AN ORDINANCE ESTABLISHING THE POPULATION OF THE
CITY OF CIBOLO, TEXAS AT OVER 5,000 INHABITANTS; AND
PROVIDING FOR THE STATISTICAL ANALYSIS AND
DEMOGRAPHIC INFORMATION VERIFYING THE NUMBER OF
INHABITANTS
WHEREAS,the City of Cibolo was incorporated as a Type A Municipality in Guadalupe
County; and
WHEREAS, the City of Cibolo has continued to grow from that date to the present with
approximately 40 homes currently being completed and occupied each month; and
WHEREAS,based on the statistical analysis and demographic information contained in
this ordinance,the City of Cibolo, in good faith,has determined that the population of the
City is over 5,000; and
WHEREAS, it is their intention that this ordinance establish that there are over 5,000
inhabitants; and
WHEREAS,the City Council desires that the City Administrator begin the investigation
of establishing a home-rule charter commission for the City of Cibolo.
NOW THEREFOR BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY
OF CIBOLO,TEXAS:
SECTION 1
Based on the statistical analysis and demographic information provided in this ordinance,
the City Council for the City of Cibolo, in good faith,hereby makes a legislative
determination that the current number of inhabitants of the City of Cibolo, Texas exceeds
5,000.
SECTION 2
The City Council, in good faith,makes this determination based on the following
statistical analysis and demographic information:
(a) As of January 1,2004,the city staff estimates that there are 1,825 occupied
residences in the city. A U.S. census extrapolation assumes that 84%are owner
occupied residences and 16% are renter occupied residences,which provides and
estimated population of 4,369 in owner occupied residential units and 706 in
renter occupied units which totals approximately 4,980.
(b) Based on plat approvals and information from the water utility,there are
approximately 40 homes being completed and occupied each month within the
city limits. City staff estimates that there are over 5,000 inhabitants in the city
limits.
(c) The U.S. census statistics and demographics for this area estimates that the
average household size for owners occupied residents is 2.85 and 2.42 for renter
occupied households and that the number of children in our community over the
age of 3 an enrolled in school is 1,086,with 219 in college or graduate school,
and 251 in high school. There were 511 children in grades 1-8.
(d) The U.S. census statistics and demographics for our community reveal that of
the owner occupied residences; only 134 units have 1 person in them, 286 have 2
persons and 205 have 3 persons. There were 104 households with 5 persons or
more. 41.3%of rentals units had only 1 occupant and another 38.1%had 2 or
more persons.
SECTION 3
Based on these finds the City Council for the City of Cibolo, Texas, in good faith,hereby
declares that the number of inhabitants in the City of Cibolo exceed 5,000.
The City Administrator is directed to begin the investigation of establishing a home-rule
charter commission and reporting the process to the City of Cibolo.
