ORD 937 08/10/2010 os �4 ��0""""*"" O * ,r 1 , 1 z * * \ ,gginm np,,,,,`,, T£ x "City of Choice" ORDINANCE 9 3 7 AN ORDINANCE OF THE CITY OF CIBOLO,TEXAS,AMENDING CHAPTER 74 (TRAFFIC AND VEHICLES) OF THE CODE OF ORDINANCES BY ADDING, REORGANIZING,UPDATING PROVISIONS TO COMPLY WITH STATE LAW; AND REPEALING OBSOLETE,DUPLICATIVE,INEFECTIVE AND UNNECESSARY PROVISIONS AS THEY PERTAIN TO SCHOOL ZONES FOR ALL PUBLIC SCHOOL CAMPUSES. WHEREAS the City Council of the City of Cibolo, Texas desires to protect the safety and welfare of its citizens; and WHEREAS the City Council realizes that a control of speed limits around and near school campuses is necessary to protect the safety of school children on their way to and from school. WHEREAS, to make the Code of Ordinances more accessible and understandable, the City Attorney recommends that the Code be revised to: 1. Update or eliminate incorrect references; 2. Remove obsolete, duplicative, ineffective or unnecessary provisions; 3. Update certain provisions to comply with state law. NOW THEREFORE,BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF CIBOLO, TEXAS,THAT: Section 1. Repealer. City Code Amended. Article IV of Chapter 74 of the Code of Ordinances is amended to read as follows: 74-98 School Zones Established (a) Elementary schools. It is unlawful for a person to drive or operate a vehicle at a speed in excess of 20 miles per hour on the following streets, or portions thereof, hereby designated as school zones, when signs are in place giving notice of the speed limit, on Monday through Friday, when school is in session, during the hours of 7:30 a.m. to 8:30 a.m. and 2:30 p.m. to 4:00 p.m. at the following locations: Maxine and Luttrel Watts Elementary (1) Dietz Road, from Dietz Road and Dietz Creek to the intersection of Deer Meadow and from the intersection of Deer Meadow to a point 475 feet south of said intersection. (2) Deer Meadow, from the intersection of Dietz Road to a point 120 feet south of Winter Frost. O.G. Wiederstein Elementary (1) Borgfeld Road, from a point 286 feet west of the intersection of Bentwood Ranch Drive in a westerly direction to the intersection of Cibolo Valley Drive. (2) Cibolo Valley Drive, from the intersection of Borgfeld Road extending in a northerly direction to the intersection of Arnie Lane. (b) Intermediate Schools. The following streets, or portions thereof, are designated as school zones and it is unlawful for a person to drive or operate a vehicle at a speed in excess of 20 miles per hour in any of those zones when signs are in place giving notice of the speed limit, on Monday through Friday, when school is in session, during the hours of 7:00 a.m. to 8:15 a.m. and 2:30 p.m. to 4:00 p.m. at the following locations: Barbara C. Jordan Intermediate School (1) Thistle Creek Drive, from the intersection of Scotch Rose Lane extending in a southeast direction to a point 276 feet north of the intersection with Spice Oak Lane. (2) Braeswood Lane, from the intersection of Scotch Rose Lane to the intersection of Cordero Drive. Elaine S. Schlather Intermediate School (1) Green Valley Road, from 600 feet east Cibolo Valley Drive to 188 feet west of Cibolo Valley Drive. (2) Cibolo Valley Drive, from 212 feet south of Green Valley Road to a point 211 feet north of the intersection of Springtree Bluff. 200 South Main Street,P.O.Box 826,Cibolo,Texas 78108 Phone: 210-658-9900 Fax: 210-658-1687 (3) Willow Bluff, from a point approximately 200 feet west of the established crosswalk to a point approximately 200 feet east of said crosswalk. (c) Junior High Schools. The following streets, or portions thereof, are designated as school zones and it is unlawful for a person to drive or operate a vehicle at a speed in excess of 20 miles per hour in any of those zones when signs are in place giving notice of the speed limit, on Monday through Friday, when school is in session, during the hours of 7:30 a.m. to 8:30 a.m. and 3:00 p.m. to 4:00 p.m. at the following locations: J. Frank Dobie Junior High School (1) Borgfield Road, from the intersection of Thistle Creek Drive in a westerly direction to the intersection of Dietz Road. (2) Dietz Road, from intersection of Dietz Road and Borgfeld Road extending from said intersection to a point 281 feet north of the intersection of Woodstone Loop. (d) High Schools. The following streets, or portions thereof, are designated as school zone and it is unlawful for a person to drive or operate a vehicle at a speed in excess of 35 miles per hour in any of those zones when signs are in place giving notice of the speed limit, on Monday through Friday, when school is in session, during the hours of 7:30 a.m. to 9:00 a.m., from 11:30 a.m. to 1:30 and 3:30 p.m. to 4:30 p.m. at the following locations: Byron P. Steele II High School (1) F.M. 1103, from MP 4.744 easterly to MP 5.098 for an approximate distance of 0.354 miles. As determined by Texas Department of Transportation minute order 110835. (e) Other school zones. Cibolo Center at Marion Dolford Learning Center--It is unlawful for a person to drive or operate a vehicle at a speed in excess of 20 miles per hour when signs are in place giving notice of the speed limit, on Monday through Friday, when school is in session, during the hours of 8:00 a.m. to 9:30 a.m. and 3:30 p.m. to 4:30 p.m. at the following location: (1) W. Schlather, from the intersection of N. Main in a westerly direction to the termination of W. Schlather Street. (2) Werner Street, from the intersection of W. Schlather in a southerly direction to the intersection of Bee Alley. Section 3. That any person found guilty of violating this ordinance will be fined not more than$200.00 for each offense. Notice of the enactment of this ordinance will be given by publishing the ordinance or its descriptive caption and penalty in the City's official newspaper one time within thirty days of passage. Section 5.
