Call to Order—Mayor Jackson called the meeting to order at 6:30pm. 2. Roll Call — Council Present: Mayor Jackson, Councilwoman Schultes, Councilman Garrett, Councilwoman Gebhardt, Councilman Doty, Councilman Russell, Councilman Hogue and Councilman Weber; Staff Present: City Manager Herrera,City Secretary Cimics,Finance Director Miranda and Public Works Director Fousse. 3. Public Hearing A.The City of Cibolo will hold a•Public Hearing on a tax rate of $0.4582 per $100 valuation that has been proposed for adoption by the governing body of the City of Cibolo. This rate exceeds the lower of the effective or rollback tax rate, and state law requires that two public hearings be held before adopting the proposed tax rate. First Public Hearing was held on August 25, 2015. Council will vote on the adoption of the proposed tax rate on September 8, 2015 at the regular City Council meeting scheduled for 6:30 p.m. at Cibolo City Hall,Council Chambers. Ms. Miranda the Finance Director gave a power point presentation on the tax rate prior to Mayor Jackson opening the Public Hearing. The Public Hearing was opened at 6:30 pm by Mayor Jackson. Mr. Ruppert spoke to council on this item. He was in opposition to any rate above the effective rate. He spoke on all the capital projects and bond projects that have not started many that were approved by the voters back in 2008. Mr. Ruppert did make a suggestion to the council that once a month they should receive an updated capital project list so they can see what is being done on each project monthly. Ms. Carol Buell thanked the council and staff for a great job on the budget. She also stated that Cibolo has had tremendous growth and the city must look at services and infrastructure. Melvin Hicks spoke on the ball fields and Towncreek which the city has had to deal with many outside agencies that take a lot of time.Mayor Jackson closed the Public Hearing at 6:58 pm B. The City of Cibolo will hold a public hearing on the budget to hear public testimony concerning the proposed budget for FY 2015/2016. This budget will raise more total property taxes than last year's budget by$601,155 (8.67%), and of that amount $356,532 is tax revenue to be raised from new property added to the tax roll this year. Mr. Herrera spoke to council and stated that staff and council both took a lot of time working on this budget. The city has been working hard to acquire water to ensure the citizens of Cibolo will have water in the years ahead. The city has worked hard with both the state and the City of Schertz to improve FM 1103. There have been numerous changes to the City Council and staff but even with the changes the city has continued to work hard on a budget for the 2015/2016 fiscal year. Mr. Herrera thanked Mr. Ruppert for the suggestion to bring an item to council each week on Capital Projects. Ms. Miranda the Finance Director gave a short presentation on the budget to include water sources and the city finding water for the next 50 years, new personnel to include police officers, increase in medical cost and technology which the city is behind on. Mayor Jackson 1 opened the Public Hearing at 7:18 pm. Mr. Dunn spoke on the budget and the tax rate. He addressed how many people get lost over the numbers during the budget process. Mr.Dunn also stated that the city has been behind on infrastructure for years and we can't keep pushing it further behind. Mr. Joel Hicks stated that he had attended the budget meetings that were open to all citizens. Council asked the staff many questions. If citizens are concerned they should attend the meetings as he stated he learned a lot from the staff presentations. Mr. Hicks thanked the staff and council for an excellent budget. Mr. Ruppert spoke on the budget and had a slide presentation that showed that the last three years the fund balance changed after the budget was adopted. Mayor Jackson closed the Public Hearing at 7:53 pm. 4. Discussion on a rebuttal to a letter that was printed in the Northeast Herald"Letter to the Editor" section of the newspaper. Both Councilman Hogue and Mayor Jackson read a letter rebutting the"Letter to the Editor"that was written by Mr.Ruppert and published in the Northeast Herald newspaper. 5. Adjournment: Councilman Garrett made the motion to adjourn the meeting at 8:07 pm. Motion was seconded by Councilman Russell. For: All;Against:None. Motion carried 7 to 0.
