Min CC 11/03/2014 - Workshop "Cify:OJ choice': City Council Workshop CIBOLO MUNICIPAL BUILDING 200 S.MAIN November 3, 2014 5:00 P.M. MINUTES 1. Call to Order—Workshop was called to order by Mayor Jackson at 5:00 p.m. 2. Roll Call—Council Present:Mayor Jackson,Councilman Pedde,Councilman Garrett,Councilman Castro,Councilman Doty, CouncilmanCarlton, Councilman Hogue and Councilman Dunn; Staff Present: City Manager Herrera, City Attorney Banks, City Secretary Cimics,Public Works Director Fousse,Fire Chief Niemietz and Police Chief Cox. 3. Discussion A. Discussion/review and direction to staff on the City of Cibolo's Ethics Ordinance and Governance Policies. Council continued to go over the changes that were made by Councilman Doty. A vote was taken on paragraph 12 to see if it would remain in the ordinance. Councilman Dunn made the motion to leave paragraph 12"Legal Advice"in the ordinance with just one word being changed. Motion was seconded by Councilman Pedde. For: Council Members Pedde,Garrett,Castro,Carlton,Hogue and Dunn;Against: Councilman Doty. Motion carried 6 to 1. Paragraph 13 and 14 will be reworded by the City Manager and City Attorney. Paragraph 15 will remain in the ordinance. Changes will be made and brought back.to council at the next council meeting for possible adoption. B. Discussion and direction to staff on the Holiday Parade to include the parade route scheduled for December 13,2014. Chief Cox gave a presentation of the parade routes. Chief Cox showed the original route the secondary route that's been discussed and an option of a third route. The pros and cons were briefed on each route. Both Chief Cox and Chief Niemietz thought for safety option C would be the best route but whatever route the council chose they could work with. Councilman Garrett made the motion to go with parade route C starting at Bentwood Ranch and ending at City Hall. Motion was seconded by Councilman Doty. For: Councilman Pedde,Councilman Garrett,Councilman Castro and Councilman Doty;Against: Councilman Carlton,Councilman Hogue and Councilman Dunn. Motion carried 4 to 3. 4. Adjournment: Councilman Garrett made the motion to adjourn the meeting at 6:48 p.m. Motion was seconded by Councilman Carlton. For:All;Against:None. Motion carried 7 to 0.
