MINUTES
1. Call to Order—Meeting was called to order by Mayor Jackson at 6:32 P.M.
2. Roll Call - Council Present: Mayor Jackson, Councilman Garrett, Councilman Castro, Councilman Hogue and
Councilman Dunn; Council Absent: Councilman Pedde and Councilman Carlton; Staff Present: City Manager
Herrera, City Secretary Cimics, Finance Director Miranda, City Engineer Klein, City Planner Gonzalez and ED
Director Luft.
3. Public Hearing
A. The City of Cibolo will hold a public hearing on a proposal to increase total tax revenues from properties on
the tax roll in the preceding tax year by 3.68 percent(percentage by which proposed tax rate exceeds lower of
rollback tax rate or effective tax rate calculated under Chapter 26, Tax Code). Taxes may increase at a greater
or lesser rate, or even decrease, depending on the change in the taxable value of property in relation to the
change in taxable value of all other property and the tax rate that is adopted. The City Councilwill vote on the
adoption of the proposed tax rate on September 9, 2014 at the regular City Council meeting at 6:30 p.m. in
City Council.
Mayor Jackson opened the Public Hearing at 6:35 P.M. Ms. Miranda the Finance Director gave a power point
presentation on the tax rate. Charles Ruppert spoke during the Public Hearing and spoke in opposition of the
tax rate. Mr.Ruppert stated that this would be the third year in a row that the city raised taxes with an increase
in the double figures. Mr.Ruppert also stated that some of the citizens that spoke in favor of the tax rate at the
first hearing are paying fewer taxes this year as they have filed for exemptions. Why file for exemptions if
you are in favor of the tax rate. Marj Buell spoke at the hearing and stated that citizens had a right to file for
exemptions if they qualify. Mayor Jackson closed the Public Hearing at 6:50 P.M.
B. The City of Cibolo will hold a public hearing on the budget to hear public testimony concerning the proposed
budget for FY 2014. This budget will raise more total property taxes than last year's budget by $685,500
(10.4%), and of that amount $344,300 is tax revenue to be raised from new property added to the tax roll this
year.
Mayor Jackson opened the Public Hearing at 6:50 P.M. Ms. Miranda the Finance Director gave a power point
presentation on the proposed budget. The following citizens spoke during the hearing: Mr. Ruppert spoke in
opposition of the budget and felt that the city had too much money in the debt service fund and had questions
on the garbage transfer fees. He felt that the debt service fund could be reduced as it is a restricted fund and
could only be used to pay on debt services it could not be used for CIP Projects or transferred to the general
fund. The City Manager and Finance Director explained the garbage transfer fee and Ms. Miranda stated
several times as Finance Director she was satisfied with a 13% fund balance in the debt service fund. Marj
Buell spoke in favor of the budget and felt that what Mr. Ruppert was looking was such a small amount and

felt that he was being disrespectfully and laughing when Ms. Miranda spoke. Mr. Russell also spoke in favor
of the budget but he also did not disagree with Mr. Ruppert on the numbers. Mr. Russell also mentioned the
disrespect to the Finance Director and felt that if the City Finance Director was confident in the number he was
also. Mr. Miller spoke in favor of the budget and also felt it was good business to have a reserve and if the
Finance Director was satisfied with the amount he was also. Mr. Hicks stated that city staff was doing an
outstanding job it was a sound budget and he was in favor of it. Mr.Ruppert did speak again and stated that he
was not laughing at staff but did point out that the purpose of a public hearing was to hear citizens input on
both the tax rate and budget. Mayor Jackson closed the Public Hearing at 7:31 P.M.
4. Discussion/Action
A. Discussion/Action on the 2014 Semi-Annual update to the 2013-2017 Capital Improvement Plan and the
approval of the Summary Overview.
Mr.Klein and Ms. Gonzalez went over the CIP Projects that the CIP Committee has been working on over
the past couple months. New projects and the ranking of those projects were point out by Mr.Klein. Council
suggested a few changes. Everyone was reminded that the Capital Improvement Plan will be looked at every
six months and changes can always be made.
Councilman Castro requested that they go back to item 3A. Mayor Jackson reopened the Public Hearing at
7:53. Councilman Castro ask if staff could go back and look at a 10% fund balance in the debt service
account and see what that would do. Staff stated they would look at this and will check with bond council
and financial advisory to insure this would not affect the city's bond rating. Staff will bring back ordinances
at the next meeting with both numbers for council to consider. Mayor Jackson closed the Public Hearing at
8:00 P.M.
3. Adjournment:
Councilman Castro made the motion to adjourn the meeting at 8:00 P.M. Motion was seconded by
Councilman Dunn. For: All;Against:None. Motion carried 4 to 0.
