both appreciated everyone taking the time on a Saturday to talk about the UDC and long range goals for the city. 4. Discuss and provide an overview of the differences between a Land Use Plan,a Preliminary Plat and a Final Plat. Mr.Klein and Ms. Gonzalez explained to the group the differences between a Land Use Plan, a Preliminary Plat and a Final Plat. LAND USE PLAN—The first or introductory plan of a proposed subdivision, in such case where the developer intends to develop and record only an individual portion to such subdivision, and which exhibits the proposed development of the balance of the subdivision. The Master Plan is synonymous with Land Study and General Plan. PRELIMINARY PLAT — A plat submitted to provide for subdivision or combination of properties for development in conformance with all requirements of this UDC. The preliminary plat and the review thereof are intended to produce a subdivision design in which all planning factors are recognized and reconciled prior to final plat submittal. FINAL PLAT—The one official& authentic map of any given subdivision of land prepared from actual field measurement and staking of all identifiable points by a surveyor or engineer, with the subdivision location referenced to a survey corner, and with all boundaries,corners and curves of the land division sufficiently described so that they can be reproduced without additional references. An amended plat is also a final plat. 5. Receive a presentation from the Planning Department concerning the City's Platting Process. A. Platting Process improvement suggestions. The platting process was discussed to include when plats are required. The municipal authority is responsible for approving plats and shall act on a plat within 30 days after the date the plat is filed.A plat is considered approved unless it is disapproved within 30 days. A plat is required to be approved if it conforms to the general plan of the municipality and its current and future streets, alleys, parks, playgrounds and public utility facilities. A plat is also approved if it conforms to the general plan for the extension of the municipality and its roads, streets and public highways within the 1 municipality taking into account access to the extension of sewer and water mains and the instrumentalities of public utilities. I must also be approved if it conforms to the cities subdivision regulations. A plat denial should contain specific findings as why the plat does not comply with the municipality's requirements. Mayor Jackson called for a ten minute break at 10:20 a.m. Council&P&Z resumed the workshop at 10:32 a.m. 6. Discuss and describe what constitutes a Site Plan. Site plan refers to a plan, or plans, drawn to scale, showing uses and structures proposed for a parcel of land as required by the regulations.Ms.Gonzalez went over the Site Review Team and the responsibilities they each have in the site plan process. A. Discussion and direction to staff on Site Plans being approved by City Council. Councilman Garrett placed this item on the agenda as a council member he feels the council should have executive approval of the Site Plan. There was discussion on this by all council members and the P&Z members. Councilman Garrett wants to make sure that no variances are granted without council approval. 7. Identify Unified Development Code(UDC)corrections and updates that may require attention and/or future modifications. A. Identify key modifications. B. Process to implement new updates and amendments. C. Discuss forming a UDC Committee for review. Council and Planning&Zoning members discussed the items above. Some changes that need to be made on the UDC . were discussed. Starting up a UDC Committee was also discussed and will be placed on an upcoming council agenda. Reviewing the checklist required for plats and site plans will be an item for the UDC Committee to review. Council wanted to make sure that the EDC Director was involved or being notified when businesses are submitting plans. P&Z did not need to have preliminary acceptances sent to,them if there was not a legal reason to do so. Both Council and Planning & Zoning thought this workshop was a great event and should occur on a semi-annual basis and possible include the Economic Development Corporation. 8. Adjournment. Councilman Carlton made the motion to adjourn the workshop at 12:32 p.m. Motion was seconded by Councilman Doty.For:All;Against:None. Motion carried. PASSED AND APPROVED THIS 22ND DAY OF APRIL 2014.
