AUTHORIZING THE (CITY COUNCIL) (BOARD OF COMMISSIONERS) OF CITY
OF CIBOLO ACTING FOR AND ON BEHALF OF SAID CITY TO
ENTER INTO ALL NECESSARY AGREEMENTS WITH THE .STATE DEPART-
MENT OF PUBLIC WELFARE RELATIVE:TO FEDERAL OLD-AGE AND SUR-
VIVORS INSURANCE BENEFITS UNDER THE PROVISIONS OF APPLICABLE
STATE AND FEDERAL LAWS; AUTHORIZING THE MAYOR TO EXECUTE ALL
SAID NECESSARY AGREEMENTS AND INSTRUMENTS FOR AND ON BEHALF
OF SAID (CITY COUNCIL) (B MR.B- W-•C'OMMISSIO tS) AND CITY; DI-
RECTING THE Na 9r TO MAKE ASSESSMENTS, COLLEC-
TIONS, AND REPORTS; AND ORDERING THE ALLOCATION AND SETTING
ASIDE OF SUFFICIENT MONEY FROM AVAILABLE FUNDS TO CARRY OUT
THE PROVISIONS OF SAID LAWS, SUCH MONEY TO BE SET ASIDE AND

WHEREAS, under the provisions of (1) House Bill 603, Acts 52nd Leg.,R. S. 1951,and (2) Public Law 734, 81st Congress,
ch. 809, 2d, H. R. 6000, incorporated cities of this State-may-enter into agreements-with the State Department of Public
Welfare and secure the benefits of Federal Old-Age and Survivors Insurance, as outlined in said laws; and
WHEREAS, it is the opinion of this. (City Council) (B t R4 rfissi s) that the extension of this Old-Age and
Survivors Insurance System will be of great benefit not only to the employeesof the municipality but to the municipality by
attracting to it and enabling it to retain the best of personnel and thus increase the efficiency of its government; and it is
deemed that the payment by the municipality of its portion of the cost of said system is a payment for municipal purposes.
WHEREAS, it is the desire of this (City Council) (SbgRrgtCa iialzgi )'to authorize the making of any and all neces-
sary agreements in order to secure the benefits of said acts; therefore, - -
BE IT ORDAINED BY THE (CITY COUNCIL) (BOARD-CLF-COMMISSION.F tS) OF THE CITY OF
CTOLC , TEXAS:
1. That the (City Council) (BouPthwr.>°.izirtta8f'S)- acting for and on behalf of the City of C-bo10-
shall enter into all necessary°agreeme_nts with the State Department of Public Welfare for the purpose-of carrying out the pro-
visions of the above-mentioned acts.
2. That Hon FAB....&c.blath.ei' , Mayor, is hereby appointed as Agent of the (City Council) (Bvard-uf
Conissisuars) and,of the.City to execute all necessary agreements and instruments for and in behalf of said (City Council)
(-Board of-Garzrrnissioners) and City. -

3. That the (Cita*-Seemetar-y) ( F. S.. Sckllath r ) is hereby directed 'to be the person responsible for making_
assessments, collections, payments, and reports, as required by the State Department of Public Welfare.
4. That a sufficient sum of money be allocated and set aside from available funds for the purpose of carrying out the
provisions of the above-mentioned acts, such money so allocated and set aside to be known as the City of GibaQ
Social Security Fund, which fund shall be set aside and maintained in the regular city depository.

AGREEMENT
1. This agreement is entered into by the State Department of Public Welfare and by The
Sity__of__Gibola , hereafter referred to as the
Political Subdivision, in order to make Old-Age and Survivors Insurance coverage effective for
employees of the Political.Subdivision.
2. Both parties agree to undertake the respective liabilities and responsibilities authorized and
provided by H. B. 603, Acts 52nd Legislature, Regular Session, and by the Federal Social Security
Act (as they now are and may from time to time be amended), and that they are a part of this
agreement.
3. The Political Subdivision agrees that the provisions of Bulletin 2, Application and Agree-
ment, (as it now is and may from time to time be amended) promulgated by the State Depart-
ment of Public Welfare, are a part of this agreement.
4. The Political Subdivision agrees to cover all employees of the Political Subdivision, except
those performing services specifically excluded by law and those performing services listed below.
NONE
5. The Political Subdivision will deposit in the "Social Security Fund" on or before (date)
Jan 15 each year the amount of priority dedicated revenues sufficient to meet
its estimated obligations under the terms of this agreement.
